
On the morning of September 19, Deputy Prime Minister Tran Luu Quang, Chairman of the National Traffic Safety Committee, attended and spoke at the 2023 Global Conference on Aviation Safety and Operations, held in Hanoi.
This is the first time a global aviation safety conference has taken place in Vietnam, co-organized by the Ministry of Transport, the International Air Transport Association (IATA), and Vietnam Airlines.
The conference was attended by Minister of Transport Nguyen Van Thang, IATA General Director Willie Walsh and more than 800 guests representing leaders of airlines and international organizations in the aviation sector around the world.
With the theme "Leadership in Action: Promoting Safer and More Efficient Operations", the Conference focused on specific areas such as runway safety, cabin safety, analysis and assessment of potential hazards...
The participation of many leaders and experts on aviation safety shows the common responsibility and strong commitment of the international community in ensuring global aviation safety and exploitation.

Speaking at the Conference, Deputy Prime Minister Tran Luu Quang affirmed that the Vietnamese Government always attaches importance to and pays great attention to the safe and sustainable development of the aviation industry, in order to serve the overall goals of socio-economic development, enhance national competitiveness, promote trade and people-to-people exchange, ensure national defense and security, protect national sovereignty, and strengthen Vietnam's connection with the world.
The Government always creates the best conditions for Vietnamese airlines to develop healthily, safely, and friendly, contributing to fulfilling their role as "ambassadors" of Vietnamese culture, people, and country in the international arena.
The Deputy Prime Minister affirmed that Vietnam considers ensuring aviation safety and security to be a particularly important task that needs to be carried out regularly and continuously, keeping up with the complex and rapid developments of the world situation.
Accordingly, the Government has focused on perfecting institutions, issuing many mechanisms and policies, creating a legal corridor and a favorable business environment for the safe and healthy development of the aviation industry.
At the same time, the Government also invests resources and improves management capacity so that the safety monitoring system can meet the increasing demands for ensuring aviation security and safety, including the requirements of the International Civil Aviation Organization.
Deputy Prime Minister Tran Luu Quang assessed that over the past 15 years, the growth of the aviation industry has always been closely linked to Vietnam's GDP growth rate.
In the period 2009-2019, Vietnam's air transport market has made remarkable progress: Average annual growth in passengers reached over 17%, in cargo reached nearly 14%; transport output increased 4.86 times in passengers and 3.66 times in cargo.
In 2023, the aviation industry will continue to recover and grow positively. Immediately after the COVID-19 pandemic was controlled, many world airlines returned to the Vietnamese market.
In the above development process, aviation safety and security issues are always ensured with close coordination between industries and airlines of Vietnam along with effective cooperation and support from international organizations and partners.
Thanks to the above efforts, the aviation industry has achieved many remarkable results such as: Maintaining more than 25 consecutive years of ensuring aviation safety in commercial air transport; achieving the International Civil Aviation Organization's Certificate, the Certificate of Aviation Safety Supervision Capacity Level 1 - the highest level of the US Federal Aviation Administration.

Vietnamese airlines always maintain high operational safety index and are granted Operational Safety Certificate by the International Air Transport Association.
The Deputy Prime Minister said that although there are many opportunities to recover and develop strongly after the COVID-19 pandemic, the world aviation industry in general and Vietnam in particular continue to face many challenges due to the complicated developments in the world's political and security situation, ongoing conflicts in some regions of the world, the global economy facing many difficulties, fuel prices remaining high, the trend of tightening spending is still common, while investment resources for the aviation industry to recover after the COVID-19 pandemic are still limited.
In such conditions, the tasks and requirements for both effective exploitation and ensuring aviation safety and security will become increasingly complex and burdensome, requiring greater efforts in promoting cooperation and coordination, at national, regional and global levels.
To effectively exploit opportunities and overcome challenges, the Deputy Prime Minister suggested that the International Air Transport Association and international partners continue to play an important role in establishing standards for operational safety; strengthen connections, share information and experience in ensuring aviation safety and security among member airlines and aviation organizations globally.
Along with that, actively propose effective initiatives and solutions to strengthen and further improve the effectiveness of aviation safety and security, in order to contribute to the safe and sustainable development of the world aviation industry in general and Vietnam in particular in the new situation.
With a strong commitment to continuously strengthening aviation security and safety, the Deputy Prime Minister affirmed that Vietnam will continue to place aviation security and safety in the overall national security system; build aviation security and safety on the foundation of national defense and people's security posture, closely linked to the implementation of socio-economic development goals and proactive and active international integration.
Vietnam will make continuous efforts to build a strong and effective aviation safety and security system that is suitable to Vietnam's conditions and meets international standards and practices; at the same time, it is ready to exchange experiences and strengthen cooperation with bilateral and multilateral partners in ensuring international aviation safety and security.
The Deputy Prime Minister expressed his wish to continue receiving support and close and effective coordination from international partners and friends in this field, in order to contribute to bringing Vietnam closer to the world and the world closer to Vietnam in the most convenient and safe way.
