After many years of efforts and perseverance in building new rural areas with a spirit of solidarity and determination, Yen Dinh district has achieved important milestones: In 2015, the district became the first district in Thanh Hoa province and the North Central region to be recognized as meeting new rural standards; in 2024, it was the second district in the province to achieve advanced new rural standards. This is a test of the endurance of the entire political system, party committees, authorities at all levels, and all classes of people, and the business community in the area. In which, the role of the people as the main subject has been strongly promoted, proving the correct policy of "Party's will meets people's heart".
Realize Uncle Ho's advice
Yen Dinh is a land of "spiritual land, talented people", rich in patriotic traditions, history, culture, and revolution; is the birthplace of many talented people, outstanding celebrities who have made their homeland and country famous and is also known for its long tradition of solidarity and rich cultural identity. The district has the advantage of being located between 3 dynamic economic centers of the province: Dynamic center of Thanh Hoa city - Sam Son city; Dynamic center of the North (Thach Thanh - Bim Son); Dynamic center of the West (Lam Son - Sao Vang) with an important strategic position in socio-economic development, ensuring national defense and security of the province and the region to create momentum for the district to achieve many important achievements in various fields, among the top of Thanh Hoa province.
Having gone through many historical ups and downs, the land and people of Yen Dinh have always been resilient in the face of all hardships and challenges, always carrying within themselves the enthusiasm to build their homeland to become more civilized and prosperous. Yen Dinh has been honored to welcome Party and State leaders to visit many times. In particular, on December 11, 1961, the Party Committee and People of the district were honored to welcome Uncle Ho to visit Yen Truong commune - the leading flag in the "Dai Phong wind" movement of Thanh Hoa province; at the same time, the Party Committee and People of the district were honored to be awarded the noble titles by the Party and State twice: Hero of the People's Armed Forces and Hero of Labor in the renovation period.
Promoting the tradition of the heroic homeland, at the same time realizing the advice of beloved Uncle Ho when he visited Yen Truong: "Must actively promote advantages, strive to correct shortcomings to progress, contribute to building socialism"; "make all the people, old and young, men and women, well-fed, well-clothed, educated and also make life completely full, happy and joyful". To do so, it is necessary to "compete to increase production and practice thrift, properly perform all tasks assigned by the Party and the Government", generations of cadres, leaders and people in the district have united to set an example, pioneering in everything. Especially after accepting the policies of the Party, the State and the province on implementing the National Target Program on New Rural Construction, Yen Dinh was chosen by the province as the first unit to build a new rural district of the province. Although it had to face many difficulties due to its low starting point: It is a key district in agricultural production but still fragmented; The socio-economic infrastructure is not synchronous; the scale of production value at current prices has only reached nearly 7,200 billion VND; the average income per capita has only reached 18.5 million VND/person/year; the rate of poor and near-poor households is still high, accounting for 22.25%; on average, communes have only achieved 3/19 NTM criteria according to regulations... The district has correctly assessed its real strength and identified its potential and strengths, while turning those difficulties and challenges into "necessary and sufficient" conditions to have specific steps and roadmaps with the spirit of "flexibility, creativity, substance, efficiency, sustainability and suitability".
Along with the mechanisms and policies of the Central Government and the province, the district issued many separate mechanisms and policies to create motivation and stimulate demand for the communes and mobilize the participation and joint efforts of the people with high determination and great efforts to effectively implement the program. After only 5 years, Yen Dinh became the first district of Thanh Hoa province and the North Central region to achieve the NTM standard in 2015.
Consistent viewpoint: New Rural Development is a key program throughout, with only a starting point, no end point. During the implementation process, Yen Dinh district has always focused on propaganda and mobilization to raise awareness for cadres, party members and people about the purpose and meaning of the program. The district has taken advantage of the attention and support of the Central Government, the province, the solidarity and unity within the Party, the consensus among the people and the business community, and children living far from home to perform well the assigned political tasks. When the endogenous strength has been gathered, solidarity and unity have been promoted, Yen Dinh district has mobilized all social resources to join hands in New Rural Development. In particular, after the Central Government issued the set of criteria for the period 2021-2025, the District Party Committee, People's Council, People's Committee, and the Steering Committee for National Target Programs of the district continue to lead and direct the communes to review, mobilize, and effectively use resources to maintain and improve the quality of the district's new rural criteria; Complete the criteria for building advanced new rural districts.
