Implementing Conclusion No. 132-KL/TW, dated March 18, 2025 of the Politburo

After 5 years of implementing Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo, the work of preventing, combating and controlling drugs has had many positive changes. However, the situation of drug crimes is still very complicated. As of June 2024, the whole country had 220,904 illegal drug users, drug addicts and people under post-rehabilitation management.

To promote the achieved results, overcome shortcomings and limitations and be more proactive in drug prevention, control and combat, the Politburo issued Conclusion No. 132-KL/TW, dated March 18, 2025 on continuing to implement Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat.

Accordingly, the Politburo requested Party committees, Party organizations, authorities, the Fatherland Front, and mass organizations at all levels to continue to strengthen the Party's leadership, improve the effectiveness and efficiency of State management, the core role of specialized forces, and the active participation of the majority of people in preventing, combating, and controlling drugs.

Improve the effectiveness of crime and drug prevention; promote drug prevention and control propaganda. Organize a general review of drug addicts and illegal drug users to accurately assess the current situation and take strict management measures...

Pursuant to Conclusion No. 132-KL/TW of the Politburo, dated April 16, 2025, the Government issued an implementation plan attached to Resolution No. 93/NQ-CP with the aim of organizing thorough dissemination and serious, synchronous and effective implementation.

At the same time, promote the combined strength of the political system and all classes of people; strengthen regular, close and synchronous coordination between central and local departments, ministries and branches in effectively implementing Conclusion No. 132-KL/TW. Strive to have at least 50% of commune-level administrative units nationwide "drug-free" by the end of 2030 and gradually push drugs out of social life.

Concluding the conference, Standing member of the Secretariat Tran Cam Tu requested Party committees, Party organizations, authorities, the Fatherland Front, and mass organizations at all levels to strengthen the dissemination and implementation of the contents of Conclusion No. 32-KL/TW to cadres, Party members, union members, association members and people of all walks of life; develop specific programs and plans and regularly inspect and urge to improve the effectiveness of drug prevention, control and combat work.

Continue to strengthen the Party's leadership, improve the effectiveness and efficiency of State management, the core role of specialized forces and the active participation of the majority of people in drug prevention, control and combat.

Identify this as the task of the entire political system and society; do not “outsource” it to the police force; must implement both prevention and control resolutely, synchronously, regularly and continuously. Implement the motto of preventing supply and reducing demand combined with promoting propaganda work on drug prevention and control with content, forms, measures and means suitable for each target group.

Strengthen international cooperation, especially with neighboring countries, in the fight against, combat and control of drugs. At the same time, resolutely and synchronously deploy the fight against drug-related crimes, not allowing Vietnam to become a drug production and transit area.
