On March 27, the Ministry of Health held a conference to deploy new regulations of the Law on Health Insurance (HI) and collect opinions on the draft decree detailing and guiding the implementation of a number of articles of the Law on Health Insurance.
Speaking at the conference, Mr. Tran Van Thuan, Deputy Minister of Health, said that the law amending and supplementing a number of articles of the Law on Health Insurance is an important milestone in administrative reform, creating convenience for people, reducing paperwork, promoting digital transformation and improving the effectiveness of implementing health insurance policies.
The Ministry of Health is continuing to complete the draft decree guiding health insurance to remove practical problems.
According to Ms. Vu Nu Anh, Deputy Director of the Health Insurance Department, the draft decree of the Ministry of Health focuses on 3 groups of contents: detailing and guiding the implementation of a number of laws; overcoming difficulties, obstacles, and issues arising in the practice of Decree No. 146, Decree 75, and Decree No. 02; and removing some practical difficulties and obstacles in medical examination and treatment and payment of health insurance medical examination and treatment costs.
According to the draft, the contribution level, contribution support level and responsibility for health insurance contribution continue to be regulated at 4.5% of monthly salary, salary used as the basis for social insurance contribution, pension, and basic salary.
Regarding the level of support for health insurance contributions from the state budget for the poor, ethnic minorities, and ethnic minorities living in communes identified as no longer in areas with difficult or especially difficult socio-economic conditions, it remains the same as current regulations.
New in this draft, the Ministry of Health proposes to increase the level of health insurance contribution support from the state budget to at least 50% (up from 30%) of the contribution level for high school students from grades 1 to 12.
Explaining the proposal further, Ms. Nu Anh said that the Health Insurance Department has received many opinions that the support level for students is lower than the discount level when participating with households.
"If paying for health insurance by household, students can receive more support than the current 30% support level. Therefore, the Ministry of Health proposes to increase the support level to at least 50% to ensure benefits and support levels.
This support level applies to high school students from grades 1 to 12, while university students will still receive the same support level of 30%. According to the policy impact assessment, the budget will spend about VND 3,700 billion to support health insurance payments for high school students," Ms. Anh stated.
From July 1, health insurance examination and treatment does not distinguish between geographical areas.
According to the amended Law on Health Insurance, some articles taking effect from July 1, health insurance participants will have more benefits. Among them, the provision of health insurance examination and treatment does not distinguish between administrative geography.
The Law also stipulates the level of health insurance benefits when implementing universal health insurance medical examination and treatment regardless of administrative boundaries by province.
Accordingly, patients are entitled to 100% of the benefits when examining and treating at the primary level nationwide, 100% of the benefits when examining and treating inpatients at the basic level nationwide, and 100% of the benefits when examining and treating at any basic or specialized medical facility that before January 1, 2025 is determined to be at the district level.
In particular, in some cases of rare diseases, serious illnesses..., patients are taken directly to specialized medical facilities for examination and treatment.
