Effectively organize people's participation in supervising cadres and party members

The promulgation of the Regulation is an important step in implementing the Resolution of the 13th National Party Congress, which states: "In the coming years, we must pay special attention to and further promote the comprehensive Party building and rectification in terms of politics, ideology, ethics, organization and cadres." In particular, Party building in terms of ethics is the "foundation" and "root" for a clean and strong Party, enhancing the Party's leadership and governing capacity.

To clarify the importance and effective implementation of Regulation No. 144-QD/TW, VNA reporter interviewed Dr. Doan Van Bau, Director of the Department of Political Theory, Central Propaganda Department:

Could you please tell us the significance of issuing Regulation No. 144 in the current period?

Ethics plays a particularly important role, constituting the spiritual foundation of society. For cadres and party members, ethics is the root, the foundation of a revolutionary, as President Ho Chi Minh repeatedly affirmed: "Only with strength can one carry heavy burdens and go far. A revolutionary must have revolutionary ethics as a foundation, in order to complete the glorious revolutionary task". Only when cadres and party members have correct awareness can they have pure revolutionary will and actions, a spirit of service and dedication for the development of the country and the happiness of the people.

Our Party and President Ho Chi Minh have always attached great importance to and paid great attention to educating and training revolutionary ethics for cadres and Party members. Over the years, the work of Party building in ethics has made an important contribution to the great achievements of the country, creating important premises for building and defending the Fatherland in the new period.

However, in addition to the achieved results, there are still some limitations. The training and management of cadres and party members in some places have not received due attention and are still not strict. A number of cadres and party members have faded ideals, lost their will, are afraid of difficulties and hardships, have degraded in political ideology, ethics, lifestyle, "self-evolution", "self-transformation". Some cadres have violated to the extent that they must be disciplined and criminally prosecuted, including some high-ranking leaders and managers. The fundamental cause is the lack of moral cultivation among cadres and party members, requiring sanctions and a strong enough legal corridor, with enough deterrence and warning, along with active preventive training and training measures.

In the current context and situation, many great challenges are posed in maintaining independence, autonomy, peace and stability for national development. Among them, the most dangerous are the fading of revolutionary ideals, lack of steadfastness on the socialist path, ambiguity, wavering, lack of confidence; degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation" within the Party, as General Secretary Nguyen Phu Trong emphasized: "From degradation in political ideology, morality, lifestyle leading to "self-evolution", "self-transformation" is just a short step, even very short, unpredictable danger, which can lead to assisting or colluding with evil, hostile, opportunistic forces, betraying the ideals and revolutionary cause of the Party and the nation".

This has a strong impact on the work of Party building and rectification. Therefore, the development and promulgation of Regulation 144 on Revolutionary Ethical Standards for Cadres and Party Members in the new period is very necessary and has profound significance, meeting both theoretical and practical requirements, contributing to promoting the endogenous strength of the Party and the political system in building and defending the Fatherland, developing a prosperous and happy country.

Article 3 of Regulation 144 on diligence, thrift, integrity, impartiality and selflessness has provided specific regulations on the responsibilities of Party members and cadres towards themselves, their families and the Party organization. Could you further analyze this content through the practice of cadre work in recent times?

The group of standards "Diligence, thrift, integrity, uprightness, impartiality" is the core quality of cadres and party members in relation to work, is the central quality of revolutionary ethics, demonstrating the capacity in ensuring the implementation and completion of tasks and responsibilities assigned by the Party, State and people.

"Need" here means diligence, hard work, perseverance, and dedication. Need must be attached to the plan, meaning must calculate carefully and arrange neatly when working to be effective.

"Frugal" means saving, not being extravagant, not wasting time, money, effort and material resources of the agency, unit, locality, and country. Need and Thrift must go together. Need without Thrift, "then work as much as you can". Thrift without Need, working forever will not increase, will not develop.

"Integrity" means clean, pure, not greedy or harassing. Integrity must go hand in hand with Thrift. Only with Thrift can there be Integrity. Always know how to proactively prevent and fight corruption, negativity, degradation in politics, ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the organization.

"Chinh" means being straightforward, upright, not hiding one's shortcomings, not telling lies, defending what is right, criticizing what is wrong, self-criticizing and criticizing in a positive and constructive way. Diligence, Thrift, and Integrity are the roots of Chinh. Chinh is the completion of Diligence, Thrift, and Integrity.

"Impartiality" is the highest morality of a communist. Impartiality means that in doing anything, one must think first about the Fatherland, the people, and the Party. If one's heart is only for the Party, the Fatherland, and the people, then one will progress to the point of impartiality, shortcomings will become less and less, and good qualities will increase.

The situation of a number of cadres and party members losing their ideals, losing their will, being afraid of difficulties and hardships, deteriorating in political ideology, morality, lifestyle, "self-evolution", "self-transformation", even some cadres violating to the extent of having to be disciplined, criminally prosecuted, including some high-ranking leaders and managers in recent times has reflected the issue of revolutionary ethics, in which the core qualities of "diligence, thrift, integrity, uprightness, impartiality" are being underestimated. Only when each cadre and party member remembers and deeply practices the relationship between these moral qualities, diligence, thrift, integrity, uprightness leading to impartiality and vice versa, impartiality, wholeheartedness for the country, for the people, for the Party, will they definitely maintain a pure heart towards the Party and the nation.

Currently, Party Committees and Party cells across the country are organizing to thoroughly grasp and implement Regulation 144. Could you tell us what issues need to be noted and focused on to achieve effectiveness in the task of Party building and rectification?

To effectively implement Regulation 144, the Central Propaganda Department will issue specific implementation instructions very soon. I would like to note a few issues in the organization and implementation. That is, Party committees and organizations at all levels are responsible for organizing the dissemination of the regulations so that all cadres and Party members have a deep understanding of the content of the regulations. At the same time, leaders and directions concretize the content of the regulations, in accordance with the functions, tasks, and situations of localities, agencies, and units. Coordinate the implementation of the regulations with the implementation of other resolutions, directives, and regulations of the Central Committee in the field of Party building, especially in the aspects of Party building in politics, ideology, ethics, organization, and cadres.

The Fatherland Front and socio-political organizations have the authority and responsibility to supervise and provide social criticism according to current regulations of the Party and State regarding the cultivation, training and implementation of regulations on revolutionary ethical standards of cadres and party members, especially heads of Party committees, authorities, mass organizations and key cadres.

Party committees and organizations attach importance to inspection and supervision within the Party, combined with promoting the supervisory role of elected bodies, the Fatherland Front, the press and the people towards cadres and party members in implementing regulations on ethical standards and regulations on setting examples, promptly detecting, preventing from afar, from the beginning, resolving early, not allowing small violations to accumulate into large, prolonged and widespread violations. At the same time, effectively and substantially organize people's participation in monitoring and evaluating the moral qualities and capacity of cadres and party members. Taking work results, satisfaction and trust of the people as important criteria to evaluate the quality of cadres and party members.
