Thanh An commune on the way to achieving type V urban area

It must be affirmed that the planning of Thanh An commune to become a type V urban area by 2025 has a long-term strategic vision of the locality. Thanh An is also a suburban commune, the northern gateway of Dong Ha city, so it has many conditions to develop industries, expand production, business and service types. A number of dynamic urban areas have been planned in the area and are investing in infrastructure to call for investment. Nga Tu Song market has been invested in upgrading, the business scale is increasingly expanding, the variety of goods is rich, meeting the trading and consumption needs of the people.

According to Chairman of Thanh An Commune People's Committee Tran Van Nam, in recent times, the locality has focused on doing a good job of planning, mobilizing people to agree to clear land for infrastructure investment, opening new concentrated residential areas. Especially in places with potential and advantages such as: Bau Da area, Truc Kinh lake, along Hoi Song, Trang Sim, Con Dong, Pho Lai, Bau Ao area, Bau Mieu...; creating a favorable environment, calling for cooperation, investment in building infrastructure, entertainment venues, green campus, creating land funds to develop ecological services, food, resorts...

The locality has focused on exploiting the advantages of the suburban area and the urban space expanding from Dong Ha city, strengths in the areas of Nga Tu Song, along National Highway 1, National Highway 9, the road at the beginning of Hieu River bridge, Thanh Nien road... Encouraging and mobilizing people to actively develop industries, expand types of production, business, services such as: trading in consumer goods for daily life, trading in cars, mini supermarkets, restaurants, warehouses for transit of goods, construction materials...; developing passenger and cargo transportation services, processing, purchasing agricultural products, trading in many products to meet market demand. In addition, Military Hospital 268 is investing in construction in the central area of the commune, creating conditions to improve the commune's health indicators, while contributing to accelerating the development of supporting service industries.

The construction of Thanh An commune to achieve urban type V status by 2025 has been included in the Resolution of the District and Commune Party Congress, to be implemented in the period of 2020-2025. This is also one of the conditions for prioritizing investment from the budget to develop infrastructure and call for investment.

Talking to us, Mr. Tran Van Nam expressed the locality's determination to achieve the status of a Class V urban area in 2025, and emphasized: "This is the determination of the people and cadres of Thanh An commune. We will determine which standards are easy to achieve first, and strive to complete the standards that are difficult to achieve later. Continue to maintain and improve the quality of the 31 standards that have been achieved, prioritizing the early completion of easy-to-achieve standards, standards that can be achieved, especially important standards, ensuring the completion of 75/75 points according to the prescribed standards."

Currently, through investigation and review of the standards for type V urban areas, Thanh An commune has achieved 31/50 standards. Based on the nature and ability to complete the standards, Thanh An commune divides the standards into groups: groups of easy-to-achieve standards (planning, social infrastructure, lighting, environmental landscape, etc.), groups of standards that can be achieved (traffic, technical infrastructure, etc.), groups of standards that are difficult to achieve (population density, budget balance, etc.). From there, based on the solutions, a specific implementation plan is developed.

After the project was approved and widely publicized so that cadres, party members and people could clearly understand the meaning and importance of the project for the development of the area and social life, the Thanh An Commune Party Committee developed a plan and action program as a basis for the People's Council and People's Committee of the commune to implement. The entire political system is responsible for propagating and disseminating the purpose and meaning of organizing the implementation of the type V urban project so that all people agree to support and implement socialization programs for socio-economic development.

Solutions on planning and investing in infrastructure for developing residential areas and commercial services: will closely follow the approved district planning, deploy detailed construction planning at a scale of 1/500 for key areas to shift economic structure, increase the proportion of non-agricultural labor, increase population density, raise housing construction density... to meet housing standards and population density of type V urban areas.

In addition, mobilize people to clear land, invest in completing infrastructure in some residential areas to increase budget revenue, increase population density, increase construction area... Support investment to develop business areas of Lao - Thai goods along National Highway 1 to create a rest stop on the North - South route, increase the value of trade - service development, improve income for people. Expand and upgrade Nga Tu Song market to a type I market, becoming a wholesale market, meeting the needs of trading and consuming goods of people in the region.

Regarding social infrastructure investment, support the completion of the 268 Military Hospital to put it into use to improve the ability to examine and treat people. Upgrade and expand Thanh An Commune Health Station to ensure meeting the demand of 2.5 beds/1,000 people according to standards.

However, on the way to achieving the standard of a type V urban area, Thanh An commune faces some difficult standards related to funding and balancing the local budget. Talking to us, Chairman of Cam Lo District People's Committee Tran Anh Tuan said: "This is a common difficulty of localities in the district, but with the determination of the people and cadres of Thanh An commune, Cam Lo district will always accompany, remove obstacles and create the best possible conditions for Thanh An commune to achieve the standard of a type V urban area in 2025".
