Ho Chi Minh City strives to complete investment preparation, organize investor selection and start construction of at least 2 out of 5 projects applying BOT contracts according to Resolution 98 by 2025.
On the morning of December 9, at the 20th session of the 10th term Ho Chi Minh City People's Council, the City People's Committee reported on the socio-economic situation in 2024 and key tasks and solutions in 2025.
Accordingly, in 2025, the City strives to complete investment preparation, organize investor selection and start construction of at least 2 projects for 5 projects applying BOT contracts according to Resolution No. 98 of the National Assembly on piloting a number of specific mechanisms and policies for the City's development.
These projects include: Upgrading and expanding National Highway 13 (from Binh Trieu Bridge to Binh Duong Provincial Border); Upgrading and expanding National Highway 1 (from Kinh Duong Vuong Street to Long An Provincial Border); Upgrading and renovating National Highway 22 (from An Suong Intersection to Ring Road 3); Upgrading the North-South axis road, from Nguyen Van Linh Street to Ben Luc Long Thanh Expressway; Building Binh Tien Bridge and Road (from Pham Van Chi Street to Nguyen Van Linh Street), etc.
Along with the commencement of two BOT projects, the City is also speeding up the construction progress of key and urgent road projects invested in the form of public-private partnership (PPP) that are being implemented.

In 2025, the City will also complete the Project on developing the Ho Chi Minh City urban railway system according to Conclusion No. 49-KL/TW of the Politburo; complete and submit for approval the investment policy for 6 urban railway lines built according to the Project.
At the same time, focus on completing investment preparation procedures, submitting to competent authorities for approval key traffic projects, connecting regions: Ring Road 2 (section 4), upgrading and expanding Vo Chi Cong Street; Rach Doi Bridge; Phu Xuan 2B Bridge, upgrading Truong Chinh - Cong Hoa road axis (from An Suong Intersection to Tan Son Nhat Airport), building East-West axis road (Vo Van Kiet Street) extending from National Highway 1 to Long An provincial border, building overpass at Bon Xa intersection...
Strive to start construction of key traffic projects and works in 2025: Nguyen Khoi bridge, pedestrian bridge across Saigon River (connecting Ben Bach Dang Park, District 1 with Thu Thiem New Urban Area Riverside Park, Thu Duc City); Can Gio international transit port; Ho Chi Minh City - Moc Bai Expressway; Ring Road 2 (section 1, section 2),... Deploy construction of Ring Road 4 of the City.
Regarding the task of planning and investing in the construction of synchronous infrastructure, in 2025, the City will focus on organizing the establishment and approval of specialized technical infrastructure planning projects, district planning, and functional area planning with the highest quality and fastest speed.
At the same time, develop and implement a plan to review urban planning to serve the plan to effectively exploit land funds along both sides of Ring Road 3; Project "Orientation for Development of the Southern Urban Area of Ho Chi Minh City associated with the implementation of the City planning (into the Southern urban area) in the period 2030 - 2040".
Organize the overall adjustment and establishment of new urban zoning plans, general planning of new rural communes, detailed planning of rural residential areas to update and specify the orientations in the City Planning for the period 2021 - 2030 with a vision to 2050 and the Project to adjust the City's General Planning to 2040, with a vision to 2060.
The city also urgently organizes the establishment of urban design and detailed planning at a scale of 1/500 for areas of important significance in terms of space, architecture, and landscape such as parks, green corridors along large rivers and canals, squares, pedestrian streets, major commercial and service routes, the core area of the city, district and regional centers, conservation areas of important works, TOD centers, etc.
At the same time, approve the Project "Developing river embankments and riverside service economy"; develop a Project to form an urban belt of industry, services, and logistics along the corridors of Ring Road 3, Ring Road 4, and the expressways of the Region.
