Talking about the project to destroy a criminal organization illegally producing synthetic drugs in Khanh Hoa province, Lieutenant General Nguyen Van Vien - Director of the Department of Investigation Police on Drug Crimes (C04, Ministry of Public Security) said that deciding the time to solve the case is extremely important.
Cunning subject, the field develops very quickly
According to Lieutenant General Nguyen Van Vien, about a week before the case was solved, the task force determined that the subjects had produced 1.8 tons of raw materials to make drugs, packed them into 27 foam boxes and sent them to cold storages far from the factory. When the cold storage owners refused to accept them, the subjects brought them back and burned the boxes.
Then, through secret surveillance, the police discovered that the subjects bought many gas cylinders, large pots, cotton, masks... to produce pure drugs.
At this time, the Investigation Committee determined that the subjects had created drugs but the quantity was unknown.
"Although the task force has reported to the leaders of the Ministry of Public Security to propose many options, it is very difficult for us to make a decision, because everything is happening very quickly in the field," Lieutenant General Nguyen Van Vien shared.

"The subject is very cunning. When a stage of production is completed, he fires all the employees so that the previous group and the next group do not know each other and do not know what is being produced," Lieutenant General Nguyen Van Vien commented.

According to the Director of Department C04, because we calculated the plan very carefully, combined with secrecy, and suddenly attacked the case at 0:00, the subjects did not have time to react, could not fight back, ensuring absolute safety for the functional forces.
"It can be assessed that this is a synthetic drug production factory with an especially large scale, modern equipment lines, advanced technology, the largest in Vietnam to be destroyed up to this point.
In particular, the finished drug products with the purest content are produced by highly skilled individuals, but no drugs from this factory have been sold outside the Vietnamese market or transported for sale," Lieutenant General Nguyen Van Vien assessed.
Project 199D Truong Xuan Minh (51 years old, Taiwanese nationality, China) - the leader of the ring came to Vietnam in 2021, creating a cover for investment, business, and ornamental fish farming. In November 2024, Minh asked someone to rent a 1,000m2 plot of land in the cemetery north of Vinh Luong commune (Nha Trang city) to build a workshop. After that, he rented another 300m2 plot of land 3km away from the previous plot to gather raw materials, chemicals and related equipment. Minh also hired people to produce the ingredients to make synthetic drugs in two stages. The investigation team determined that the subjects had produced drugs and that if they completed the production, they would temporarily stop their activities and return to their country, so they decided to solve the case when the opportunity was favorable.
