Submitting to the National Assembly the Gia Nghia - Chon Thanh Expressway Project worth 25,540 billion VND

The investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, phase 1, with a length of 128.8 km, will be invested under the PPP method, with a scale of 4 standard lanes.

Minister of Transport Nguyen Van Thang, on behalf of the Government, authorized by the Prime Minister, has just signed Document No. 112/TTr – CP, Pre-feasibility Study Report on the Investment Project to build the North-South Expressway, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).

In this submission, the Government proposed that the National Assembly decide on the investment policy for the North-South Expressway construction project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section.

The project starts at the intersection with Ho Chi Minh Road (National Highway 14) at Km1915 + 900, in Dak R'Lap district, Dak Nong province; the end point connects with Ho Chi Minh Road, Chon Thanh - Duc Hoa section, in Chon Thanh town, Binh Phuoc province.

The total length of the Project is about 128.8 km, including the section through Dak Nong province of about 27.8 km, the section through Binh Phuoc province of about 99 km and about 2 km of the connecting section from the Ho Chi Minh City - Chon Thanh expressway intersection to Ho Chi Minh road, Chon Thanh - Duc Hoa section.

According to the approved road network planning for the period 2021 - 2030, with a vision to 2050, the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway section has a scale of 6 expressway lanes.

However, in Submission No. 112, the Government proposed to implement the investment phase of the Project, in which phase 1, the main expressway has a scale of 4 lanes, design speed of 100 - 120 km/h depending on terrain conditions; roadbed width of 24.75 m (the section through Dong Xoai city has a roadbed width of 25.5 m); site clearance at one time according to the approved planning (6 expressway lanes, roadbed width of 32.25 m).

According to preliminary calculations, the scale of the main expressway phase can meet transportation needs until about 2045 - 2050.

For the connecting section from the intersection with Ho Chi Minh City - Chon Thanh Expressway to Ho Chi Minh Road, Chon Thanh - Duc Hoa section, about 2 km long, it will be invested according to the scale of a grade III road, with a roadbed width of 12 m.

The Government proposed the investment form for the North-South Expressway construction project, western section Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) as public investment combined with investment under the PPP method.

The preliminary total investment of the Project is about 25,540 billion VND invested by the central budget, local budget and capital arranged by investors, of which the state budget capital is 12,770 billion VND, including the central budget of about 10,536.5 billion VND, the local budget of about 2,233.5 billion VND; capital arranged by investors is about 12,770 billion VND.

Based on the provisions of the law on investment, the law on construction and the implementation practice of a number of important national expressway projects whose investment policies have been approved by the National Assembly in the past, the Government proposes to divide the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) into 5 component projects (including 1 component project invested under the PPP method and 4 public investment component projects).

Specifically, Component Project 1 will invest in the construction of the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section (including the section connecting to Ho Chi Minh Road, Chon Thanh - Duc Hoa section) under the PPP method, the People's Committee of Binh Phuoc province is the competent authority to implement.

Component project 2 will invest in the construction of a service road and an overpass across the highway in Dak Nong province under the form of public investment, with the Dak Nong Provincial People's Committee as the implementing authority.

Component project 3 will invest in building a service road and an overpass across the expressway in Binh Phuoc province under the form of public investment, with the People's Committee of Binh Phuoc province as the implementing agency.

Component project 4 aims at compensation, support, and resettlement (including highways, service roads, overpasses, and related works) in Dak Nong province under the form of public investment. Dak Nong Provincial People's Committee is the implementing authority. Component project 5 aims at compensation, support, and resettlement (including highways, service roads, overpasses, and related works) in Binh Phuoc province under the form of public investment. Binh Phuoc Provincial People's Committee is the implementing authority.

The project will prepare for investment from 2023, implement the project from 2024, and strive to complete the project in 2026. Specifically: project preparation in 2023 - 2024; compensation, support, and resettlement in 2024 - 2025; construction from 2025, striving to complete in 2026.

Also in Submission No. 112, the Government proposed that the National Assembly approve the allocation of VND 8,770 billion from the source of increased revenue and regular expenditure savings of the central budget in 2022 and VND 1,500 billion from the reserve source of the medium-term public investment plan of the central budget for the period 2021-2025 to invest in the Project; allowing the disbursement period to be extended until the end of 2026 for the capital allocated from the source of increased revenue and regular expenditure savings of the central budget in 2022 to implement the Project (VND 8,770 billion).

In addition, the Government also proposed that the National Assembly allow the head of the competent authority to consider and decide on the appointment of contractors during the implementation of the Project for consulting packages, packages serving the relocation of technical infrastructure, packages for compensation, site clearance and resettlement, and apply within 2 years from the date the Project is decided by the National Assembly on investment policy.

The order and procedures for implementing the bidding shall comply with the provisions of the law on bidding. During the implementation of the Project, if there is any work requiring bidding, the Government shall report to the National Assembly for consideration and decision to extend the application period of this mechanism.

During the project implementation phase, the construction contractor does not have to carry out the procedures for granting a license to exploit minerals for common construction materials included in the construction materials survey dossier. The exploitation of minerals specified in this clause shall be carried out until the project is completed. In cases where it is not necessary to establish an investment project for mineral exploitation, it is not necessary to carry out the procedures for preparing an environmental impact assessment report.

Upon completion, the Project will connect the Central Highlands with the Southeast region, connect Ho Chi Minh City with the provinces of Binh Phuoc, Dak Nong, Dak Lak, Gia Lai and other localities in the region, creating new development space and solving existing problems of the Central Highlands and the Southeast region; exploiting land use potential, developing tourism, processing industry, mineral exploitation industry..., gradually restructuring the economy of the Central Highlands; contributing to the successful implementation of the goals and tasks of socio-economic development of the Central Highlands, the Southeast region and the whole country.
