On September 29, General Secretary and President To Lam visited and worked with the General Department of Defense Intelligence (General Department II), Ministry of National Defense.

Also participating in the delegation were General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; Comrade Nguyen Duy Ngoc, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; leaders of the General Secretary's Office, and leaders of a number of General Departments under the Ministry of National Defense.
As a key force with a very important position and role, over the past 79 years, generations of National Defense Intelligence officers and soldiers have been absolutely loyal to the Party, the Fatherland and the people, overcoming all difficulties and challenges, being resourceful, brave, ready to receive and excellently complete all tasks, making great contributions to the cause of national liberation, building and defending the Fatherland, writing the heroic pages of history "Loyalty, steadfastness, independence, creativity, clever secrecy, solidarity and determination to win" of the heroic Vietnam National Defense Intelligence.

The National Defense Intelligence Service always thoroughly grasps and seriously implements the teachings of President Ho Chi Minh in the letters sent to the Intelligence Service, the Resolutions and Directives of the Central Committee, the Politburo and the leadership and direction of the Central Military Commission and the Ministry of National Defense; organizes and performs well the tasks of collecting information, assessing and forecasting the situation, advising the leaders of the Party, the State, the Central Military Commission, the Ministry of National Defense, departments, ministries, branches and localities in planning guidelines and policies and handling situations, avoiding being passive and surprised about strategies; strives to build, fight and gradually mature in all aspects.

Speaking at the working session, on behalf of the Party and State leaders, General Secretary and President To Lam acknowledged and commended the great achievements and glorious traditions of the Defense Intelligence Force. After nearly 80 years of building, fighting and growing, the Defense Intelligence Force has continuously made progress, successfully completed the tasks assigned by the Party, State, Army and people, making great contributions to the cause of national liberation, national reunification, building and defending the Socialist Republic of Vietnam. The Standing Committee of the Party Committee and the command of General Department II have led and directed the successful completion of the central political tasks, promptly advised the leaders of the Party, State, Central Military Commission, and Ministry of National Defense to make correct decisions, flexibly and effectively handle situations, and avoid being passive or surprised about strategies, which have been recognized and highly appreciated by senior leaders and departments, ministries, branches and localities.
The whole industry has regularly paid attention to building its force, focusing on consolidating and perfecting the organization in the direction of "streamlining, efficiency, and proper functions". The Party Committee of the General Department always attaches importance to the work of Party building and rectification, strictly implementing the Resolutions and Directives of the Central Committee and the Politburo; building a truly clean and strong Party Committee, considering this a decisive factor to ensure that the unit successfully carries out its assigned political tasks.
Regarding the tasks in the coming time, General Secretary and President To Lam emphasized that the world and regional situation continues to change in a complex and unpredictable manner, which will directly and quickly impact our country, both positively and negatively. Therefore, the Defense Intelligence Agency has an increasingly heavy responsibility, and must make more efforts and determination to fulfill its assigned tasks, contributing with the entire Party, the entire people and the entire army to successfully carry out the two strategic tasks of building and defending the Socialist Republic of Vietnam in the new situation.

Defense Intelligence constantly cares for and strengthens its class and revolutionary character, always affirming itself as an absolutely loyal and especially trustworthy force of the Party, State, army and people; continuing to perform well its role as a strategic intelligence agency of the Party, State and a specialized military intelligence agency of the Central Military Commission and the Ministry of National Defense.
Defense Intelligence serves more effectively and efficiently the leaders of the Party, State, army and local ministries, branches and sectors in assessing and assessing the situation, determining policies and strategies and handling situations; striving to further improve the quality of activities, maintaining the special trust of the leaders of the Party, State and army.
The General Secretary and President requested that the National Defense Intelligence Service regularly review the organization and apparatus, perfect the organizational structure in the direction of "streamlining, efficiency, and proper function"; ensure increasing compatibility between quantity and quality, between force components, between functions and tasks and scale, organizational quality and task performance capability, between the force performing current tasks and the adjacent and subsequent forces. Build a solid and flexible intelligence posture, maximizing the combined strength of methods and forces.
The Defense Intelligence Sector must always focus on building a contingent of revolutionary intelligence officers, taking that as the foundation in building a revolutionary intelligence force; building a contingent of officers with strong political will, sharp professional vision and thinking, qualifications and specialized knowledge commensurate with their responsibilities and tasks; with appropriate numbers and increasingly high quality; building a contingent of officers and party members in the spirit of "7 dares", always "resolute, persistent, steadfast", promoting political will, being sensitive in discovering new factors, advising on planning guidelines and policies, meeting the requirements of both immediate and long-term tasks.
During the working session, the General Secretary and President visited scientific and technological intelligence products; visited and recorded in the traditional golden book at the museum; and planted souvenir trees in the grounds of the General Department's Command Headquarters.
