On the afternoon of October 20, at the Presidential Palace, General Secretary, President To Lam, Secretary of the Central Military Commission, Chairman of the National Defense and Security Council, Commander-in-Chief of the Armed Forces chaired the ceremony to present the Decision to promote the rank of Senior General to Senior Lieutenant General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security; to promote the rank of Senior General to Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; to promote the rank of Senior Lieutenant General Nguyen Doan Anh, member of the Party Central Committee, member of the Central Military Commission, Deputy Chief of the General Staff of the Vietnam People's Army.
Attending the ceremony were Politburo members: Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Commission; Comrade Nguyen Duy Ngoc, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army; Party Central Committee members, leaders of the Ministry of National Defense, the Ministry of Public Security and representatives of leaders of central departments, ministries and branches.
Speaking at the ceremony, on behalf of the Party and State leaders, General Secretary and President To Lam warmly congratulated the three comrades on their honorable promotion to the ranks of General and Senior Lieutenant General; affirming that this is a sign of the Party, State and people's deep trust and concern for the armed forces; at the same time, it is also a recognition and appreciation of the important contributions of each comrade to the cause of building and developing the Army and Public Security as well as the cause of building and defending the Fatherland.
The General Secretary and President stated that the comrades promoted to the ranks of General and Senior Lieutenant General today are excellent officers who have been trusted by the Party, State and people, and have been entrusted with important positions and responsibilities in leading and commanding the Army and Police forces; and have achieved many feats and outstanding achievements in the cause of building and defending the Fatherland and performing international duties.
Emphasizing that the cause of building and defending the socialist Vietnamese Fatherland in the current revolutionary period is facing a very glorious future, but also facing many difficulties and challenges, the General Secretary and President said that strengthening national defense, maintaining national security, political stability, and maintaining social order and safety are important and regular tasks of the Party, the State, the entire political system and the entire people, in which the People's Army and the People's Public Security are the core.
Faced with the requirements of the new situation and to meet the trust of the Party, State, people and armed forces, the General Secretary and President requested that comrades promoted to the ranks of General and Senior Lieutenant General uphold the glorious tradition of the heroic People's Army and People's Public Security, maintain revolutionary ethics, be absolutely loyal to the Party, the Fatherland and the people, wholeheartedly serve the Fatherland and the people, and well implement Uncle Ho's teachings "A general must be wise - brave - humane - trustworthy - honest - loyal" to always be worthy of being a talented and exemplary commander, striving to excellently complete all tasks entrusted to him by the Party, State and people.
According to the General Secretary and President, comrades need to continue to advise the Party and State and monitor, guide and urge all levels, sectors, Party committees and local authorities to effectively implement the Resolution of the 13th Central Committee, Session 8, on "Strategy for protecting the Fatherland in the new situation".
To build a truly clean, strong, disciplined, elite, and modern People's Army and People's Public Security; to truly be the core force to firmly protect the independence, sovereignty, unity, and sacred territorial integrity of the Fatherland, to protect the Party, the State, the people, and the socialist regime; to not be passive or surprised in any situation.
On the other hand, it is necessary to continue to lead, direct and command Party committees at all levels and units in the People's Army and the People's Public Security to seriously implement the resolutions and conclusions of the Central Committee and the Politburo on promoting the building and rectification of the Party and the political system; the directives and conclusions of the Politburo on continuing to promote the study and following of Ho Chi Minh's ideology, morality and lifestyle; as well as well implement the Party and State's guidelines and policies on building a lean, compact, effective and efficient military and public security force with increasingly high overall strength and combat strength.
Along with that, the General Secretary and President noted that it is necessary to regularly take care of educating, training, fostering and training the contingent of cadres and soldiers in the entire armed forces to be strong in politics, ideology, organization and moral qualities; strive to study, improve capacity and qualifications in all aspects, promote the revolutionary nature and traditions of the armed forces, and be ready to receive and excellently complete all assigned tasks.
The General Secretary and President also requested that comrades actively study strategies, focus on innovating thinking and methods of leadership, direction and command; proactively grasp the situation, do a good job of forecasting, advising, proposing, and promptly putting forth solutions to complex situations related to national defense and security.
Closely coordinate forces, build all-people national defense associated with people's security posture to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, ensure national security, maintain social order and safety in the new situation, create a peaceful and stable environment for national construction and development.
On behalf of the three comrades who were promoted to higher ranks and military ranks this time, Senior General Luong Tam Quang expressed his sincere and deep gratitude for the special attention of the Party, State, people, ministries, branches, the Central Fatherland Front and mass organizations, the Central Military Commission, the Central Public Security Party Committee, local Party committees, authorities, people, and generations of officers and soldiers of the People's Public Security and the People's Army for their attention, support, and help so that the comrades could successfully complete their assigned tasks.
Comrade Luong Tam Quang promises to be absolutely loyal to the Fatherland, the people, the Party and the State; to wholeheartedly serve the Fatherland and the people; to always put the interests of the nation, the people and the people above all else; to engrave in mind and implement President Ho Chi Minh's thoughts on the ethics of a general; to thoroughly and effectively implement the instructions of the General Secretary and President.
