Ministry of Public Security proposes to build National Data Center

The Ministry of Justice has just published the appraisal document for the draft Resolution of the Government on approving the National Data Center project. One of the bases of the resolution is according to the proposal of the Minister of Public Security.

According to the draft, the National Data Center is a place to integrate, synchronize, store, share, analyze, exploit, and coordinate data of state agencies to form a human data warehouse and a data warehouse synthesized from national databases.

Data at this center will be the core platform to provide data-related services, support policy making, create development, build digital government, digital society and digital economy, ensure national defense and security, etc.

At the same time, the center also provides information technology infrastructure for socio-political organizations, national database systems and agencies in need of exploitation, operation, efficiency improvement, and information security and safety.

The National Data Center Project is divided into 3 phases: phase 1 from 2023 - 2025 (basic construction), phase 2 from 2026 - 2028 (expansion), phase 3 from 2029 - 2030 (development).

In which, phase 1 includes a number of tasks such as building and completing the legal basis, forming an organizational framework and recruiting experts, implementing human resource training, building technical facilities, developing databases... The Ministry of Public Security and the Ministry of Information and Communications are the units in charge of implementation.

It is expected that from the third quarter of 2025, the National Data Center will begin providing information technology infrastructure for national databases, agencies of the Youth Union, Party, National Assembly, socio-political organizations; agencies and units that need to be located at the National Data Center.

Along with that is providing data distribution and sharing services from shared data warehouses for ministries, branches and localities; providing open data for people and businesses to exploit and use to serve socio-economic development...

According to the draft, the project implementation budget is allocated from the state budget according to the current state budget decentralization.

Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities shall allocate funds to implement the project's tasks in the annual budget estimates assigned by competent authorities.

The draft resolution also encourages the mobilization of funding sources outside the central budget in accordance with the law to implement the project.

The draft resolution sets the goal that by 2025, Vietnam will be in the group of: 70 leading countries in e-Government; 50 leading countries in information technology; and 40 leading countries in network safety and security.

By 2030, Vietnam will be in the group of: 50 leading countries in e-Government; 30 leading countries in information technology; 30 leading countries in network safety and security.
