Why have toll stations on National Highway 51 not been dismantled?

The Ministry of Transport said that this content had been answered by the Ministry to the National Assembly Delegation of Ba Ria - Vung Tau province in August 2023.

Accordingly, the project to expand National Highway 51 from Km 0+900 - Km 73+600 under the BOT contract form has not yet reached an agreement to terminate the contract ahead of schedule to organize the establishment of public ownership rights according to the provisions of Decree No. 29/2018 of the Government. Therefore, the dismantling of the BOT project assets, which are toll stations on National Highway 51, has not been carried out.

The Ministry of Transport also said that in December 2023, the Ministry of Transport reported to Deputy Prime Minister Tran Hong Ha on the handling of the investor's petition for the project to expand National Highway 51 from Km 0+900 - Km 73+600 under the BOT contract form. Afterwards, Deputy Prime Minister Tran Hong Ha directed the Ministry of Transport to continue handling the investor's petition according to its functions, tasks and signed contracts.

By April 2024, the Ministry of Transport will send a document requesting the Ministry of Finance to establish public ownership of the assets of the National Highway 51 expansion project from Km 0+900 - Km 73+600 under the form of a BOT contract.

In the response document, the Ministry of Finance requested the Ministry of Transport and the investor to resolve existing problems and complete the dossier so that the Ministry of Finance has sufficient basis to give opinions on establishing public ownership of the assets of the BOT QL51 project.

The Ministry of Transport then directed the Vietnam Road Administration, the agency that signed the contract, and the investor to continue resolving existing issues with the BOT QL51 project and complete legal procedures according to regulations.

"After completing the procedures to establish public ownership according to the law on public property, the Vietnam Road Administration will urgently organize the dismantling and recovery of the toll station property according to the proposal of voters in Ba Ria - Vung Tau province," said the Ministry of Transport.

QL51 is 72 km long, passing through Dong Nai and Ba Ria - Vung Tau provinces. This route has been managed and exploited by Bien Hoa - Vung Tau Expressway Development Joint Stock Company (BVEC) since 2013. On this national highway, BVEC has placed 3 BOT toll stations including T1, T2 and T3.

In early January 2023, the Vietnam Road Administration announced the temporary suspension of toll collection for the BOT project on Highway 51 from Km 0+900 - Km 73+600 under the BOT contract passing through Dong Nai and Ba Ria - Vung Tau provinces from 7:00 a.m. on January 13 to negotiate to adjust the toll collection time to create profits with the project investor.
