Issuing regulations on working regime of general education and university preparatory teachers
Circular 05/2025 issued by the Ministry of Education and Training regulating the working regime of general education and university preparatory teachers takes effect from April 22, replacing Circular 28/2009.
Circular 05/2025 clarifies the principles for determining the working regime of general and pre-university teachers. Teachers' working hours are implemented according to the school year and converted into teaching hours. The working hours of principals and vice principals are guaranteed to be 40 hours/week.
The assignment and arrangement of tasks for teachers must ensure regulations on teaching norms, working hours, and rest hours according to the provisions of law; ensure publicity and fairness among teachers in the same school.
Teachers teaching in general schools with many levels of education are appointed to the professional title of teacher at which level of education and must implement the teaching hour norms prescribed for teachers at that level.
Circular 05/2025 also provides new regulations on reducing teaching hours for teachers. Accordingly, the working time in a school year for principals, vice principals, and teachers of general schools is 42 weeks. Of which, the number of weeks teaching the contents of the general education program is 37 weeks.
The teaching quota for primary school teachers is 23 periods, secondary school teachers is 19 periods, high school teachers is 17 periods. Teachers of ethnic boarding schools are regulated to have 2 periods lower, 21, 17 and 15 periods respectively.
Tuition support for teacher education students
On March 3, the Government issued Decree 60/2025 amending and supplementing a number of articles of Decree 116/2020 dated September 25, 2020 of the Government regulating policies to support tuition fees and living expenses for pedagogical students.
Decree 60 regulates the method of financial support for Pedagogy students, in which the State provides support in the form of budget allocation according to budget decentralization. If the locality has a need for teachers, it will assign the task of teacher training to its affiliated pedagogical school or place teacher training orders with universities across the country.
Pedagogical students who register for support for tuition and living expenses are responsible for submitting an application and commitment to reimbursement of tuition and living expenses to the teacher training institution or the agency assigning the task or ordering teacher training.
Pedagogical students who are required to reimburse expenses are responsible for sending a copy of the reimbursement payment receipt to the competent authority that issued the notice of recovery of the reimbursement for monitoring, reporting and confirmation of completion of the obligation.
Decree 60 takes effect from April 20.
University quality assessment standards
Circular 04/2025 issued by the Ministry of Education and Training regulating the quality assessment of training programs at all levels of higher education takes effect from April 4.
The set of standards for assessing the quality of training programs includes 8 standards: Objectives and output standards of the training program; structure and content of the training program; teaching and learning activities; assessment of learning outcomes; teaching staff and researchers; services to support learners; infrastructure, facilities and equipment; output and output results.
