In addition to tuition fees, for the 2024-2025 school year, the Ho Chi Minh City People's Council has passed Resolution 13 regulating the revenues and collection levels, and the revenue and expenditure management mechanism for services serving and supporting educational activities of public educational institutions. In particular, the People's Council has stipulated 9 service revenues that public schools are allowed to collect, such as: air conditioning services, care staff, breakfast services, etc. As for other revenues serving educational activities in schools, the City People's Council requested the Department of Education and Training to coordinate with the Department of Finance for guidance.
Ho Chi Minh City students return to school to prepare for the new school year
Implementing the direction of the People's Council and based on comments from the Department of Finance, on August 26, the Department of Education and Training of Ho Chi Minh City guided schools to implement a list of 17 revenue items including revenue items in 3 contents such as: revenue items for organizing other educational activities; revenue items for organizing educational activities implemented according to projects; revenue items for individual students (money for purchasing equipment and supplies for boarding students; money for purchasing student uniforms; money for boarding lunches...).
The Department of Education and Training instructs schools to develop a budget for all of the above-mentioned revenues. For the revenue section for individual students, schools must negotiate with parents a price that is appropriate to the actual situation and the area where they live, while ensuring adequate nutrition for each level of education and food safety and hygiene. If there is an increase compared to the previous year, it must be explained, made public, transparent and agreed upon by parents.
According to information from the Ho Chi Minh City Department of Education and Training, starting from September, the Department of Education and Training will conduct 110 inspections and checks on management and revenue and expenditure at the beginning of the school year at the Department of Education and Training, kindergartens, primary schools, and secondary schools under the Department of Education and Training, and high schools and educational institutions under the Department of Education and Training.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that the regulations on the list of services and fees are the basis for schools to implement to ensure publicity and transparency. The organization of fees in schools is unified, improving the effectiveness of management and supervision of management agencies. In addition, parents and society also have a basis to compare and participate in supervising the organization of educational activities of schools in terms of both content and costs, avoiding overcharging and causing public outrage.