Up to now, the whole district has 22/22 communes (100%) meeting the new rural standards; 11/11 communes meeting the advanced new rural standards (reaching 50%); 3 communes meeting the model new rural standards (reaching 13.6%); the district maintains the standards of 9/9 new rural district criteria, meets the standards of 9/9 advanced new rural district criteria; the satisfaction rate of people with the construction of advanced new rural areas in the district reaches 99.93%. The average income per capita of the whole district in 2023 reaches nearly 67 million VND (ranked 4th in the province) and increases 2.4 times compared to 2015. Poverty reduction work has achieved positive results, in 2023 the multidimensional poverty rate of the whole district is only 1.86%, down 18.81% compared to 2015... Outstanding results in building advanced new rural districts have changed the rural appearance of Yen Dinh district. The material and spiritual life of the people is increasingly improved. The district was recognized by the Prime Minister in Decision No. 1345-QD/TTg dated November 7, 2024 on recognizing Yen Dinh district, Thanh Hoa province as meeting advanced NTM standards in 2024.
It can be said that the journey of more than 14 years of building a new rural area (from 2011 to present) is a test of endurance of the entire political system, all classes of people and the business community in the district. In which, the role of the people is respected and promoted with the motto "People know, people discuss, people do, people check, people enjoy" has opened up awareness and action, contributing to making the path to the finish line of the advanced new rural district more coherent.
Continue to build a model new rural district
Looking back on the past, the Party Committee, government and people of Yen Dinh district are confident with the results they have achieved. Receiving the decision to recognize the district as meeting the advanced new-style rural standards and receiving the national intangible cultural heritage of Dong Co Temple Festival is an honor and pride for the Party Committee, government and people in the district. This is the result of the determination of the leadership and direction of the Provincial Party Committee, People's Council and People's Committee; the consensus and strong determination of the entire political system over many years, along with appropriate and timely mechanisms and policies, and the active cooperation of the people in the district have demonstrated the correct policy of "Party's will meets people's heart".
Continuing to maintain and promote the achievements, Yen Dinh district sets the following goal: By 2025, the whole district strives to have 100% of communes meeting advanced NTM standards; 30% of communes meeting model NTM standards; average income per capita reaching 79 million VND/year or more; by 2030, Yen Dinh is a model NTM district. To realize that goal, Yen Dinh district sets out key solutions:
Firstly, strengthen the leadership, direction and administration of Party committees and authorities at all levels, mobilize unions and socio-political organizations to participate effectively in implementing the advanced and model new rural construction program. In the immediate future, focus on leading and directing the implementation to complete and exceed all goals and targets for new rural construction in the 2024-2025 period of the district.
Second, promote propaganda on agricultural development and new rural construction. Promote agricultural restructuring towards large-scale commodity production, clean agriculture, high-tech application, creating products with high productivity, quality, competitiveness, sustainable development and adaptation to climate change; develop OCOP products. Focus on creating jobs, increasing income for rural people, effectively implementing poverty reduction and social security policies.
Third, well implement democratic regulations, mobilize maximum resources, especially resources from the people to focus on building new rural areas, combine and integrate resources from programs and projects to invest in building infrastructure in communes and villages, creating a premise for socio-economic development in rural areas.
Fourth, develop culture - society, health, education - training, attach importance to comprehensive human development, improve people's quality of life; strengthen environmental protection, build a bright - green - clean - beautiful environmental landscape, use resources effectively and economically, proactively respond to climate change; firmly ensure national defense - security, social order and safety.
Fifth, focus on directing the implementation of criteria for villages, communes, districts of new rural areas, advanced new rural areas, and model new rural areas, and maintain and improve the quality of criteria in localities that have been recognized by competent authorities. Launch and expand emulation movements on building advanced new rural areas and model new rural areas, making them regular and continuous movements, creating emulation highlights among units in the district. Promote good models for communes to learn and replicate.
Sixth, well implement the work of summarizing and evaluating emulation movements, promptly commend and reward advanced models and replicate new, creative, effective ways and effective models in new rural construction.
