Investing with budget
The Office of the Ho Chi Minh City People's Committee has just issued Notice No. 1118 on the conclusion of Chairman of the Ho Chi Minh City People's Committee Phan Van Mai on the proposal of the Working Group on the Phan Dinh Phung Sports Center project (Phan Dinh Phung Gymnasium).
Accordingly, the Chairman of the Ho Chi Minh City People's Committee agreed with the plan of the Department of Planning and Investment to terminate and cancel the implementation of the Phan Dinh Phung Stadium project under the public-private partnership (BT contract) method in Decision No. 3861 dated July 27, 2016 of the Ho Chi Minh City People's Committee to switch to investment using the budget.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Planning and Investment to urgently advise and propose the Ho Chi Minh City People's Committee to issue a decision to withdraw and cancel Decision No. 3861 on approving the feasibility study report of the Phan Dinh Phung Stadium project under the BT form.
The Department of Culture and Sports was assigned to preside over and coordinate with members of the working group to urgently discuss with the investor consortium about the agreement to terminate the investment; advise and propose to the Ho Chi Minh City People's Committee to terminate the investment agreement according to regulations.
The leaders of Ho Chi Minh City requested the Department of Planning and Investment to urgently preside over and coordinate with relevant departments, branches and units to organize the appraisal of the pre-feasibility study report of the Phan Dinh Phung stadium construction project; advise and propose the Ho Chi Minh City People's Committee to submit to the Ho Chi Minh City People's Council a decision on the project investment policy at the meeting at the end of 2024 according to regulations.
Investment capital 1,850 billion VND
According to the pre-feasibility study of Phan Dinh Phung Stadium, the project will be invested on a land area of over 14,400 m2, construction density of 50%, land use coefficient of 2.0. The project has a design scale of 3.5 basements and 3 above-ground floors, height of 28 m, total maximum construction floor area of nearly 59,680 m2.
Phan Dinh Phung Stadium has a total investment of 1,850 billion VND, the capital source is taken from the Ho Chi Minh City budget. After completion, this stadium will be the place to practice and compete in 13 sports such as basketball, volleyball, badminton... with a scale of about 5,000 seats.
Regarding the project progress, the Department of Culture and Sports said that it will be implemented in stages and is expected to complete the project and put it into use in 2028. Specifically, from now until the end of the year, the Ho Chi Minh City People's Committee will prepare and submit for approval a pre-feasibility study report. In 2025, a competition will be held to select architectural plans and prepare and submit for approval a pre-feasibility study report.
In the 2026-2027 period, the Ho Chi Minh City People's Committee will prepare, appraise and approve the construction drawing design and estimate. If on schedule, in 2028, the project will be completed, accepted and put into use.
The project to build a new Phan Dinh Phung Sports Center began in March 2010, when the Ho Chi Minh City People's Committee proposed to the Prime Minister to pilot the project to build the Phan Dinh Phung Sports Center under the BT contract form. The Ho Chi Minh City People's Committee also proposed to the Prime Minister to approve the appointment of the Compensation and Clearance Corporation and An Tao Company Limited as investors.
From 2011 to 2016, the Ho Chi Minh City People's Committee organized the design of the stadium. Through design changes, the estimated investment was adjusted from 988 billion VND to more than 1,350 billion VND (in 2013) and more than 1,950 billion VND (in 2016).
In January 2018, the Ho Chi Minh City People's Committee appointed the joint venture of Compensation and Clearance Joint Stock Company - Phat Dat Real Estate Development Joint Stock Company as the investor. In June 2018, the Ho Chi Minh City People's Committee and the investor signed an investment agreement.
