Opening of the 26th Session, People's Council of Bac Kan province, term X

Comrades Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Tran Thi Loc, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairwoman of the Provincial People's Council; Dong Van Luu, Vice Chairman of the Provincial People's Council co-chaired the meeting.

Attending the meeting were comrades: Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Thu Trang, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Do Thi Minh Hoa, Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Nong Quang Nhat, Vice Chairman of the Provincial People's Committee; along with delegates of the Provincial People's Council, leaders of departments, branches and sectors in the province.

Speaking at the opening of the session, Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council emphasized: The 26th session took place during the time of organizing activities to celebrate the 125th anniversary of the founding of Bac Kan province (April 11, 1900 - April 11, 2025). This is the 3rd session organized by the Provincial People's Council in the first months of 2025, demonstrating the determination, drasticness, and closeness in the leadership and direction of the Standing Committee and the Standing Committee of the Provincial Party Committee; the efforts of the Provincial People's Committee; the companionship of the Provincial People's Council to promptly resolve important and urgent contents and tasks, issues arising from practice under the authority of the People's Council, serving the development of the province.

During this time, Bac Kan province is also actively, resolutely and highly determined in implementing the reorganization of the political system according to the Central's direction.

Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council delivered the opening speech at the meeting.

At this session, the People's Council considered a number of contents including:

Adjust the number of employees in Resolution No. 04/NQ-HDND dated February 21, 2025 of the Provincial People's Council to continue implementing the policy on organizational restructuring, specifically suspending the transfer of Medical Centers of districts and cities under the Department of Health to the management of the District People's Committee.

Regarding public investment and implementation of national target programs, the Provincial People's Council considered adjusting the local budget estimate and allocating the provincial budget in 2025; allocating and adjusting the 2024 regular expenditure estimate that has been transferred to 2025 and the 2025 estimate of the National Target Programs; adjusting the medium-term public investment plan for the 2021-2025 period from local budget capital (15th time); adjusting the 2025 public investment plan - local budget capital (1st time).

The Provincial People's Council considers and approves the list of land plots for bidding to select investors to implement investment projects using land in the province (2nd time); stipulates preferential regimes of land rent exemption for projects using land for production and business purposes in investment incentive sectors (investment incentive industries and trades) or in investment incentive areas according to regulations in the province.

Approve the policy of converting forest use to other purposes to implement projects and works; approve the list of additional projects and works requiring land recovery and conversion of rice-growing land, protective forest land, and production forest land to be implemented in 2025.

Consider and approve the Resolution stipulating specific spending levels for local industrial promotion activities in the province; stipulating support levels for agricultural production to restore production in areas damaged by natural disasters and plant pests in the province and some other important contents.

Immediately after the opening ceremony, the 26th session of the 10th Provincial People's Council continued its working session in the hall to listen to presentations, draft resolutions and verification reports.
