As an official member of the United Nations for nearly half a century, Vietnam has been increasingly trusted and appreciated by the international community for its role and positive and effective contributions to many important and urgent global issues. Notable activities include maintaining and strengthening world peace, sustainable development initiatives, protecting, promoting and enhancing human rights, etc.

On December 24, 2024, the United Nations General Assembly adopted the United Nations Convention against Cybercrime after many years of negotiations among member states to build a comprehensive multilateral legal framework to combat this dangerous crime.

UN Secretary-General António Guterres said: "This Convention is a testament to how multilateralism can succeed in difficult times and reflects the shared will of Member States to promote international cooperation to prevent and combat cybercrime."

Notably, the adoption of this international legal document comes from Vietnam's active contributions as a responsible member of the United Nations. This is demonstrated by Vietnam's interest and enthusiastic support right at the beginning of the process of launching negotiations for the Convention.

Throughout the eight sessions of the Specialized Committee, Vietnam has always actively participated and had substantive proposals and initiatives for the content of the Convention. Therefore, we have been approved by the international community to become the host country for the signing ceremony of the United Nations Convention on Cybercrime in 2025, with the legal document named the Hanoi Convention.

The birth of the Hanoi Convention has concluded a year of successful activities of Vietnam at the United Nations as we have increasingly affirmed our capacity, role and responsibility for global issues. At the UN agencies where Vietnam is undertaking many important responsibilities, we have become a bright spot in the common work of the largest international organization on the planet when we are ready to act, give weighty opinions to contribute to maintaining regional and international peace and stability, and fight for and protect the basic principles of the United Nations Charter.

In the field of human rights, Vietnam continues to make a strong mark in 2024 with the spirit of respect and understanding, dialogue and cooperation for all human rights in eight priority areas.

Vietnam has actively contributed opinions at many meetings and discussions on ensuring specific rights such as the right to a clean and sustainable environment; the right to food; cultural rights; rights of people with disabilities; children's rights... On March 25, 2024, the United Nations General Assembly adopted a draft resolution proposed by Vietnam to make June 11 every year the International Day of Play.

In addition, Vietnam has also actively fulfilled its responsibilities as a member of the United Nations, including seriously participating in the Universal Periodic Review (UPR) cycle IV. At the same time, Vietnam has participated in most international conventions on human rights and always considered people as the center of all development policies. Vietnam's tireless efforts have been recognized and highly appreciated by the international community.

On September 21, 2024, General Secretary and President To Lam and a high-ranking Vietnamese delegation made a working trip to attend the Future Summit, United Nations General Assembly. Commenting on this working trip, President of the 78th United Nations General Assembly Dennis Francis commented: "General Secretary and President To Lam's attendance at the High-Level Week of the United Nations General Assembly this year is a very meaningful event, demonstrating the highest political commitment at an important time when the international community is determined to promote multilateralism to deal with a series of current global challenges."

The results achieved in the partnership between Vietnam and the United Nations in 2024 have played an important role in consolidating and enhancing Vietnam's position in the international arena. More importantly, this good relationship is developing in the right direction when the United Nations' goals of peace and human rights are also the aspirations and goals that the Party, State and people of Vietnam are striving for.

Vietnam's remarkable socio-economic achievements after nearly 40 years of renovation are also associated with continuous progress in ensuring, protecting and promoting human rights and civil rights. Vietnam's Human Development Index (HDI) has continuously increased over the past decades, placing our country in the high HDI group.

Vietnam is also a shining example of poverty reduction as the only country in Asia implementing a multidimensional, inclusive, and sustainable poverty reduction program because it always prioritizes policies and resources to support and improve the quality of life of disadvantaged groups in society.

As a developing country, Vietnam is also continuing to face the severe and prolonged consequences of the Covid-19 pandemic and climate change, so achieving high levels of multidimensional poverty reduction and HDI is a proud achievement.

Besides, the similarity in vision and development orientation of the United Nations and Vietnam is a useful catalyst for Vietnam to confidently share experiences, contribute more actively to the common work of the United Nations and solve major world issues, for the benefit of peace, security, cooperation and sustainable development in the world.

Despite limited resources, Vietnam's spirit of goodwill, proactive construction, listening and sharing of views towards global interests has always received the sympathy, readiness to cooperate and help of the international community.

This trust has contributed to helping Vietnam successfully assume the position of a member of the United Nations Human Rights Council for the 2023-2025 term in its second candidacy, a member of the International Law Commission (ILC) for the 2023-2027 term, the Executive Board of the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) for the 2025-2027 term, and many other important positions of United Nations agencies.

This is also an important premise for Vietnam to confidently continue making substantial and concrete contributions to the common cause of the international community, as evidenced by the decision to re-run for election to the United Nations Human Rights Council for the 2026-2028 term.

At the ceremony announcing Vietnam's re-election to the United Nations Human Rights Council, Deputy Foreign Minister Do Hung Viet asked countries to continue supporting Vietnam with a strong commitment that, if elected, Vietnam will continue to participate actively, constructively and responsibly, and will strive to promote the implementation of the common goals of the Human Rights Council, ensuring increasingly better enjoyment of human rights for all people around the world.

Obviously, Vietnam's position and prestige at the United Nations and bilateral and multilateral international forums are undeniable.

Because this result has been built from the country's own internal strength combined with the spirit of pure international solidarity for the common interests of humanity. However, hostile forces with the ambition to sabotage Vietnam still deliberately put forward false arguments to deny Vietnam's role and influence in the region and the world.

Recently, right after Vietnam officially ran for re-election to the Human Rights Council, a number of reactionary and ill-intentioned individuals and organizations have tried their best to find ways to slander, attack and defame Vietnam; thereby trying to put pressure on member countries of the United Nations with the aim of isolating Vietnam from the world.

These individuals and organizations frequently make baseless accusations and unreasonable demands, such as demanding that Vietnam release all prisoners whom they call "prisoners of conscience", while in fact these are individuals who have violated the law and have been publicly and strictly punished according to current legal regulations. The tricks of these anti-government groups and associations are not new and have been directly rejected by Vietnam's outstanding achievements in the field of human rights.

Unfortunately, due to prejudice and not understanding the nature of issues and events related to the human rights situation in Vietnam, some international organizations have made statements and acted to promote the spread of false and untrue information, causing negative impacts on Vietnam's position and reputation in some international forums.

In 2025, Vietnam will remain steadfast in its goals and tasks committed to the United Nations, focusing on promoting the results achieved in two years as a member of the Human Rights Council; successfully organizing the signing ceremony of the Hanoi Convention on Cybercrime; participating in activities to raise awareness of peace and security; and promoting friendly relations between countries on the basis of respect for the United Nations Charter.

The accomplishment of these goals will be convincing evidence to continue to crush the plots of hostile forces and ill-intentioned individuals and organizations that are plotting to sabotage the Party and State of Vietnam, preventing Vietnam from running for and participating in important positions in the United Nations and international forums.

This is not an easy task, but with the achievements that have been made, the determination and efforts of the entire political system, and the active participation of all classes of people, we have every reason to believe that Vietnam will certainly fulfill its role as a member of the Human Rights Council and many other agencies and organizations under the United Nations in the coming term.
