Speaking to the press before the visit, Ambassador Bezdetko said that at the invitation of General Secretary Nguyen Phu Trong, from June 19-20, Russian President Vladimir Putin will visit Vietnam as the head of a delegation of federal and regional leaders as well as large enterprises. The visit is of a state nature, the highest protocol level in relations between countries. The Ambassador said that after the visit, the two sides are expected to adopt a Joint Statement and sign cooperation documents in the fields of higher education, justice, health, energy, science, etc. Ambassador Bezdetko affirmed that the visit of Russian President Vladimir Putin this time is symbolic, because the visit of the highest leader of the Russian Federation this year takes place on the occasion of the 30th anniversary of the signing of the Treaty on the basic principles of the friendship between Vietnam and the Russian Federation. This historic document has significantly expanded the interaction between Moscow and Hanoi, laying the foundation for the development and implementation of major joint projects and initiatives in many fields. This document marks the beginning of a new stage in the development of multifaceted cooperation between the two countries and creates the premise for strengthening joint cooperation, bringing the Russian Federation - Vietnam relationship to the level of Comprehensive Strategic Partnership. The two sides will also celebrate a number of more important milestones in the coming time: the 30th anniversary of the operation of the Hoa Binh Hydropower Plant - the largest hydropower complex in Vietnam built with the help of the Soviet Union and Russia (December 2024); the 75th anniversary of the establishment of diplomatic relations between the two countries (January 2025); the 10th anniversary of the signing of the Free Trade Agreement between the Eurasian Economic Union and Vietnam (May 2025). Ambassador Bezdetko affirmed that the past three decades have been marked by the dynamic expansion and diversification of bilateral cooperation. In 2001, the Russia-Vietnam Declaration on Strategic Partnership was signed in Hanoi; in 2012, the Russia-Vietnam Strategic Partnership was upgraded to Comprehensive Strategic Partnership. Regular political dialogues have been established by the two sides at all levels. The two sides have effective interaction mechanisms in the fields of trade, economy, science, technology and humanity. The Ambassador affirmed that direct dialogue between leaders is always an opportunity to enhance political trust. Even during the COVID-19 pandemic, when all contacts were switched to online form, the leaders of Russia and Vietnam still regularly exchanged and discussed the most urgent issues on the bilateral agenda. President of the Russian Federation VV Putin has visited Vietnam four times. Over the past year, Minister of Public Security, now President To Lam, Head of the Central External Relations Commission Le Hoai Trung, Minister of National Defense Phan Van Giang and Vice Chairman of the National Assembly Nguyen Khac Dinh visited Russia. Ambassador Bezdetko said that the results of the meetings and negotiations have created a good foundation for the Vietnam-Russia relationship at the highest level. The upcoming visit of President Vladimir Putin will create more momentum to develop Russia-Vietnam cooperation in many fields. The ambassador said that the focus will be on enhancing interactions in traditional fields such as economics and investment, science and technology, education and training, culture and tourism, humanitarian affairs, etc.

Ambassador Bezdetko said that in the current situation, Russia's foreign policy towards the East has become one of the most decisive directions in the long term. In this context, Russia wishes to continue to strengthen its multifaceted partnership with leading countries and international associations in this part of the world, primarily with ASEAN, first of all to maintain ASEAN's central role in regional issues. "We are ready to cooperate closely with Vietnam in the international arena, first of all at the United Nations and in the frameworks in which ASEAN plays a central role, based on the closeness or similarity of views on key issues of the global and regional agenda, promoting common approaches to solving the pressing problems of our time, upholding the fundamental principles of sovereign equality, non-interference in the internal affairs of independent states, legitimacy and justice in international relations," Ambassador Bezdetko said. The Ambassador said that the potential for further strengthening and diversifying the bilateral cooperation between the Russian Federation and Vietnam is indeed huge. “This cooperation is based on the unchanging tradition of friendship, mutual assistance and mutual benefit built by our ancestors and is aimed solely at ensuring the happiness and prosperity of our peoples,” Ambassador Bezdetko said. He said that Russia is ready to cooperate with Vietnam in the field of clean energy and decarbonization of the economy. “As one of the world leaders in this field, Russia is ready to provide Vietnam with the most modern technologies in the field of ‘clean’, reliable and stable electricity, first of all nuclear power - the option chosen by many Asian countries as an alternative to traditional energy sources,” Ambassador Bezdetko said.
