Parents are upset that their students live near Tay Mo 3 school but cannot attend.
According to the announcement of the Department of Education and Training of Nam Tu Liem on the afternoon of August 27, Tay Mo 3 school is currently unable to accept more students because the facilities do not meet the requirements for educational quality.
Thus, all 523 applications to the school were not processed. Instead, other elementary schools in the area will accept these students.
Dai Mo 3 Primary School (Dai Mo Ward) agreed to accept 75/75 students from Ly Nam De School, 38/38 students from Dai Mo School and 139/174 students from other schools if they have sufficient records of residence in Tay Mo or Dai Mo Ward. The remaining 35 applications will only be accepted if they have sufficient records of residence in Dai Mo Ward.
Tay Mo Primary School agrees to accept 17/17 students from Ly Nam De School, 19/19 students from Tay Mo 3 School and 62/62 students from other schools if they have sufficient residence records in Tay Mo ward.
Ly Nam De Primary School allowed 92 students to withdraw their applications to transfer to Tay Mo and Dai Mo 3 Primary Schools. At the same time, the school proposed that the District People's Committee strengthen facilities to create conditions to improve the quality of education.
Schools will publicize the list of admitted and transferred students, and guide parents to complete the transfer procedures according to regulations before 5:00 p.m. on August 30 to promptly stabilize the organization and prepare well for the opening ceremony of the 2024-2025 school year.

On the evening of August 24, parents of students at Ly Nam De Primary School received a message from the homeroom teacher announcing the acceptance of transfer applications to Tay Mo 3 School.
The content of the document divides 523 applications to Tay Mo 3 School into two groups of subjects with directions for resolving wishes, specifically:
For the group of 230 students studying at Ly Nam De Primary School, if they wish to transfer to Tay Mo or Dai Mo 3 School, please submit an application at the school from 2:00 p.m. on August 25 to 12:00 p.m. on August 26.
For the remaining group of 293 students, if they wish to attend Ly Nam De, Tay Mo, Dai Mo 3 schools, please submit your application at the school and arrive within the same time frame as above.
In addition, with 1,111 students of Tay Mo 3 school (including 460 newly recruited grade 1 students and 651 grade 2-5 students separated from Tay Mo school), if they wish to return to Tay Mo school, or transfer to Ly Nam De, Dai Mo 3 will be resolved.
According to the project to establish Tay Mo 3 Primary School, this school will receive students from grades 2-5 in the 2023-2024 school year from Tay Mo and Ly Nam De Primary Schools, who are residents of residential groups 7, 8, 9, 10, 11, 12 and ungrouped buildings in the urban area.
However, on July 4, the District People's Committee decided to separate Tay Mo Primary School into Tay Mo Primary School and Tay Mo 3 Primary School.
To implement this decision, the District Department of Education and Training organized the separation of 1,111 students from Tay Mo Primary School to Tay Mo 3 Primary School.
However, this separation was only officially announced to parents residing in the area at 9:30 p.m. on August 21, 15 hours after parents "surrounded" the school to request public disclosure of enrollment information.
Previously, they had no information about the school only accepting students from Tay Mo Primary School despite searching through many different channels. Parents whose children studied at Ly Nam De Primary School were also given a list of transfer schools according to their wishes by teachers on July 15.
On August 20, parents went to Tay Mo 3 school to submit their applications and were told by the principal that there were enough students.
At the dialogue on August 23, Vice Chairwoman of Nam Tu Liem District People's Committee Do Thi Thuy Ha apologized to parents for not having received the information. Ms. Ha also affirmed that the parents' wishes were "legitimate and appropriate".
