Promote initiative and creativity

According to the Ministry of Education and Training, the 2018 General Education Program (New Program) faced many challenges when it was first implemented, but was gradually adjusted accordingly. The content and teaching methods have promoted the initiative and creativity of teachers and students, helping to change from the root, shifting from teaching to impart knowledge to teaching to develop students' qualities and abilities. During the teaching and learning process, teachers and students, as well as schools, have actively and proactively come up with many innovative solutions according to the program's requirements.

Muong Long 1 Primary Boarding School for Ethnic Minorities, Ky Son District, Nghe An Province, although located in a difficult area, has made great efforts to keep up with the program's innovation requirements. Teacher Nguyen Thi Van, a teacher at the school, shared that since implementing the new program in a rolling format from grade 1 to now, students have become much bolder and more confident. Although ethnic minority students are shy, now they dare to express their opinions and proactively carry out learning tasks. Teacher Trinh Hoang Tuan, Principal of Muong Long 1 Primary Boarding School for Ethnic Minorities, said that after four years of implementing the new program for students from grades 1 to 4, the quality of education has improved. The school has 100% of H'Mong students, but the rate of students with poor reading and writing skills has decreased significantly; they calculate faster, are bolder, and are more diligent in speaking up in their studies and communicating with teachers and friends...

Meanwhile, at Lac Thuy C High School, Lac Thuy District, Hoa Binh Province, teacher Bui Thi Hanh, a Geography teacher, shared that the most satisfying thing about teaching is that the new program is not constrained, so teachers can freely be creative in their lectures, and flexibly use many methods such as project-based learning, role-playing or group discussions... Therefore, after class, students can both acquire subject knowledge and practice and apply knowledge to solve real-life problems.

Head of the Secondary Education Department, Department of Education and Training of Hoa Binh province, Hoang Ngoc Anh, said that during the implementation of the new program, the quality of general education in the area has had many positive changes. Innovative educational models have been effectively implemented in most schools; linking creative experiential activities with local production, agriculture, tourism and culture practices has contributed to improving the quality of teaching and learning. Notably, despite difficulties, 100% of students in the province are able to study the compulsory subjects of English and Information Technology as required by the new program, creating significant changes in improving the quality of education, meeting the requirements of fundamental and comprehensive innovation.

Assessing the implementation of the new Program, Director of the Department of Education and Training of Thua Thien Hue province Nguyen Tan commented that the Ministry of Education and Training has been closely working with the grassroots and localities in the process of implementing the program; promptly making adjustments during the implementation process and removing difficulties in implementing integrated teaching and learning and the lack of teachers in new subjects. Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2018 General Education Program with many new points has been implemented synchronously with all subjects and educational activities for grades 1, 2, 3, 4, 6, 7, 8, 10, 11 nationwide, promoting outstanding advantages to help change from the root of the shift from teaching to impart knowledge to teaching to develop students' qualities and abilities. The innovation of educational methods is carried out in all educational institutions, increasingly promoting proactiveness and flexibility in implementing the Program.

Innovation in depth

Despite some achievements, the implementation of the new Program also shows that the quality of teachers and managers is uneven when carrying out innovation tasks, especially in areas with particularly difficult socio-economic conditions. The shortage of teachers still exists in most localities, especially teachers of English, Information Technology, Music, and Fine Arts. Some teachers are limited in professional qualifications, pedagogical skills, and lack sensitivity to innovation in teaching and learning organization; their ability to apply technology is still low, failing to meet the requirements of innovation. Meanwhile, teaching facilities and equipment have not met the requirements according to the issued standards.

Therefore, in the 2024-2025 school year, when synchronously implementing teaching and learning according to the new Program from grades 1 to 12, the education sector will strengthen innovation in teaching and assessment methods towards developing students' qualities and abilities. The whole sector will proactively review and develop the new Program to ensure that it meets the requirements of innovation and is suitable for the actual implementation at educational institutions. The Ministry of Education and Training said that it will direct schools to strengthen coordination with parents, relevant agencies and organizations in the locality in the process of implementing the education plan. Teachers choose teaching methods suitable to the lesson content to organize learning activities for students to ensure quality; in which, a lot of time is spent for students to exploit and use textbooks, practice, and experiment to receive and apply knowledge through performing assigned tasks and completing specific learning products according to teachers' requirements. For schools, diversify teaching and learning methods (inside and outside the classroom, inside and outside the school campus), encourage teaching methods to stimulate students' interest in learning; enhance professional activities based on lesson research, organize seminars and discussions on teaching and testing methods, and evaluation...

From the perspective of practical implementation in the locality, Director of the Department of Education and Training of Bac Ninh province Nguyen The Son said that the locality will focus on improving the training standards for the staff; focusing on implementing regular training, training to improve management and teaching capacity for teachers at all levels. Deputy Director of the Department of Education and Training of Hoa Binh province Dinh Thi Huong said that the provincial education sector is reviewing and reasonably planning the network of schools and classes to ensure conditions for implementing the tasks of the school year, meeting practical requirements. In particular, the province focuses on solidifying schools and classrooms, eliminating temporary classrooms, ensuring adequate facilities and minimum teaching equipment to serve the implementation of the new Program...

According to Minister of Education and Training Nguyen Kim Son, the education sector has overcome many difficulties and challenges in the 4-year implementation of the 2018 General Education Program and achieved many positive results. The process of organizing teaching and learning according to the new Program has promoted the initiative and flexibility of schools and the autonomy and creativity of professional groups and teachers. However, in addition to giving more autonomy to school leaders and teachers, support and supervision at all levels also need to be strengthened by management levels to improve quality and meet the requirements of program innovation. Difficult provinces need to apply the new Program more proactively and positively, with plans to overcome the shortage of teachers in a sustainable and long-term manner, especially teachers of English, Music, and Fine Arts. According to Minister Nguyen Kim Son, the 2024-2025 school year will have many summative activities for all levels of education, so it is necessary to re-evaluate the implementation process of the 2018 General Education Program, from the textbook system to teaching methods, testing and assessment... in order to better enter the stage of in-depth innovation.
