In the first 6 months of 2023, the province had 217 newly established enterprises, with a total registered capital of VND 1,849 billion, a decrease of 24.9% in the number of enterprises. The total number of operating enterprises as of June 30 was 4,390. In the first 6 months of 2023, the province issued decisions and adjusted investment policies for 37 projects/VND 1,157 billion; issued additional capital registration adjustments for 63 enterprises, with a total capital of over VND 904 billion. The Provincial People's Committee has also assigned specific tasks to departments, branches and localities, focusing on reforming administrative procedures, overcoming institutional and administrative procedure bottlenecks; establishing 3 interdisciplinary working groups to inspect investment projects in the province, focusing on resolving difficulties, obstacles and recommendations of enterprises and investors to speed up the progress of project implementation and completion, promoting production and business development. The working groups have organized 15 working sessions and inspections at projects; received and resolved 24/60 recommendations from enterprises, and 36 recommendations are being resolved, including 32 specific recommendations related to land, site clearance, environment, construction planning and 4 general groups of recommendations on land prices, forest land conversion, fire prevention and fighting, and credit.

At the conference, enterprises made recommendations and proposals to remove difficulties and obstacles in the process of production and business activities, and implementation of administrative procedures in the fields of law, administrative procedures, access to capital, business conditions, taxes, fees, etc. Representatives of sectors and localities also answered and provided specific information on each content of the proposals and recommendations of enterprises.

Concluding the conference, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the proposals, recommendations, reflections and sharing of enterprises on difficulties and obstacles in the process of investment, production and business activities in the past time; requested that departments, branches and local units need to take action more quickly and effectively in removing obstacles of enterprises; closely follow and effectively implement the State's policies, laws and policies to improve the business environment, enhance competitiveness in 2023; create a favorable investment and business environment, promote production and business.

Timely deploy policies, accompany and provide maximum support for enterprises to develop, considering removing barriers and difficulties for enterprises as the key task of the province. Clear bottlenecks, review, reduce and simplify regulations related to business activities; mobilize social resources for investment and development. Promote activities to support digital transformation, apply science and technology, promote trade, and improve business governance capacity. Increase meetings and dialogues with enterprises, promptly and effectively resolve recommendations and proposals from enterprises, especially handling difficulties and problems related to access to credit capital, access to land, site clearance, administrative procedures, fire prevention and fighting regulations, environmental protection, etc. In addition to the support of the Central and local governments, the business community proactively innovates production and business models, restructures enterprises associated with digital transformation, and effectively implements policies and regimes for employees. Business associations and industry associations play the role of "bridges" in close coordination with departments and branches to effectively implement programs and solutions to support businesses, synthesize recommendations, difficulties and problems of businesses and send them to the Department of Planning and Investment for synthesis, reporting to the Provincial People's Committee or advising and recommending competent authorities for consideration and resolution.
