That was the sharing of Chairman of Ho Chi Minh City People's Committee Phan Van Mai when chairing a press conference related to the proposal of a new resolution to replace Resolution 54/2017 on piloting special mechanisms and policies for the development of Ho Chi Minh City, which took place on the afternoon of May 18 at the Ho Chi Minh City Press Center.
Ho Chi Minh City is the economic locomotive of the country, contributing hundreds of thousands of billions of VND each year to the national budget.
At the beginning of the press conference, Mr. Phan Van Mai said that the National Assembly Standing Committee has agreed in principle to include it in the 5th session (scheduled to open on May 22) on the condition that the documents and draft content are completed. However, to submit it to the National Assembly, it is necessary to ensure the order, procedures and quality. Ho Chi Minh City is continuing to coordinate with the drafting agency to work day and night to prepare, and by the morning of May 18, the documents will be completed.
Urgent need for superior mechanism
Infrastructure is considered a major bottleneck hindering the development of Ho Chi Minh City.
At the press conference, Thanh Nien Newspaper reporters were invited to ask the first question, about the necessity of the new resolution for the development of Ho Chi Minh City; at the same time, with the policies proposed in the new resolution, Ho Chi Minh City assessed whether they were enough to remove the obstacles it was facing, as well as creating new momentum for development or not...
Mr. Phan Van Mai said that after 10 years of implementing Resolution No. 16-NQ/TW of the 11th Politburo on the direction and tasks of developing Ho Chi Minh City until 2020 and 5 years of piloting Resolution No. 54/2017/QH14 of the National Assembly, Ho Chi Minh City continues to promote its leading position in the country; the economic structure continues to shift in a positive direction associated with growth model innovation, gradually developing in depth based on the foundation of applying science - technology and innovation.
However, through the summary assessment, many contents of the implementation of Resolution No. 54/2017/QH14 are still behind schedule and not very effective. The slow implementation of the contents of Resolution No. 54/2017/QH14 has both subjective and objective reasons such as: the reason is that the pilot mechanisms and policies are basically new contents, have great and long-term impacts, when implementing specifically, it is necessary to study carefully before considering and deciding.
In addition, in the 5 years of implementing Resolution No. 54/2017/QH14, Ho Chi Minh City spent the first year developing plans and preparing for implementation; at the same time, Ho Chi Minh City was seriously affected by the Covid-19 pandemic for 2 years, so in reality, Ho Chi Minh City did not have much time to fully promote the mechanisms and policies of the resolution. Therefore, it is necessary to issue a new resolution on specific mechanisms and policies for Ho Chi Minh City's development to replace Resolution No. 54/2017/QH14 to institutionalize the viewpoints, goals and development orientations stated in Resolution 24-NQ/TW, Resolution 31-NQ/TW of the Politburo and Resolution 81/2023/QH15 of the National Assembly.
Help maintain the leading role

Responding to the question of how the new mechanisms for Ho Chi Minh City will spread to the whole country, Mr. Phan Van Mai emphasized that the mechanisms will create breakthrough development for Ho Chi Minh City, helping to maintain its leading role, being a growth pole and contributing to the whole country.
In addition, after summarizing the mechanisms, the National Assembly and the Government will have instructions to institutionalize the implementation for the whole country. Ho Chi Minh City proactively proposes mechanisms and policies for piloting, and on the other hand receives from central ministries and branches, specifically in the fields of land, planning, construction, etc. That is also a contribution to the whole country, receiving pilot policies from ministries and branches.
Must step out of the system if "sit still"
Mr. Phan Van Mai shared that currently there are some cadres who are still hesitant, lack dynamism, and are afraid of responsibility, but that is not the case in the entire city's administrative apparatus. In recent times, Ho Chi Minh City has had and is having many measures to motivate cadres and civil servants, from political and ideological work; income support policies and regimes; to criticism, reminders, and discipline measures...
Ho Chi Minh City's total state budget revenue always leads the country.
Specifically, in 2019 it was nearly 410,000 billion VND, in 2020 it was more than 371,000 billion VND, in 2021 it was more than 381,000 billion VND and in 2022 it was more than 457,500 billion VND.
The rate of budget allocation of Ho Chi Minh City to the national budget also increased from 77% in the period of 2011 - 2016 to 82% in the period of 2017 - 2020 (and currently 79%). With this rate, Ho Chi Minh City leads the localities in the rate of budget allocation to the Central Government, followed by Hanoi (68%), Binh Duong (67%), Dong Nai (50%), Quang Ninh (49%), Ba Ria-Vung Tau (48%)...
"The Ho Chi Minh City People's Committee has reviewed and clarified the functions and tasks of each agency and civil servant. I believe that in the face of great challenges, we will strive to overcome them, thereby joining hands to develop the city. The majority of cadres, civil servants and people of Ho Chi Minh City are still in that mindset. For those cadres who lack dynamism and are afraid of responsibility, we will continue to encourage and have support measures to change or force them to step out of the system," said Mr. Phan Van Mai.
According to him, National Assembly Chairman Vuong Dinh Hue requested that Ho Chi Minh City pay close attention and focus on building implementation capacity. Not only after decentralization to the city, the Ho Chi Minh City People's Council issues a resolution, but the Ho Chi Minh City People's Council, People's Committee, and departments and branches must focus on building a team capable of concretizing, organizing implementation, and learning from existing difficulties.
"We believe that preparing the mindset, staff, and apparatus to implement this new resolution is very important. Up to now, Ho Chi Minh City has been quite proactive in its preparations, assigning agencies to prepare specific policy mechanisms to present to the People's Council at upcoming meetings," said Mr. Phan Van Mai.
The Politburo always pays special attention to Ho Chi Minh City.
Over the past 40 years, the Politburo has always paid special attention to Ho Chi Minh City through four resolutions in 1982, 2002, 2012 and 2022. In these resolutions, Ho Chi Minh City is identified as an economic locomotive, a center of many fields such as culture, science, education, health... and a growth engine of the southern region.
This is the fundamental orientation for Ho Chi Minh City to have new development steps, always maintain its position as an economic locomotive, contribute greatly to the economic growth of the whole country as well as contribute the highest budget in the country.
In 2017, the National Assembly passed Resolution 54 on piloting special policies and mechanisms for the development of Ho Chi Minh City, helping the locality remove some bottlenecks. However, as assessed by Ho Chi Minh City leaders and many experts, Ho Chi Minh City's growth is clearly slowing down when facing a series of bottlenecks in institutions and infrastructure.
Ho Chi Minh City People's Committee said that since 2022, Ho Chi Minh City has organized many seminars, talks, and conferences to analyze and dissect the achievements as well as limitations after nearly 5 years of implementing Resolution 54. Ho Chi Minh City People's Committee also coordinated with the Ministry of Planning and Investment to develop new mechanisms that are most practical and feasible for effective implementation.
The draft resolution replacing Resolution 54 proposes 43 mechanisms in 7 areas: investment management; finance, budget; urban and environmental resource management; priority industries to attract strategic investors; science and technology management, innovation; organization of the government apparatus of Ho Chi Minh City and Thu Duc City.
