Quang Ninh is implementing its 2024 mission in the context of many difficulties and challenges, especially storm No. 3 (Yagi) which caused heavy damage. With a strong will, internal strength, and a spirit of overcoming difficulties, the province has joined hands and unanimously completed many targets, standing firm for the new journey.
Following the central government's direction and the 2024 working theme "Improving the quality of economic growth, developing culture, and people rich in Quang Ninh's identity", the province has been self-reliant, overcoming difficulties and challenges, achieving important results in many fields; total state budget revenue reached 100% of the estimate. Processing and manufacturing industry continues to be the main growth driver, increasing by 20.45%, 4.05 percentage points higher than in 2023. 2024 is the 7th consecutive year that Quang Ninh holds the PCI Champion position, continuing to be in the leading group of PAR Index, SIPAS, ICT.
Tourism continues to play a key role, contributing positively to the province's economic growth. Localities and units in the province have proactively built and organized many activities and events, developing new tourism products associated with local tourism resources. Quang Ninh continues to be the venue for many events of national and international scale. In 2024, Quang Ninh will complete the target of welcoming 19 million visitors, of which international visitors will reach more than 3.5 million; total tourism revenue is estimated at 46,460 billion VND.
The province has paid attention to social security and welfare. In addition to implementing national target programs, in the face of severe damage caused by storm No. 3, the province has quickly issued many mechanisms and policies to support people and businesses that have suffered heavy losses. A typical example is Resolution No. 42/NQ-HDND (dated September 23, 2024) of the Provincial People's Council "On a number of measures to support overcoming the consequences of storm No. 3 (Yagi) in the province in 2024". Including 100% tuition support for preschool children, primary school students, and continuing education students studying at educational institutions in the 2024-2025 school year; support for families whose houses have collapsed, collapsed, drifted, or are severely damaged; support part of the cost of salvaging sunken or wrecked watercraft (fishing boats); raise the social assistance standard for social protection beneficiaries and other disadvantaged groups. Culture, society and people have made progress in many aspects; social security has received special attention. The province's total social security expenditure in 2024 reached 1,897 billion VND, an increase of 23% compared to 2023. The new rural construction program continues to achieve many results. The province has 91/91 communes meeting new rural standards; of which 54 communes meet advanced new rural standards, 20 communes meet model new rural standards. The province is completing the dossier to submit to the Central Appraisal Council to recognize Quang Ninh as completing the task of building new rural areas by 2023.
The work of Party building and political system building continues to be strengthened. On December 15, the province successfully organized The election of village, hamlet and ward chiefs for the 2025-2027 term has truly become a festival for all people. The success of the election is an important step in selecting candidates for the position of Party cell secretary at the grassroots level who have the capacity, qualities and enthusiasm to "work for the Party and take care of the people", continuing to affirm the effectiveness of the model "People trust - Party nominates".
These days, along with rushing to complete the final tasks of 2024, the province is actively and urgently preparing plans to implement tasks in 2025. 2025 is of special importance, a year of acceleration, a breakthrough to the finish line, the final year of implementing the 5-year socio-economic development plan 2021-2025 and consolidating the fundamental factors, creating a premise to enter a new term, a new stage.
The Provincial Party Committee issued Resolution No. 31-NQ/TU on directions and tasks for 2025, with the theme "Breakthrough in economic development, creating momentum for the new term". The Provincial People's Council issued Resolution No. 237/NQ-HDND on directions and tasks for 2025 with many high goals and targets. In which, striving for the growth rate of gross regional domestic product (GRDP) to reach over 12%; GRDP per capita to reach over 10,000 USD; total state budget revenue in the province to be no less than 57,330 billion VND, of which import-export revenue reaches 17,800 billion VND, domestic revenue is no less than 39,530 billion VND...
Localities and units in the province have immediately deployed tasks for 2025 with new breakthrough goals and tasks.
