The report summarizing 10 years of implementing Resolution No. 33 presented by Comrade Bui Mai Hoa, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department, stated: Over the past 10 years, Party committees and authorities at all levels in the province have focused on leading, directing, organizing, thoroughly implementing Resolution No. 33, achieving many important results.
The goals, tasks and solutions set out in the Resolution, along with the State's policies and laws on cultural development, have been promptly concretized.
Leadership and direction have been carried out in a focused and consistent manner from the province to the grassroots level. In particular, on the basis of concretizing Resolution No. 33, the Provincial Party Committee Standing Committee issued Resolution No. 10-NQ/TU, dated June 26, 2017, on building and developing Ninh Binh culture and people by 2020, with a vision to 2030 to meet the requirements of integration and sustainable development. Since then, there have been many specific, clear and substantial results.
The province and localities in the province have issued many programs, projects and plans on building and developing culture and people and allocating resources to ensure implementation.
In the 2015-2020 period, investment expenditure for cultural activities accounted for 3.37% of the total provincial budget expenditure; in the 2021-2025 period, investment expenditure for cultural works and projects accounted for 20% of the province's total medium-term public investment capital.
The task of building Ninh Binh people to develop comprehensively, with a modern, civilized and cultural lifestyle, bearing the characteristics of the ancient capital Hoa Lu: friendly, gentle, elegant, and hospitable has had many positive changes.
The movement "All people unite to build a cultural life" associated with building a cultural life at the grassroots level has been implemented regularly and continuously, creating a strong spread, arousing the spirit of solidarity, dedication, promoting the positivity, proactiveness, creativity and internal strength of the people in performing the tasks of socio-economic development, maintaining national defense and security, building a healthy, progressive and civilized cultural environment. Culture in politics and economics is taken care of. Attention is paid to investment in preserving and promoting the value of tangible and intangible cultural heritages.
International cultural integration and absorption of the quintessence of human culture are given attention. Foreign cultural activities are implemented proactively, uniformly and effectively, thereby contributing to attracting foreign investment, trade exchange, expanding and diversifying relations between Ninh Binh province and the world.
After 10 years of implementing Resolution No. 33, the work of building and developing culture and people in the province has developed and achieved outstanding results.
In 2023, the number of people participating in regular physical exercise and sports will reach 35.4% of the total population, an increase of 10.9% compared to 2010; the number of sports families will reach 29.3%, an increase of 9.8%.
Every year, over 90% of families practice civilized lifestyles in weddings and funerals. By 2023, 142/143 communes, wards and towns had cultural houses (reaching 99.3%), an increase of 48.62% compared to 2010; 1,616/1,679 villages, hamlets, villages, residential groups and streets had cultural houses, sports grounds, and sports areas (reaching 96.25%), an increase of 37.17%... The gap in cultural enjoyment between urban and rural areas, between regions and social classes is increasingly narrowing.
The results of 10 years of implementing Resolution No. 33 have actively contributed to socio-economic development, ensuring national defense and security, and building the province's political system in recent years.
At the conference, with a spirit of frankness, responsibility and enthusiasm, many delegates gave speeches analyzing and clarifying the results achieved, causes and lessons learned.
At the same time, it also suggests and proposes directions, tasks and solutions to continue leading and directing the construction and development of Vietnamese culture and people in general and Ninh Binh in particular to meet the requirements of sustainable development of the country and the province in the new period.
Concluding the conference, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged and commended the results achieved by Party committees at all levels, authorities, the Fatherland Front and socio-political organizations in implementing Resolution No. 33 over the past 10 years.
To continue effectively implementing Resolution No. 33 in the coming time, he requested that all levels, sectors, agencies, units, and localities from the province to the grassroots level focus on the following key tasks and solutions:
Continue to thoroughly grasp and seriously implement the viewpoints, goals, tasks and solutions on building and developing Vietnamese culture and people as identified in Resolution No. 33; the direction of General Secretary Nguyen Phu Trong at the National Cultural Conference (November 2021); Resolution No. 10-NQ/TU, dated June 26, 2017 of the Provincial Party Standing Committee;
Announcement No. 1248 of the Provincial Party Executive Committee Conference on the mid-term review of the implementation of the Resolution of the 22nd Ninh Binh Provincial Party Congress, term 2020-2025, with the aim of striving to soon turn Ninh Binh into a fairly developed province in the Red River Delta region by 2030 and by 2035 to become a centrally-run city with the characteristics of a millennium heritage urban area, a creative city - an important premise to bring the cause of building and developing Ninh Binh culture and people to new heights.
Timely institutionalize the Central Government's guidelines, policies and regulations on building and developing culture and people. In particular, effectively implement Decision No. 218/QD-TTg dated March 4, 2024 of the Prime Minister approving the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050. Continue to pay attention to investing in cultural causes, especially investing in preserving, restoring and embellishing historical and cultural relics.
Building Ninh Binh people to develop comprehensively with the basic characteristics of Vietnamese people in general and the characteristics of the ancient capital Hoa Lu in particular: Friendly, gentle, elegant, hospitable, meeting the development requirements of the province and the country in the period of industrialization, modernization and international integration.
Focus on implementing well the work of educating revolutionary ideals, ethics, lifestyle, patriotic and revolutionary traditions, history and culture, especially for the young generation. Pay attention to building cultural life at the grassroots level, cultural and civilized lifestyle, healthy and progressive cultural environment.
Focus on implementing the tasks of preserving and promoting the value of cultural heritage, focusing on preserving and promoting the cultural, historical and traditional values of the land and people of the ancient capital Hoa Lu.
Effectively implement the Strategy for developing Vietnamese cultural industries in the province. Link cultural development and cultural products with tourism development, considering this as the province's strength.
Promote international integration and cooperation in the fields of culture and arts; diversify forms of cultural diplomacy, create favorable conditions for countries, international organizations, foreign cultural and tourism agencies to organize exchanges and introduce culture and people to the people of Ninh Binh province.
Continue to improve the apparatus and enhance the quality of operations of management agencies and cultural and artistic units at all levels.
Promote scientific research activities and digital transformation in the cultural field. Improve the capacity of basic research and practical summary research for the team of cultural and artistic research and management staff responsible for planning policies and orientations for cultural development in the province.
Actively apply digital technology in cultural and artistic activities. Build an information management system and create a database on the province's culture...
