National Highway 13 connecting Ho Chi Minh City with Binh Duong will be expanded to 60m, accommodating 10 lanes, with a total investment of more than 21,700 billion VND.
The Ho Chi Minh City Department of Transport has just submitted to the City People's Committee for appraisal the pre-feasibility study report for the project to upgrade and expand National Highway 13 under the public-private partnership (PPP) method and BOT (build-operate-transfer) contract.
This is one of the transport projects implemented by the city under the special mechanism of Resolution 98, allowing BOT implementation for existing infrastructure.
According to the report, National Highway 13 (Thu Duc City) from Binh Trieu Bridge to Vinh Binh Bridge, 6.3km long, will be widened to 60m, accommodating 10 lanes.
Of which, 3.2km of elevated road (viaduct) will be built from Binh Trieu intersection to Binh Phuoc intersection, with a design speed of 80km/h. Below, the parallel road will have 3 lanes on each side, with a maximum speed of 60km/h.
At important intersections such as Binh Loi Bridge and Binh Phuoc Intersection, the project will add two-way underpasses to increase traffic capacity. Vinh Binh Bridge at the end of the route will also be expanded to 10 lanes.
The total preliminary investment of the project is over VND21,724 billion, of which the cost of site clearance and technical infrastructure relocation accounts for over VND15,200 billion. About 15.6 hectares of land will be reclaimed for the project, affecting 1,155 households.
Construction and equipment costs are about 4,331 billion, the rest is for project management, interest and other contingency costs.
According to the Department of Transport, project investment under the public-private partnership method, BOT contract type is the most suitable at present.
Specifically, the HCMC budget will spend about VND14,707 billion (70% of the total investment) for compensation, site clearance and resettlement. The remaining amount will be contributed by investors with a capital of about VND6,303 billion (30%). The exploitation and toll collection period to recover capital is expected to last 21 years and 4 months.
It is expected that this project will be submitted for investment policy approval in the first quarter. After that, the steps of preparing, appraising and approving the feasibility study report will take place from the first to third quarter.
The site clearance phase is expected to take place from Q3/2025 to Q3/2026. Construction will begin from Q3/2026 to 2028.
According to the Department of Transport, after upgrading, National Highway 13 will become a fast, less interrupted traffic axis, connecting the existing downtown area with Binh Duong province; forming a radial traffic axis connecting Pham Van Dong route with Ring Road 2, meeting the inter-regional traffic needs of the eastern gateway area of the city with the provinces of the Southeast and Central Highlands.
