Attending the conference were leaders of the Ministries of Finance; Ethnicity and Religion; Agriculture and Environment; members of the Central Steering Committee for National Target Programs and leaders of 48 provinces and centrally-run cities.
At Nghe An bridge, comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee chaired. Also attending were representatives of leaders of provincial departments, branches and units.
Promote economic and social development
According to the report of the Ministry of Finance, the situation and results of implementing national target programs by the end of March 2025, for the National Target Program on socio-economic development in mountainous ethnic minority areas: Of the 9 target groups assigned by the National Assembly, 6 target groups have been completed, while 3 target groups have not been achieved.

Regarding the National Target Program on Sustainable Poverty Reduction, by the end of 2024, the multidimensional poverty rate will be 1.93%; the poverty rate in poor districts will be 24.86%, the poverty rate of ethnic minority households will be 12.55% (down 3.95%), achieving the target assigned by the National Assembly and the Government.
Regarding the National Target Program on New Rural Construction, by March 2025, 78% of communes met new rural standards, reaching 97.5% of the target for the 2021-2025 period; 6/15 districts have escaped the list of districts with "no new rural communes"; 47.6% of district-level units have met new rural standards, reaching 95.2% of the target for the 2021-2025 period; 6 provinces have completed the task of building new rural areas, reaching 40% of the target for the 2021-2025 period...
For Nghe An province, the total development investment capital plan from the central budget for the 2021 - 2025 period of the 3 national target programs assigned to the province is 5,233,596 billion VND. Up to now, 5,215,146 billion VND has been allocated in detail for 1,710 projects, reaching 99.65% of the assigned capital plan; 18,244 billion VND has been returned to the central budget. As of March 20, 2025, development investment capital has been disbursed 3,931.38 billion VND, reaching 75.38%.

The total capital plan for the 2021-2025 period from the central budget for the 3 national target programs assigned to Nghe An province is 3,506.428 billion VND. Up to now, the province has allocated 3,040.475 billion VND in detail, reaching 86.71% of the assigned capital plan. As of March 20, 2025, the disbursed capital for the period was 1,429.611 billion VND, reaching 47.02%.
The allocation of capital and implementation of national target programs have made an important contribution to the socio-economic development of the whole province, especially in rural, mountainous areas and ethnic minorities. Infrastructure of transport, schools, medical stations, electricity grid, domestic water, etc. have been continuously invested in, newly built, upgraded, repaired, and the construction of new rural areas has increasingly improved, meeting the essential needs of the people in production and business, health care, education, etc.
Continue to focus on direction and operation
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested ministries and localities to focus on completing the maximum possible goals, targets and tasks in the 2021-2025 period; urgently summarize the programs to ensure efficiency and science. Localities urgently complete the allocation and arrangement of sufficient counterpart funds to implement the 2025 program.
The Deputy Prime Minister emphasized a number of solutions and assigned specific tasks to each ministry, sector, and locality to thoroughly resolve difficulties related to the institutional implementation of national target programs. Specifically, the Ministry of Ethnic Minorities and Religions urgently clarified the contents of the proposed amendments and supplements to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister.
The Ministry of Finance shall summarize and evaluate the National Assembly's resolutions related to mechanisms, policies, and approval of national target programs; review, research, and propose amendments and supplements to regulations on management and implementation of programs in the direction of simplifying procedures, increasing decentralization, and promoting the initiative and self-responsibility of program owners and program management agencies.

The Ministry of Agriculture and Environment and the Ministry of Ethnic Minorities and Religions are assigned to focus on urging, inspecting, promptly guiding, and removing difficulties, especially in the context of merging and consolidating government apparatus at all levels, ensuring the continuous implementation of national target programs.
The Deputy Prime Minister requested ministries, branches and localities to continue to focus on directing, operating and implementing solutions to accelerate the progress of programs to ensure the completion of goals; organize assessments and summarize the implementation of National Target Programs for the 2021-2025 period, and propose solutions for the 2026-2030 period in accordance with the new situation./.
