On July 31, the People's Committee of Thanh Hoa province held a regular meeting for July 2024 to listen to a report on the socio-economic situation in July; discuss and decide on key solutions for socio-economic development in August 2024 and a number of other important issues. Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

Promoting the growth momentum in the first 6 months of 2024, the province's socio-economic situation in July continued to develop, with many sectors increasing significantly compared to the same period. Notably, agricultural production continued to be stable, with no major epidemics in crops and livestock. Management of exploitation and aquaculture, ensuring safety for people and fishing vessels operating at sea were strengthened; the output of exploitation and aquaculture was estimated at 19,304 tons, an increase of 2.7% over the same period. Disaster prevention and control work was strictly implemented according to the "4 on-site" motto, ensuring the safety of people's lives and property.

The National Target Program on New Rural Development (NTM) and the One Commune One Product (OCOP) Program continued to receive attention; in the month, 7 more communes were recognized as meeting advanced NTM standards; 2 communes and 6 villages were recognized as meeting model NTM standards; and 18 more OCOP products were created.

The industrial and construction sector continued to thrive, becoming the main driving force for economic growth. The industrial production index (IIP) in July increased by 18.4% year-on-year. Most major industrial products had increased output compared to the same period last year.

In addition, state management of construction investment and construction quality management has received attention. Retail sales of goods and some service sectors in July were estimated at VND17,131 billion, up 17% over the same period. Import and export activities continued to increase strongly; export value in July was estimated at USD548.7 million, up 17.2%; import value was estimated at USD869.1 million, up 24.1%.

Tourism activities are bustling. The opening and operation of SunWorld Sam Son Water Park is one of the "highlights" contributing to attracting a large number of tourists to Thanh Hoa. According to statistics, the total number of tourists in July is estimated at 3,120 thousand (of which international visitors are estimated at 138.4 thousand), an increase of 37.1% over the same period; total tourism revenue is estimated at 8,015 billion VND, an increase of 63.7%.

State budget revenue in July is estimated at VND 3,589 billion, up 34.4% over the same period; accumulated revenue in the first 7 months of 2024 is estimated at VND 33,259 billion, equal to 93.5% of the estimate and up 40% over the same period.

The quality of cultural and social activities has been improved. In the 2024 high school graduation exam, Thanh Hoa province is the locality with the highest score of 10 in the country, the average exam score increased by 3 levels compared to 2023; there is 1 national valedictorian (group C00), 1 student won a Silver medal at the International Physics Olympiad. Dong A Thanh Hoa Football Club successfully defended the title of National Cup champion in 2024. Social security policies and regimes, gratitude activities, and repayment of debts are fully and promptly implemented. Political security, social order and safety are ensured.

In addition to the achieved results, the socio-economic assessment report for July said that there are still shortcomings and limitations such as: The progress of the implementation of the Project to arrange and stabilize residents in areas at high risk of flash floods, landslides in mountainous districts in the period of 2021-2025 and some large and key investment projects have not met the requirements. Many projects have been implemented for a long time but the progress is very slow; some investors have low disbursement results. The operations of a number of enterprises are still facing difficulties, the number of enterprises registering to temporarily suspend operations increased by 28.3%, the number of dissolved enterprises increased by 12.5%.

The quality of consulting and handling some tasks of some agencies and units is sometimes slow and not guaranteed; a number of cadres, civil servants and public employees, including managers and heads, work half-heartedly or avoid, do not carefully study legal regulations for implementation, leading to the fear of making mistakes and fear of responsibility...

Based on the assessment of the achieved results and analysis of the shortcomings and limitations, the delegates discussed and proposed solutions to implement the tasks of August and the last months of 2024. In particular, opinions focused on issues related to state budget collection activities; ensuring the safety of production and people's lives during the rainy and stormy season; construction of works and projects in the face of developments and impacts of natural disasters; preparations for the new school year 2024-2025; activities of granting land use right certificates to organizations and individuals...

Speaking at the meeting, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: Despite facing many difficulties and challenges, the province's socio-economic situation continued to develop in July. Most sectors and industries grew well; some industries that are facing difficulties such as footwear, iron and steel, and cement also have good recovery rates. This is a very encouraging result, showing the determination and great efforts of the entire political system, in which the fear of making mistakes, avoiding and shirking responsibility has significantly decreased.

The Chairman of the Provincial People's Committee emphasized a number of shortcomings and limitations and requested all levels and sectors to focus on promptly overcoming them, such as the increasing trend of traffic accidents in both the number of cases and the number of deaths; the progress of social housing construction is slow compared to the requirements and targets set...

Regarding the tasks in the coming time, Chairman of the Provincial People's Committee Do Minh Tuan stated: Sectors and localities must not be subjective or satisfied with what has been achieved. It is necessary to actively and proactively implement synchronous solutions, overcome all difficulties and challenges, and successfully complete the set goals and tasks in the spirit of "A war must win all battles".

The Chairman of the Provincial People's Committee noted that August is the peak month of the rainy and stormy season in the province with unpredictable objective factors. Therefore, sectors and localities must proactively deploy tasks and solutions, and prepare well for conditions to promptly respond to possible situations. It is requested that the relevant sectors specifically evaluate and clearly state this task in the regular report, including the prevention, control and recovery stages.

Regarding the task of implementing new laws and decrees that will take effect from August 2024, Chairman of the Provincial People's Committee Do Minh Tuan assigned the Department of Justice to preside over and coordinate with relevant sectors to advise the Provincial People's Committee on plans to deploy, disseminate, study, propagate and popularize laws to soon bring laws and decrees into life.

Based on the preliminary assessment of 3 years of implementing Resolution No. 37/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province, the Chairman of the Provincial People's Committee requested the relevant agencies to advise and propose to the Central Government to supplement specific mechanisms and policies for the development of Thanh Hoa province in the coming period.

Functional units and sectors are actively preparing the necessary conditions to start the construction of the AEON Commercial Center project (Thanh Hoa City) and the technical opening of Xuan Quang bridge over Ma River under the project connecting National Highway 1A with National Highway 45 from Hoang Xuan commune (Hoang Hoa) to Thieu Long commune (Thieu Hoa) to practically celebrate the National Day on September 2. Along with that, urgently review and complete documents and procedures to select investors to implement the Nghi Son LNG Power project.

Chairman of the Provincial People's Committee Do Minh Tuan noted that the Vice Chairmen of the Provincial People's Committee should proactively review the work and urge the implementation of tasks according to the set schedule based on their assigned tasks, fields and sectors.

At the meeting, delegates discussed and gave their opinions on the Proposal on the issuance of regulations on the assignment of management of cars for general work of provincial-level agencies, organizations and units in Thanh Hoa province; Proposal on the issuance of regulations on the allocation of funds for the use of cars for general work when going on business trips to agencies, organizations and units under the management of Thanh Hoa province; Proposal on the issuance of standards and norms for the use of specialized cars of agencies, organizations and units under the management of Thanh Hoa province; Proposal on the proposal to approve the task of drafting a Resolution approving the number of pickup trucks and cars with 12-16 seats for general work of agencies and units under the management of Thanh Hoa province to implement the provisions in Clause 5, Article 8, Decree No. 72/2023/ND-CP of the Government.

The meeting also discussed and gave opinions on the Draft report summarizing 3 years of implementation of Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province and a number of other important contents.
