US intelligence calls for more partners

In the recently released National Intelligence Strategy 2023 (NIS 2023), the US Intelligence Community (IC) identified diversifying partnerships.

The Office of the Director of National Intelligence (ODNI), an agency created by the US Congress in 2004 and responsible for overseeing the country's intelligence agencies, said NIS 2023 provides strategic guidance for the IC over the next four years. The IC consists of 18 agencies, including two independent agencies, ODNI and the Central Intelligence Agency (CIA), nine agencies under the Pentagon and seven agencies under other US departments and agencies.

The NIS, first published by the US in 2004, outlines the IC's "clear responsibilities", including: Integrating domestic and foreign intelligence capabilities to ensure there are no gaps in understanding threats to national security; conducting deeper and more accurate intelligence analysis; ensuring that US intelligence resources deliver current results and future potential. "Nearly 20 years after the first strategy was published, the IC's responsibilities remain as clear as ever, even as the strategic environment has changed dramatically," said Avril Haines, US Director of National Intelligence, in NIS 2023.

NIS 2023 identifies the need for the IC to prepare for increasingly fierce strategic competition. The document argues that long-standing leadership in technology and innovation is the foundation of US military and economic strength. This will play a key role in helping the US outperform rival nations and advance its interests.

According to the 2023 NIS, the IC will invest in innovation and more systematic collaboration with allies and partners to achieve a shared understanding of technological and other risks and how to respond. The IC will improve its ability to accurately and timely understand the intentions, capabilities, and actions of adversaries by enhancing its knowledge of languages, technologies, and cultures, and leveraging Big Data, artificial intelligence (AI), and advanced analytics. At the same time, the IC will enhance its ability to understand how non-state actors use their growing resources and capabilities to exert unilateral or collective influence in ways that “may be beneficial or detrimental to U.S. national security.”

NIS 2023 also indicates that the IC will focus on recruiting, developing, and "retaining" a talented and diverse workforce to operate as "a unified community." Accordingly, the IC's future success will depend on its ability to attract and "retain" highly qualified human resources based on diversity - which the US considers one of its unique advantages. "Different backgrounds, perspectives, and experiences will strengthen our workforce, our ability to perform our missions, and the trust of the American people," NIS 2023 emphasizes.

In addition, the NIS 2023 identifies that the IC will strengthen, expand, and diversify its partnerships. Its “unrivaled” global network of allies and partners is considered the IC’s “most important strategic asset.” The IC is committed to expanding and strengthening its alliances and partnerships across regions and issues to meet challenges and seize opportunities.

While continuing to focus on existing relationships, including the Five Eyes intelligence alliance (including the United States, United Kingdom, Australia , New Zealand, and Canada), the IC will invest in new and more diverse partnerships, especially with non-state actors such as private companies, non-governmental organizations, research institutes, etc. The ideas, resources, and actions of these actors are believed to increasingly shape America's social, technological, and economic future.

“Whether we achieve our goals will depend on our ability to maintain a highly skilled and diverse workforce and our ability to adapt and focus on meeting the challenges of a rapidly changing environment. I believe we have the ability and the will to do so,” Haines stressed in NIS 2023.
