Positioning the relationship from the historical visit

Leaving the beautiful country of Mongolia, the Vietnamese delegation brought with them deep impressions of the results of the visit, the hospitality, sincere feelings and close friendship of the leaders and people of Mongolia. The State visit from September 30 to October 1 by General Secretary and President To Lam and the high-ranking Vietnamese delegation coincided with the 70th anniversary of the establishment of diplomatic relations, opening a new page in the traditional friendship and establishing the Vietnam-Mongolia Comprehensive Partnership.

Traditional friendship

The plane carrying General Secretary and President To Lam and the Vietnamese high-ranking delegation left Hanoi, traveling 2,740 km, and landed at Genghis Khan International Airport, Ulan Bator, the capital of Mongolia. The cold weather was dispelled by the warm, friendly, and solemn welcome of the leaders and people of the steppe country.

Vietnam-Mongolia relations have developed well since the two countries established diplomatic relations in 1954, and have been inherited, nurtured and developed by successive generations of leaders of the two countries, opening a new and important page in history, meeting the will and aspirations of the leaders and people of the two countries. Immediately after establishing diplomatic relations, in July 1955, President Ho Chi Minh visited Mongolia, laying a solid foundation for the relationship between the two countries. Since then, the friendship between the two countries has always maintained a foundation of mutual understanding and trust, and cooperation in all fields has been consolidated and enhanced. The visit of General Secretary and President To Lam coincided with the 70th anniversary of the establishment of diplomatic relations between the two countries; affirming Vietnam's consistent policy of attaching importance to friendly relations with traditional friends, including Mongolia; wishing to promote relations with Mongolia in depth, substantially, effectively, and in accordance with the new situation.

During the visit, the General Secretary and President visited the Ho Chi Minh Inter-level School No. 14. At the reception, teachers, students and pupils sang the song "Remembering Uncle Ho" with the sweet lyrics "Who loves children more than Uncle Ho Chi Minh. Who loves Uncle Ho Chi Minh more than we children" and "It's like having Uncle Ho on the day of great victory" along with dances imbued with traditional Vietnamese culture, mixed with music and clapping rhythms in the joy and warmth of many leaders and officials of the two countries.

Principal of Ho Chi Minh Inter-level School No. 14 E.Gungaajav expressed his honor to welcome the General Secretary and President to visit the school named after the beloved leader of the Vietnamese people and a symbol of the traditional friendship between Mongolia and Vietnam. The school regularly organizes activities to learn about and honor President Ho Chi Minh; learn and understand customs and practices, promote and promote the role in educating Vietnamese traditions and culture. Currently, the school has more than 500 students participating in courses and clubs on Vietnamese culture, customs and people.

J.Munkhtuguldur, a 9th grader at Ho Chi Minh President Inter-level School No. 14, said that studying at the school named after Ho Chi Minh President, students always participate in learning activities, extracurricular activities, competitions, learning and promoting the country and people of Vietnam as well as learning about President Ho Chi Minh. Through lessons and competitions, I learned more about Vietnam, especially about the example of President Ho Chi Minh.

Tradition and friendship are clearly shown in understanding and sharing, closeness in culture, economy, and people-to-people exchange. General Secretary and President To Lam and Mongolian President Ukhnaagiin Khurelsukh attended the opening ceremony of the Vietnam Cultural Day in Mongolia in 2024, with a unique cultural space, using the language of art. The art performance "Sac Viet" performed by the Vietnam Music, Dance and Song Theater used traditional, typical and unique Vietnamese musical instruments, harmonized in a modern style. The art performances introducing the image of a peaceful, stable, "hospitable, harmonious and affectionate" Vietnam resounded in the Opera House in the capital Ulan Bator with a capacity of nearly 600 seats, with no more empty seats and endless applause, proving the success of the art program and the precious feelings of Mongolian audiences and international friends for Vietnamese artists.

Mongolian Minister of Culture, Sports, Tourism and Youth Nomin Chinbat shared that the Vietnam Cultural Day in Mongolia, held within the framework of the State visit to Mongolia by General Secretary and President To Lam, continues to be a testament to the growing cooperation between the two countries; marking a new chapter in the long-standing relationship as a Mongolian proverb says: “Choose new clothes, choose old friends”.

Elevate Comprehensive Partnership

During the visit, General Secretary and President To Lam and senior Mongolian leaders discussed major orientations and important measures to further strengthen political trust and enhance cooperation in many priority areas of both sides, especially political, diplomatic, economic, trade, tourism and people-to-people exchanges.

During his talks with General Secretary and President To Lam, President Ukhnaagiin Khurelsukh affirmed that this is a historic visit that contributes significantly to promoting relations between Vietnam and Mongolia. Mongolia considers Vietnam one of its leading important partners in the region; wishes to develop and expand mutually beneficial cooperation in all fields. Vietnam affirms its importance in developing relations with Mongolia, respects Mongolia's foreign policy of peace, openness, autonomy and multi-pillars, the "third neighbor" policy and wishes to promote further development of relations between the two countries in the coming time. The development and deepening of relations between Vietnam and Mongolia is in line with the common interests of the people of the two countries, making an important contribution to ensuring peace, stability and development in the region and the world.

In particular, during the State visit of General Secretary and President To Lam, the two leaders agreed to upgrade the bilateral relationship to a “Comprehensive Partnership” and continue to promote the expansion of cooperation: Politics; defense, security and law enforcement; economics, trade and investment; promote substantive cooperation in the fields of agriculture, science, transportation, culture, sports, tourism, education, labor, environment and social protection; and strengthen regional and international cooperation. At the meeting between General Secretary and President To Lam and Chairman of the Mongolian National Assembly Dashzegve Amarbayasgalan, the two leaders also agreed to strengthen the role of the two countries' legislative bodies in coordinating to support the promotion of substantive, effective and comprehensive economic connectivity, in line with the Comprehensive Partnership; Actively promote the organization and mobilize businesses of the two countries to participate in trade promotion programs and connect trade in each country; open the door to each other's goods on the basis of reciprocity, thereby soon completing the goal of increasing bilateral trade turnover to 200 million USD in the coming time.

The State visit to Mongolia by General Secretary and President To Lam is a major milestone in the friendship and multifaceted cooperation between the two countries. The historic visit has brought the relationship between the two countries to a new height, significantly contributing to orienting and opening up prospects for cooperation between the two countries, creating new momentum for bilateral relations in many fields. As General Secretary and President To Lam said when signing the "Guest of Honor" book at the Mongolian State Palace, with the content of the guestbook affirming: "Vietnam and Mongolia have gone through a 70-year journey with important achievements in development cooperation. Today, the President of Mongolia and the General Secretary and President of Vietnam jointly announced the elevation of the relationship between the two countries to the Vietnam-Mongolia Comprehensive Partnership, which will open a new period of more substantial, effective, comprehensive and long-term development cooperation for the prosperous and happy life of the people of the two countries...".
