Over the years, the Party Committee and authorities at all levels in Ha Tinh have always accompanied and helped to overcome difficulties with Dinh Ban commune (Thach Ha) - a commune greatly affected by the Thach Khe iron ore mining project, but this place still needs much more cooperation.

Dinh Ban Commune is a locality without an irrigation system, so the source of irrigation water for production is very passive.

Along with the common hardships of the area affected by the Thach Khe iron mining project, Dinh Ban commune also has to deal with many difficulties due to its specific nature. According to Mr. Pham Cong Tung - Chairman of the Commune People's Committee, Dinh Ban was merged from 2 poor communes with different production, in which, the people of the old Thach Dinh commune specialized in agriculture, the people of the old Thach Ban commune specialized in salt production, so there were difficulties in daily life.

Some villages in the former Thach Ban commune are currently facing difficulties in creating jobs and increasing income. In particular, Tan Phong village - formerly part of Thach Ban commune, this year is likely to have one more poor household. This is a single, elderly, and sick household. With this addition, Tan Phong will have 27 poor households. Although the Party Committee, government, organizations, and village executive committee have been struggling, there is no way to help the poor households here "escape poverty".

Besides the historical issues, Dinh Ban faces many difficulties due to the impact of the Thach Khe iron mine planning. Currently, Dinh Ban is the only commune with households resettled by this key project.

However, out of 91 resettled households, 66 have settled in their new homes, while 25 have yet to find a place to go. People staying in this area are facing many difficulties in transportation and agricultural production. In addition, Dinh Ban has not yet invested in basic infrastructure such as: commune administrative headquarters, markets, schools, monuments to heroic martyrs, etc.

The locality is proposing to invest in a 1km irrigation canal connecting Thach Khe commune to Con Gai rice fields to solve the irrigation water problem for 45 hectares of rice.

In the villages, many places are currently facing difficulties in infrastructure for production. Mr. Nguyen Van Thong - Head of Van Son village, Dinh Ban commune said: "The village has 330 households merged from 3 hamlets, because it is located in the Thach Khe iron mining project area, so all constructions from 2013 to now have not been built. Many agricultural areas are very difficult to cultivate due to lack of water, even though there is only one main crop (spring crop) here.

People really hope that the authorities at all levels will support the construction of a 1.3km long canal in the village to get water for production. The water source will be taken from 3 main places such as: the iron mining area, Tram stream, Bac stream flowing from Thach Khe. At the same time, this canal will also serve to drain floodwaters during the rainy season, limiting the flooding of the village's traffic routes.

Earlier this year, the locality mobilized resources to pour asphalt on a 570m road through Thanh Long village to serve the travel needs of residents and students of Dinh Ban Primary School.

Understanding the difficulties of the commune, the Party Committee and authorities at all levels have always accompanied to solve the difficulties. Recently (August 24), the head of the Party Committee and authorities of Thach Ha district organized a dialogue with the cadres and people of Dinh Ban commune. According to the local leaders, this was an "open" dialogue because the people participated, so many issues were discussed frankly and the district directed specific solutions.

“Right after the dialogue, regarding the locality’s proposal on canals in the area, including the canal through Van Son village, the district People’s Committee assigned the Finance and Planning Department to coordinate with relevant departments to survey and consult on resources to solve the problem for the people. Currently, the survey has been completed, and the district has a plan to allocate capital for implementation,” said Tran Quang Dong, Head of the Finance and Planning Department of the district.

According to research, in the near future, Dinh Ban commune will also invest in important traffic routes and canals.

Mr. Pham Cong Tung - Chairman of Dinh Ban Commune People's Committee said: Currently, the locality does not have an irrigation system. Recently, after the dialogue, the Department of Agriculture and Rural Development has inspected to invest in a canal that both drains and stores water in the dry season with 1.3km for 60ha. The locality is proposing to invest in a 1km irrigation canal connecting Thach Khe to the inner fields of Con Gai in Dinh Ban to solve the problem of irrigation water for 45ha of rice. Regarding the difficulties related to traffic in the area with households subject to resettlement, currently all levels have paid attention to resources and built new roads to ensure travel.

The department of receiving and returning administrative transaction results of Dinh Ban commune has degraded and is not guaranteed to perform its tasks.

Mr. Pham Cong Tung expressed: "People are very excited when they are regularly cared for by Party committees and authorities at all levels, creating favorable conditions for the locality to carry out its tasks. However, the commune is facing many difficulties, the budget revenue is very low, so we hope that all levels and sectors will continue to pay attention to supporting resources to facilitate the locality, especially essential infrastructure such as: main commune roads, commune administrative headquarters, markets, martyrs' monuments, intra-field irrigation, some intra-village traffic routes...".
