Smooth operation of the two-tier local police model

Along with the whole country, from March 1, 2025, the two-level local police model (province - commune) was deployed in Dak Lak province.

With a spirit of urgency and responsibility, all work of the police force in the first days of implementing the new model took place continuously, ensuring no interruption of tasks, no vacant areas, and maintaining a stable security and order situation.

Implementing the Party and State's policy on restructuring the apparatus, reducing intermediate levels, and not organizing district-level police, the Provincial Police has proactively developed a plan to perfect the organizational apparatus to be streamlined, strong, effective, and efficient.

Along with that, some tasks from the district were transferred to the commune, some tasks were transferred to the province. The coordination with relevant departments and branches to hand over and receive new tasks was implemented synchronously and effectively by the police force right from the beginning.

In order for the two-level local police model to operate effectively, the Provincial Police has directed units and localities to uphold their spirit and responsibility, immediately start performing assigned tasks; direct, inspect, and review programs, plans, and tasks to organize implementation, without interruption, discontinuity, or omission of tasks.

Vu Bon Commune Police (Krong Pac District) coordinate with prestigious people and village elders to patrol and monitor the area.

According to Major General Le Vinh Quy, Director of the Provincial Police, an important factor in the successful implementation of the two-level police model is the careful and scientific mobilization and arrangement of officers. Each officer and soldier, when mobilized to the commune level, must promote their abilities and qualifications to complete their tasks well. The mobilization work must ensure no interruption, maintain regular functions and tasks, not leave areas vacant, and maintain political security and social order and safety.

In practice, since the implementation of the new model, the commune-level police have done a better and more rigorous job of advising local Party committees and authorities to effectively ensure security and order; build and spread the movement of All People Protecting National Security; grasp the situation at the grassroots level, and resolve problems occurring in the area more quickly...

“The model of not organizing district-level police has posed certain challenges for the commune-level police force. However, with the increased authority, responsibility and resources, the commune-level police have demonstrated their key role, not only receiving and handling administrative work, but also directly participating in the fight against and prevention of crime, ensuring security and order right from the grassroots, contributing to protecting the peaceful and happy life of the people” - Major General , Director of the Provincial Police.

For the departments of the Provincial Police, immediately after being arranged and strengthened, the commanders of the units also urgently followed up and developed plans to implement the assigned functions and tasks according to the new organizational model.

Regularly urge, inspect, and guide officers and soldiers to quickly approach work, have the awareness to learn and improve their professional skills, overcome all difficulties to ensure work efficiency.

The handover of functions and tasks regarding facilities and equipment from units, departments and branches must be correct, sufficient and accurate to serve work requirements well; there must be no loss or misplacement of documents, finances, assets, omission of transfer tasks, or interruption of task implementation.

Lieutenant Colonel Nguyen Duc Hieu (Deputy Chief of Ea Sup District Police) was assigned to be the Chief of Ea Sup Town Police after the district police were dissolved. Operating the new apparatus, Lieutenant Colonel Hieu and the town police urgently deployed professional measures, ensuring improved service quality for the people and businesses.

“Even on holidays, the town police maintained 100% of their staff on duty, seriously performing the task of ensuring security and order and assigned administrative tasks. The newly mobilized officers and soldiers also quickly got into the new routine of work at the grassroots level to better serve the people,” said Lieutenant Colonel Nguyen Duc Hieu.

As for the Quang Phu town police (Cu M'gar district), from March 1, they were assigned to take on the additional task of receiving applications for issuing and exchanging driver's licenses.

According to Major Nguyen Thanh Tuan, Chief of the Town Police, to ensure the process runs smoothly and effectively, the unit previously sent officers to train on knowledge and skills related to procedures for receiving documents, using equipment, and preparing conditions in terms of facilities, machinery, and human resources to carry out this task.

In addition, the unit also posts the steps to carry out procedures, fees and charges so that people can access information, understand and easily implement without encountering any difficulties.

Ea Hiao Commune Police (Ea H'leo District) handle administrative procedures for people.

At the Ea Hiao Commune Police (Ea H'leo District) in recent days, immediately after being supplemented with additional forces, the unit has increased the assignment of personnel to closely monitor the grassroots, manage the area and subjects; proactively review and detect conflicts among the people to advise the Commune People's Committee to organize mediation; promptly handle cases with potential risks of conflicts, affecting security and order in the area.

Promoting the sense of responsibility in the work of receiving, checking and verifying denunciations and reports of crimes, the unit also actively coordinates with the provincial police investigation agency in the work of fighting, preventing and combating crimes, ensuring that 100% of denunciations and reports of crimes are received and classified in accordance with regulations.
