The Certificate of Merit from the Minister of Foreign Affairs of Japan to Mr. Le Ngoc Dinh is a recognition of his contributions to the development of cultural and tourism cooperation between Vietnam and Japan in particular, and the development of the culture, sports and tourism industry in general.

Speaking at the ceremony, Ambassador, Deputy Ambassador of Japan to Vietnam Watanabe Shige, expressed his sincere gratitude for the continuous contribution to strengthening the close friendship between Japan and Vietnam.
During his tenure, Mr. Le Ngoc Dinh coordinated with many delegations of Japanese experts to support the implementation of cooperation projects between the two countries on the preservation and restoration of tangible and intangible cultural heritages such as Hoi An ancient town, My Son relic site, Hue royal court music, etc.
In addition, he provided great support in the preparation and completion of necessary procedures for the establishment of the Japan Foundation Center for Cultural Exchange under the Japan Foundation in 2008.
This is the premise for the Japan Foundation Center for Cultural Exchange in Vietnam to come into operation, organizing many annual cultural events, contributing to promoting Vietnamese people's understanding of Japanese culture.

During more than 34 years working at the Ministry of Culture, Sports and Tourism, former Deputy Director Le Ngoc Dinh has devoted himself to the cause of cultural diplomacy, achieving many important achievements, especially in Vietnam - Japan cooperation.
Deputy Minister Hoang Dao Cuong believes that after retirement, with his extensive experience in foreign affairs and affection for the land of the rising sun, Mr. Le Ngoc Dinh will assume the position of Chairman of the Vietnam - Japan Cultural Exchange Association, continuing to make contributions to the development of Vietnam - Japan cooperation in the fields of culture, sports and tourism.

He said that this honor belongs to the officials, specialists, experts, artists of the Ministry of Culture, Sports and Tourism of Vietnam, the officials, employees, members of the Vietnam - Japan Cultural Exchange Association and he is the lucky person to receive this noble award. In the coming time, as Chairman of the Vietnam - Japan Cultural Exchange Association and Director of the Sugi Ryotaro Nui Truc Japanese Language Center, he hopes and aims to organize annual festivals and cultural exchange festivals between Vietnam and Japan in Vietnam, while also actively introducing Vietnamese culture in Japan.
