The program of giving helmets to first graders is a practical and humane program organized by the National Traffic Safety Committee in coordination with the Ministry of Education and Training and Honda Vietnam Company with the aim of ensuring maximum safety for students when participating in traffic, striving to achieve the goal of 100% of children wearing standard helmets when riding motorbikes, scooters, and electric bicycles. The program has given away about 8.6 million helmets to students nationwide and about 80,000 helmets to first graders in Ninh Binh province.
Through the Program, the Organizing Committee hopes that parents, students and all Ninh Binh residents will clearly understand the meaning of obeying the law when participating in traffic to ensure safety for themselves and the community, join hands to educate children about traffic awareness and skills from the first day of school, and take practical actions starting from the smallest things: "Please wear helmets for children when riding motorbikes and scooters".
After this Program, the Department of Education and Training requires the Departments of Education and Training to implement the Program at the district and city levels, direct primary education institutions to coordinate in giving helmets to 100% of first graders at the unit, instruct parents and students on safe traffic skills, organize for parents to sign for helmets and commit to comply with regulations on wearing helmets for their children when participating in traffic according to regulations.
