On the morning of November 9, at the 8th session of the 15th National Assembly, Minister of Education and Training Nguyen Kim Son presented the draft Law on Teachers to the National Assembly, proposing many preferential policies on salaries and retirement age for teachers.

Regarding teachers' salary policy, Minister Nguyen Kim Son said that the Government proposed that teachers' salary policy be prioritized.

Accordingly, the basic salary according to the teacher salary scale is ranked highest in the administrative career salary scale system.

Minister of Education and Training Nguyen Kim Son submitted to the National Assembly the draft Law on Teachers.

Teachers are entitled to preferential allowances and other allowances depending on the nature of the work and the region as prescribed by law. At the same time, teachers continue to receive seniority allowances until the salary policy according to Resolution 27 of the Central Committee is implemented.

At the same time, the Government proposed that preschool teachers; teachers working in particularly difficult areas such as ethnic minority areas, mountainous areas, coastal areas and islands; teachers at specialized schools and other specialized schools; teachers implementing inclusive education; teachers who are ethnic minorities and teachers in some specific professions be given priority in salary and allowance regimes higher than other teachers.

Teachers recruited and ranked for the first time will be ranked one salary level higher in the administrative career salary scale system.

The draft law also stipulates policies to attract highly qualified people, talented people, excellent graduates, young scientists, and people with special talents to participate in recruitment as teachers; teachers to work in especially difficult areas such as ethnic minority areas, mountainous areas, coastal areas, and islands.

The retirement age of teachers is also regulated separately according to the characteristics of their professional activities, according to Minister of Education and Training Nguyen Kim Son.

In particular, teachers in preschools, if they wish, can retire at a lower age but not more than 5 years older than the regulation and will not have their pension rate deducted due to early retirement.

Teachers with the title of professor, associate professor or doctoral degree and teachers working in specific specialized fields and sectors are entitled to retirement benefits at an older age.

Carefully assess the impact on resources

During the review, Chairman of the Culture and Education Committee Nguyen Dac Vinh said that the review agency agreed with the provisions in the draft law on salaries and allowances for teachers.

"This is important content, there needs to be preferential policies, support, and attract teachers according to the conclusion of the Politburo and the resolution of the Central Committee," according to Chairman of the Committee for Culture and Education Nguyen Dac Vinh.

However, Mr. Vinh said, there are opinions suggesting to study and properly implement the spirit of the Party's resolution on reforming salary policy; consider regulating salary policy for teachers in the non-public sector; not re-regulate the policy of renting public housing as stipulated in the Housing Law.

Comments also suggested a thorough impact assessment to ensure feasibility, especially in terms of resources for implementing the policy of ensuring collective accommodation for teachers when working in rural areas.

The review agency also agreed to stipulate that teachers in preschools can retire at a lower age (no more than 5 years) than the provisions of the Labor Code and will not have their pension rate deducted due to early retirement.

"There are opinions suggesting that it is necessary to carefully assess the impact on resources to ensure the implementation of this policy," Mr. Vinh reflected.

Regarding teacher management, the review agency approved the regulations on the tasks and powers of the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs in state management of teachers. "This is a new policy, creating conditions for the education sector to be proactive in mobilizing, rotating, and arranging teachers between localities; overcoming the situation of local surplus and shortage of teachers," Mr. Vinh stated.

However, the review agency proposed to consider assigning authority to these agencies in presiding over and coordinating teachers working in schools of the people's armed forces.
