The US Department of Commerce will decide on June 20 whether to launch an anti-dumping investigation into paper bags imported from Vietnam.
The Department of Trade Defense (Ministry of Industry and Trade of Vietnam) said that the US Department of Commerce (DOC) has received a request for an anti-dumping investigation into paper shopping bags imported from Vietnam. The plaintiff in the case is the Coalition for Fair Trade in Shopping Bags (USA).
According to the alliance, in 2022, Vietnam exported about 162 million USD worth of accused products to the US, ranking second after China.
Preliminary data from the US International Trade Commission (USITC) shows that last year, the value of products proposed for investigation from Vietnam exported to the US was about 144 million USD, an increase of 37.6% compared to 2021. This amount of goods accounts for about 15% of the total export turnover of the countries, and ranks second among the countries exporting the most to the US, after China.
The plaintiff also named 13 Vietnamese enterprises accused of dumping with a margin of 63.67-128.81%.
Since the US considers Vietnam a non-market economy, DOC will use third-country surrogate values to calculate the dumping margin for Vietnam. In this case, the petitioner proposed to use Indonesia because this country has a similar level of economic development and a significant number of paper bag manufacturers.
While waiting for the DOC's decision, the Trade Defense Department recommends that manufacturing and exporting enterprises closely monitor the developments of the case and have appropriate counter-suit strategies, while seeking to diversify export markets and products.
