To prepare for the development of the enrollment plan for the first grades (grades 1, 6, and 10) for the 2025-2026 school year, the Ho Chi Minh City Department of Education and Training organized a meeting to collect comments from the Thu Duc City Department of Education and Training and districts.
Nguyen Thai Hoc Primary School (District 1, Ho Chi Minh City) informed parents of students from the previous school year about the first grade enrollment plan.
The leader of the Department of Education and Training of Ho Chi Minh City said that after the Ministry of Education and Training issued Circular No. 30 on the Regulations on Secondary School and High School Admissions, in order to develop a plan for the first-level admissions for the 2025-2026 school year that ensures scientific nature, is consistent with local realities, ensures students' learning rights and creates favorable conditions for the management and organization of admissions of units, the Department of Education and Training requested the Department of Education and Training of Thu Duc City and districts to organize research, deploy and disseminate the regulations on secondary school and high school admissions according to Circular No. 30/2024/TT-BGDDT.
Organize a summary and evaluation of the results and experiences in implementing the enrollment work for the 2024-2025 school year at units in the area. On that basis, synthesize and propose contents and recommendations that need to be added to the city's primary enrollment plan for the 2025-2026 school year to improve the effectiveness of enrollment work.
In particular, Mr. Nguyen Van Hieu, Director of the Department of Education and Training, requested that the assessment and recommendations should focus on the following key contents:
- Comprehensive process and solution for online enrollment, including technical solutions and implementation procedures.
- Method of coordination between units in reviewing, updating and synchronizing student data to serve enrollment work.

According to regulations, after the Departments of Education and Training provide comments, the Department of Education and Training will compile and develop a plan for primary school enrollment for the 2025-2026 school year and submit it to the Ho Chi Minh City People's Committee for approval. It is expected that in March, Ho Chi Minh City will announce the enrollment plan for grades 1, 6, and 10.
From the 2023-2024 school year up to now, Ho Chi Minh City has successively implemented the enrollment of primary classes across the city online on the city's enrollment portal (combined with GIS maps, in which priority is given to students registering to study at schools near their place of residence.
The primary school enrollment plan is divided into 2 phases by the Department of Education and Training: Phase 1 prioritizes solving study places for students in the area; Phase 2 is based on units that have not recruited enough students compared to the assigned quota, the primary school enrollment steering committee decides on the second phase of enrollment.
