Born and raised in a countryside with a rich revolutionary tradition, Hoang Kim Ngoc loved the green uniform of the soldier since childhood, longed to contribute to his homeland. In 2010, Ngoc volunteered to join the army and was assigned to Battalion 5, Regiment 148, Division 316 (Military Region 2). With his constant efforts, he was admitted to the Party by his unit during his military service.

After a period of military training, returning to his hometown with a strong and mature mindset and actions, young party member Hoang Kim Ngoc enthusiastically participated in local patriotic emulation activities and movements.

Joining the Commune Military Command since 2012, he has held many positions such as standing militia, Deputy Commander of the Commune Military Command and in 2021, Mr. Ngoc was trusted to hold the position of Commander of the Commune Military Command. Being enthusiastic and energetic in his work, he always completes the assigned tasks well.

As the Commander of the Commune Military Command at a young age, but with his political will that has been tempered and tested along with a high sense of responsibility, Mr. Ngoc and the Commune Military Command always play a good role in advising the Party Committee and the Commune People's Committee to build and fully and effectively implement local military and defense tasks.

With the motto of daring to think, daring to do, daring to take responsibility, Mr. Ngoc has proactively advised the National Defense and Security Education Council to effectively carry out the task of educating the people in national defense and security; building the national defense posture associated with the people's security posture.

In the military recruitment work, the Commune Military Command has done a good job of registering and managing citizens at the age of 17, the age of readiness for military service. Before the military service examination, comrade Hoang Kim Ngoc and the Commune Military Command proactively advised the Military Service Council to regularly propagate and encourage young people of the age to voluntarily join the army; grasp the thoughts, feelings, and family circumstances of each young person to coordinate with organizations to encourage them to feel secure when going to do their duty.

The promotion of propaganda and the organization of public and democratic meetings and elections have created a high consensus in military recruitment. Thanks to that, the work of selecting and calling citizens to join the army of the commune every year always ensures the target and quality, the number of young people who meet the standards to join the military service and voluntarily write applications is high.

Identifying the militia as one of the core forces to protect the Party and government and carry out important and urgent tasks at the grassroots level, comrade Ngoc and the Commune Military Command proactively advised the Commune Party Committee and People's Committee to select comrades with good political qualities and health to join the local militia force.

To improve the quality of training according to regulations, the Commune Military Command under the direction of Commander Hoang Kim Ngoc has always focused on carefully preparing lesson plans, lectures, training grounds, training models, etc. In each training session, Mr. Ngoc always sticks closely to the militia soldiers to directly correct each movement, correct shooting positions, etc. to achieve good techniques.

The quality of local militia training is constantly improved according to the motto "basic, quality, effective". In addition, the Commune Military Command also does a good job of mass mobilization; coordinates with forces to be ready for rescue, helping people prevent and combat natural disasters, storms and floods.

For many years, Commander Hoang Kim Ngoc has been commended by authorities at all levels and the District Military Command for his contributions to the military and national defense work at the grassroots level. This is the motivation for him to continue to strive, overcome difficulties, and excellently complete all assigned tasks.
