On the afternoon of December 17, Comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly attended and delivered an important speech at the Conference to announce Resolution No. 1191/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Bac Giang province, period 2023-2025. Dear leaders, former leaders of the Provincial Party Committee, Standing Committee of the People's Council, People's Committee, Vietnam Fatherland Front Committee, National Assembly Delegation, departments, branches and localities of Bac Giang province,
Dear delegates attending the Conference, comrades, compatriots, cadres and soldiers in Bac Giang province!
In the atmosphere where the entire Party, the entire army and the entire people are excitedly celebrating the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, today, I am very pleased to attend the Conference to announce the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Bac Giang province for the period 2023-2025. On behalf of the leaders of the Party, the State, and the National Assembly Standing Committee, I would like to send my warmest greetings and best wishes to the delegates attending the Conference and all cadres, soldiers and people of all ethnic groups in Bac Giang province.
Dear delegates,
Bac Giang is a midland province in the Northeast region, located in the planning area of the Hanoi capital, only 50 km from the center of Hanoi. Bac Giang has a rich culture, typical of the Kinh Bac region, is one of the cradles of Quan Ho folk songs with 23 ancient Quan Ho villages recognized by UNESCO. Coming to Bac Giang today, we are very happy to see the remarkable development and change in economy, society, ensuring national defense, security and improving people's lives; worthy of the land honored by beloved Uncle Ho 5 times; worthy of the cultural, historical and revolutionary traditions. Currently, the economic scale of the province is the leading in the Northern Midlands and Mountains region, ranked 13th in the country in terms of Gross Domestic Product in the area.
In 2024, the province's economic growth rate (GRDP) is estimated at 13.85%, ranking first in the country; attracting investment of over 2.04 billion USD, of which Bac Giang's FDI capital ranks 10th out of 63 provinces and cities; total budget revenue is estimated at 19,134.5 billion VND, exceeding 22.2% of the central budget estimate. The socio-economic infrastructure system, especially transport infrastructure, industrial parks and clusters, has been promoted to invest in construction in the direction of strengthening connections with provinces and cities in the region with 11 industrial parks; there are 07 district-level units, 159/182 communes meeting new rural standards, accounting for 87.36%. The results achieved by Bac Giang have made an important contribution to the development of the whole country, it is expected that 15/15 main targets of 2024 will be achieved and exceeded; The annual growth rate reached over 7% (the country has only achieved this growth rate in the past 10 years).
Dear delegates,
The arrangement of administrative units is an important task in the country's development orientation for the 2021-2030 period, associated with the implementation of innovation in the organization and arrangement of the political system to be streamlined, operate effectively and efficiently, reduce staff, reform the salary regime, restructure and improve the quality and efficiency of the staff, civil servants, effectively promote resources for socio-economic development, improve people's lives, maintain security, national defense and social order and safety; better serve people and businesses, especially in the context that the Central Government is promoting decentralization, delegation of power, granting autonomy and self-responsibility to local governments as General Secretary To Lam directed at the 10th Central Conference.
In the past time, implementing Resolution No. 37 dated December 24, 2018 and Conclusion No. 48 dated January 30, 2023 of the Politburo, the Standing Committee of the National Assembly has completed all the work of 51 provinces and cities with units subject to restructuring in the 2023-2025 period (with 37 district-level administrative units, 1,178 commune-level administrative units); including Bac Giang province.
The arrangement of administrative units is a difficult and complicated task, greatly affecting the organization and operation of agencies and organizations in the political system, of cadres, civil servants, public employees, workers and the people. In that context, strictly implementing the direction of the Central, National Assembly, Government, the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, and the Fatherland Front Committee of Bac Giang province has focused on leading, directing, coordinating, and mobilizing the participation of the entire political system with a spirit of urgency, seriousness, high responsibility, and conducting it methodically, scientifically, and firmly, creating unity among cadres, party members, and consensus and support from all walks of life. In the period of 2019-2021, Bac Giang has arranged 40 commune-level administrative units to form 19 new commune-level administrative units; successfully implemented the arrangement and merger of villages and residential groups in the period of 2021-2022.
