According to the instructions, from June 1, 2025, the Social Insurance agency will only issue new paper health insurance cards for cases where participants cannot install VssID, VNeID and do not have a citizen identification card with a chip.

Accordingly, to ensure the rights of health insurance participants during the time of organizing and arranging units to operate under the new model and implementing savings and anti-waste, the Social Insurance of regions and Social Insurance of provinces and cities will continue to use the old health insurance card blanks until May 31, 2025.

From June 1, 2025, for cases of requesting to reissue or exchange health insurance cards, social insurance officers are required to directly guide participants to install the digital social insurance application (VssID), the electronic identification application (VNeID) and guide them to use the health insurance card image on the VssID, VNeID application; chip-embedded citizen identification card to go to medical examination and treatment instead of the paper health insurance card. Only issue new paper health insurance cards for cases where VssID, VNeID cannot be installed and there is no chip-embedded citizen identification card.

According to Tay Ninh Provincial Social Insurance, currently, 100% of medical examination and treatment facilities in the province have implemented health insurance examination and treatment using chip-embedded citizen identification cards or using health insurance card images on the VssID and VneID applications.

As of March 17, 2025, the provincial Social Insurance has verified 980,765/987,866 participant (reaching 99.28%) of the number of citizen identification cards synchronized with valid health insurance cards for medical examination and treatment using citizen identification cards. As a result, the whole province had nearly 981 thousand successful searches when using CCCD instead of health insurance cards for health insurance medical examination and treatment.
