Gasoline prices fall for second consecutive session

The Ministry of Industry and Trade and the Ministry of Finance have just adjusted retail gasoline prices from 3:00 p.m. on April 17.

Specifically, E5RON92 gasoline is not higher than VND 18,498/liter (down VND 384/liter compared to the current base price), lower than RON95-III gasoline by VND 358/liter; RON95-III gasoline is not higher than VND 18,856/liter (down VND 351/liter compared to the current base price); 0.05S diesel is not higher than VND 17,037/liter (down VND 206/liter compared to the current base price); kerosene is not higher than VND 17,184/liter (down VND 229/liter compared to the current base price); 180CST 3.5S mazut is not higher than VND 15,960/kg (up VND 58/kg compared to the current base price).

Thus, the domestic price of RON 95 gasoline has decreased for 2 consecutive sessions. Currently, the price of this fuel is at its lowest level in the past 4 years, equivalent to April 2021. Since the beginning of the year, RON 95 gasoline has increased 8 times, decreased 8 times. Diesel oil has increased 7 times, decreased 8 times and remained unchanged once.

In this operating period, the management agency does not set aside or use the Petroleum Price Stabilization Fund for E5RON92 gasoline, RON95 gasoline, diesel oil, kerosene, and fuel oil.

According to the Ministry of Industry and Trade, the world oil market in this management period (from April 10, 2025 to April 16, 2025) is affected by main factors such as: fluctuations in US tax rates on goods of trading partners; increased oil production of OPEC+; the International Energy Agency (IEA) forecasts that oil demand will grow slowly in 2025; the military conflict between Russia and Ukraine continues... The above factors have caused world oil prices to fluctuate up and down in recent days depending on the commodity.

The average price of finished petroleum products in the world between the price adjustment period of April 10, 2025 and the adjustment period of April 17, 2025 is 72.216 USD/barrel of RON92 gasoline used to blend E5RON92 gasoline (down 1.968 USD/barrel, equivalent to a decrease of 2.65%); 73.670 USD/barrel of RON95 gasoline (down 1.664 USD/barrel, equivalent to a decrease of 2.21%); 78.618 USD/barrel of kerosene (down 1.102 USD/barrel, equivalent to a decrease of 1.38%); 78.520 USD/barrel of 0.05S diesel oil (down 0.964 USD/barrel, equivalent to a decrease of 1.21%); 422,548 USD/ton of 180CST 3.5S fuel oil (up 3,020 USD/ton, equivalent to an increase of 0.72%).

In this management period, in light of the above-mentioned developments in world oil prices, fluctuations in the VND/USD exchange rate and current regulations, the Ministry of Industry and Trade - Ministry of Finance jointly decided on a plan to manage oil prices to ensure that domestic oil price fluctuations are consistent with world oil price fluctuations; continue to maintain the price difference between E5RON92 biofuel and RON95 mineral gasoline at a reasonable level to encourage the use of biofuels according to the Government's policy; ensure the harmony of interests among market participants.

The adjusted selling price of petroleum products is determined by the petroleum wholesaler and petroleum distributor, but no later than 3:00 p.m. on April 17, 2025.