The issuance of Resolution No. 1191/NQ-UBTVQH15 by the National Assembly Standing Committee dated September 28, 2024 on the arrangement of district and commune-level administrative units in Bac Giang province for the 2023-2025 period is a recognition by the Party and State of the efforts, endeavors and high determination of the Party Committee, Government and People of Yen Dung district, Luc Ngan district, Bac Giang city in particular and Bac Giang province in general. With a huge amount of work (second only to Thua Thien - Hue province in terms of scale), the entire political system of Bac Giang province has been highly determined, made great efforts, and taken drastic, focused and key actions to well implement the set requirements and tasks.
On behalf of the Party, State and National Assembly Standing Committee leaders, I acknowledge, highly appreciate and warmly commend the efforts and outstanding results in socio-economic development, ensuring national defense and security as well as in the arrangement of administrative units at district and commune levels of Bac Giang province achieved in the recent past.
Dear delegates,
In order to successfully organize the arrangement of administrative units at district and commune levels in the province to ensure progress, high efficiency, and compliance with Party regulations and State laws, in the coming time, I request Party committees at all levels, authorities, the Fatherland Front, and organizations to continue to unite, make greater efforts and determination to focus on implementing well a number of key tasks as follows:
Firstly, to reorganize district and commune-level administrative units in the province in close conjunction with the implementation of Plan No. 04, dated November 13, 2024 of the Central Steering Committee summarizing the implementation of Resolution No. 18 of the 12th Central Executive Committee. To ensure good personnel work for the provincial Party Congresses at all levels for the 2025-2030 term and to prepare for the successful election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
The most important thing is to rearrange administrative units so that the local socio-economy can develop more, businesses can be served more conveniently, the material and spiritual life of the people can be improved; traditional cultural values can be preserved, transmitted and promoted more effectively.
Second, step up the information and propaganda work on the Resolution of the National Assembly Standing Committee, especially the regulations and guidelines on the State's policies and regimes on the arrangement of administrative units at district and commune levels so that each cadre, party member and people can clearly understand, correctly understand, agree with and actively implement.
Third, promptly grasp the thoughts and aspirations of cadres, party members, civil servants, public employees, and workers, especially those affected by the implementation of administrative unit reorganization , in order to have timely solutions and support. At the same time, it also requires cadres and civil servants to strive to improve their qualifications and working capacity, and further enhance their sense of responsibility to meet the requirements of tasks in the new situation.
I welcome the People's Council of Bac Giang province to issue 02 Resolutions on support policies for redundant commune-level cadres and civil servants due to the rearrangement of commune-level administrative units in the 2019-2021 and 2023-2025 periods.
Fourth, arrange, manage and use the headquarters and public assets of the agencies and units after the rearrangement in accordance with regulations, ensuring savings and efficiency. Take measures to mobilize resources and increase investment in the administrative units after the rearrangement, especially urban administrative units. Create the most favorable conditions for organizations and individuals in changing seals and documents; in conducting transactions with state agencies, especially in handling administrative procedures, ensuring the legitimate and legal rights and interests of people and businesses.
Fifth, the Party committees, authorities, Fatherland Front, and mass organizations of the province need to continue to be imbued with the leadership role and fighting strength of Party committees at all levels, further strengthen Party building work, improve the quality of cadres and Party members; in particular, it is necessary to thoroughly grasp and strictly implement the direction of General Secretary To Lam on preventing and combating corruption, waste, and negativity, contributing to creating resources for development, bringing the country into a new era, an era of national growth.

With the strong will to rise up, the high solidarity and unity of the entire political system and the people of all ethnic groups in Bac Giang province, I believe that Bac Giang province will successfully carry out the arrangement of administrative units at district and commune levels; take advantage of and promote potentials and advantages to have remarkable development, breakthroughs in socio-economic development, ensure national defense and security, build a strong political system, successfully implement the Resolution of the 19th Provincial Party Congress, soon complete the goal of becoming a fairly developed province of the country, actively contribute to the successful implementation of the Resolution of the 13th National Party Congress; continue to make important contributions to the revolutionary cause of the Party, the nation, and the industrialization and modernization of the country; in the immediate future, carefully prepare in all aspects to organize the Party Congresses at all levels in the province, towards the 14th National Congress of the Party; Election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
On the occasion of preparing to enter the new year 2025, welcoming the traditional Tet At Ty, I would like to wish the leaders, former leaders of the Provincial Party Committee, People's Council, People's Committee, Fatherland Front Committee, National Assembly Delegation, delegates, voters and people, cadres and soldiers of Bac Giang province good health, happiness, and a new year with many new successes and new victories./.
