National Data Center protects and promotes data resources

(PLVN) - In the digital age, data is a new resource, a key factor for national digital transformation, creating new values ​​to promote socio-economic development, enhance national competitiveness and serve the interests of the people. The Government has issued many policies to effectively exploit this resource, including the construction of a National Data Center as a focal point for concentrating, managing and coordinating data nationwide.


Data - A Strategic Resource in the Digital Age

Data is considered a “precious mineral” of the 21st century. For example, similar to oil providing energy for industries, data provides information and knowledge for digital economic activities. Data can be used to analyze markets, predict trends, optimize production processes, improve services and support important decision making. Data is also a “mineral” of knowledge because it contains hidden information and knowledge that can be exploited to create new products and services. The value of data lies not only in quantity but also in quality, accuracy, completeness and timeliness.

The Party and State always identify data as a strategic resource, playing a core role in socio-economic development and ensuring national security. Resolution 57-NQ/TW of the Politburo identifies data as the main means of production of the new era, and data infrastructure as one of the four pillars of the digital era.

The National Data Strategy to 2030 affirms that “data is a new resource, a key factor for national digital transformation, creating new values ​​to promote socio-economic development, enhance national competitiveness and serve the interests of the people”. The strategy also clearly states many important guiding viewpoints, such as taking people and businesses as the center; promoting the strength of the entire political system and the whole society to participate in collecting, building, developing, exploiting, using and enriching data. The State plays a leading and pioneering role in connecting and sharing data. The data market is a breakthrough factor, contributing to promoting digital transformation in industries and fields.

In addition, the Strategy also emphasizes that the development and use of data must go hand in hand with ensuring information security, network security, and personal data protection. Exploitation and use of data must ensure the principle of protecting the rights and legitimate interests of people, businesses, and related entities. Policies and regulations on cross-border data management must ensure maximum national and ethnic interests, in accordance with international agreements and treaties to which Vietnam is a member, ensuring national digital sovereignty over digital data of Vietnamese people, arising in Vietnam, etc.

Although data brings great opportunities, Vietnam still faces many challenges in the process of building a digital data ecosystem. For example, collecting, integrating and synchronizing data from many different sources requires modern technology infrastructure and the ability to connect between ministries, branches and localities. Data security issues become urgent when cyber attacks and personal information leaks are increasing, posing high requirements for security and access control. Meanwhile, transparency and privacy need to be ensured to create trust for people and businesses in sharing and exploiting data. On the other hand, high-quality human resources in data management and analysis are still lacking, causing difficulties in operating and effectively exploiting the national data system.

To address these challenges and shortcomings, the establishment of a National Data Center is one of the important solutions, aiming to create a centralized data management platform, ensuring connectivity, security and optimizing the exploitation of data resources to serve socio-economic development.

National Data Center - Pillar of digital economic development

On October 30, 2023, the Government issued Resolution No. 175/NQ-CP approving the National Data Center Project; in which, the Ministry of Public Security was assigned to establish the National Data Center as a unit equivalent to the Department level under the Ministry of Public Security. The viewpoint is to build the National Data Center according to national and international standards, in line with trends and at world level. The implementation work needs to be carried out quickly to create a foundation for fundamental and comprehensive changes in the collection, storage, management, provision, integration, sharing of information, and data analysis of the Government to ensure the goals of social management, direction and administration, provision of public services and utilities to the people and promotion of socio-economic development. The products created must be tools to solve and remove "bottlenecks", as well as create breakthroughs in the development of national databases and other database systems formed in the future.

Resolution 57-NQ/TW of the Politburo once again strongly affirms the role of the National Data Center, when identifying the Center as the "core" and pillar of the national digital transformation process. The Data Law 2024 also has specific regulations on the construction and development of the National Data Center. In particular, the State prioritizes investment in infrastructure, facilities, land, headquarters, works, technology, ensuring the budget for the construction and state management of data, data administration, construction, management and operation of the National Data Center.

On February 25, 2025, the Ministry of Public Security officially launched the National Data Center, marking an important step forward in Vietnam's digital data management and exploitation strategy. This is a data center assigned by the Government to the Ministry of Public Security to build, manage, exploit and operate the integration, synchronization, storage, sharing, analysis, exploitation and coordination of data of state agencies in accordance with the law to form a human data warehouse and a data warehouse synthesized from national databases. Data at the National Data Center is the core foundation for providing data-related services, supporting policy making, creating development, building a digital government, digital society and digital economy, ensuring national defense and security, and is an important driving force in building a new era of prosperity. At the same time, provide technological infrastructure for socio-political organizations, national database systems and agencies in need of exploitation, operation, efficiency improvement and network security assurance. Data centralization helps protect this resource from risks of network security, natural disasters, fires and other incidents.

The National Data Center is expected to be a secure and efficient data sharing platform, allowing government agencies, businesses and research organizations to easily access and use data. Data sharing helps promote innovation, develop new products and services and improve the efficiency of economic sectors.

The roadmap for the construction and operation of the National Data Center includes three main phases: Phase 1 from 2023 to the end of 2025 (Basic Construction Phase) focuses on building and forming the first National Data Center, and at the same time completing the technological infrastructure for data management of state agencies, political/social organizations, etc. Phase 2 from 2026 - 2028 (Expansion Phase) will expand the construction and installation of equipment at the second National Data Center, and at the same time complete the construction and supplement the infrastructure capacity of the first data center. Phase 3 from 2029 - 2030 (Development Phase) will deploy additional resources for the first and second National Data Centers according to the expansion needs of the ministries and branches. In addition, during this phase, equipment will also be built and installed at the third National Data Center.
