A series of tractor-trailers and containers were running during prohibited hours and in the wrong lane on Highway 400 on the night of July 1. These vehicles also competed to overtake, endangering people.
At 7:48 a.m. on July 18, a tractor-trailer with license plate 51R-208... was traveling on Highway 400, heading from Highway 1 to Hoang Huu Nam Street. When the vehicle passed the gate of Ho Chi Minh City Oncology Hospital, Branch 2, the tractor-trailer honked loudly and passed many other motorbikes and cars, terrifying the people.
Previously, on the morning of July 18, 3 container trucks with license plates 51C - 993..., 51D - 429..., 51C - 968... entered Highway 400 and parked for about 30 minutes along both sides of the road, about 200 meters from the gate of Ho Chi Minh City Oncology Hospital, Facility 2.
At around 7:30 p.m. on July 1, in just 30 minutes on Route 400, Thanh Nien cameras recorded about 50 tractor-trailers, containers, and trucks with cranes rumbling past. Notably, these vehicles also competed to overtake and encroached on the remaining lanes.
Many vehicles disregard traffic laws, running noisily during prohibited hours.
At 7:45 p.m. on July 1, Mr. MK (32 years old) had just escaped the situation of being stuck between a container and a truck with a crane, license plate 50H - 203... while driving on Highway 400 (in the direction of Highway 1 to Hoang Huu Nam Street) and was terrified: "There were about 15 minutes left before trucks and trailers were allowed to pass, and this was a road where stopping and parking were prohibited. But the truck was parked on the right side, so I had to move to the outside side, then suddenly a container truck behind sped up, at the same time, this truck was also parked and started moving, I was stuck between two large vehicles. Luckily I had a steady hand on the wheel, otherwise I don't know what would have happened."
Following behind were a series of trucks and container trucks with license plates 50H - 045.11, 50LD - 138.86, 50H - 002.92, 61H - 111.59... brazenly running during prohibited hours.
For many days after that, day and night, we filmed hundreds of tractor-trailers, containers, and trucks ignoring traffic laws, driving during prohibited hours.

Parking near no parking sign
For many weeks, Thanh Nien recorded a series of cars and some tractor-trailers parked along the sidewalk of Highway 400, in front of Ho Chi Minh City Oncology Hospital, Facility 2, even though this is a no-stopping-no-parking section of the road.
Specifically, on the morning of July 18, there were over 30 cars parked in a row on the sidewalk of 400, leaving only the bus stop unoccupied. As soon as one car left, another parked in, creating a huge mess.
At around 10:00 a.m. on July 3, a container truck with license plate 50H - 229... driven by a male driver on Highway 400 heading towards Hoang Huu Nam Street, just past the hospital gate about 100 meters, the driver pulled the truck over, turned off the engine, got out of the truck and parked there.
In the opposite direction, a tractor trailer with license plate 51R - 156.93 was parked right at the no stopping and no parking sign, with no driver in the vehicle. Following that were about 50 cars and taxis parked one after another on the sidewalk, heading towards Hoang Huu Nam Street to National Highway 1 (Long Binh Ward).
On the evening of July 3, we also recorded the situation of cars and tractor-trailers parked at no-stopping or parking signs or trucks, tractor-trailers, and container trucks running during prohibited hours.

This causes the road to become narrow, forcing motorbikes to encroach on the middle lane, running parallel to heavy vehicles, which is extremely dangerous for road users.
"Every time we pass this road, we have to keep our eyes open. The lane is occupied by cars, forcing us to move out, and if we move out a little bit, we will encounter a container truck. Not to mention many drivers open their doors unexpectedly. It's terrifying!", shared Mr. LAV (25 years old, living in Thu Duc City).
Parking lot at the intersection
At the intersection of National Highway 1 (Hanoi Highway extension) and Road 400, there is a parking lot for tractor-trailers (Tan Phu Ward). Every day, many tractor-trailers, trucks, and containers enter and exit this parking lot. Inside the parking lot, at peak times, there are about 20 tractor-trailers parked. This parking lot is about 300 meters from Rach Chiec Traffic Police Station.
The exit of the parking lot is located right at the curved intersection between Highway 1 and Highway 400.

At the same time, many container trucks hugged the curve from Highway 1 onto Highway 400, even though it was still 10 minutes before the time when trucks, tractor-trailers, and containers were banned from traveling.
The exit of this parking lot is a curve right at the above-mentioned intersection. For many days we filmed vehicles going from Highway 1 onto Highway 400. When passing the curve, we encountered tractor-trailers coming out of the parking lot, lurking in danger.
At 7:50 p.m. on July 1, Mr. NH, 48 years old, a technology car driver, was driving on National Highway 1 towards Hoang Huu Nam Street. When he reached the intersection, he turned onto Highway 400. At this time, a container truck with license plate 50H - 045... from the parking lot ran onto Highway 400, surprising Mr. H. and causing him to lose control of the wheel. At the same time, two other container trucks driving in the same direction as Mr. H. came from behind. Luckily, Mr. H. was able to react in time and did not cause an accident.
For many days, we recorded similar scenes, the traffic route here is extremely chaotic, with potential traffic accident risks.
