Today, the 15th Congress of the Vietnam Fatherland Front of Nghe An province, term 2024 - 2029, solemnly opened - an important political event, a great festival of the great national unity bloc in the homeland of beloved Uncle Ho.

Dear Congress!
During these days of gratitude in July, we are deeply grateful and deeply feel the great losses and sacrifices of generations of cadres, soldiers and people so that the country can have peace and beauty today. We have also just gone through days with infinite emotion and sorrow for the eternal departure of General Secretary Nguyen Phu Trong. Streams of people pay their respects and bid farewell to the General Secretary - the leader who devoted his entire life to the Party, the country and the people. We deeply feel that "the people are the root", "the people's heart is like the strength of the country", and that people's unity is the source of the nation's strength. Unity has become a priceless heritage, an extremely precious tradition throughout thousands of years of building and defending the country of our people. In particular, since the Party was born to lead the Vietnamese revolutionary movement, through the Fatherland Front, all classes of people have united, contributing to the great victories of the nation.
Continuing the glorious tradition of the Vietnam National United Front, promoting the achievements and results of many previous periods, in the 2019 - 2024 term, the Vietnam Fatherland Front of Nghe An province has constantly strived to renew itself to be closer to the people; pioneering digitalization, applying management software and social networks; successfully organizing many practical competitions and forums in interaction, information sharing, propaganda and mobilization of the people.
Patriotic emulation movements and campaigns have been widely deployed, mobilizing a record amount of resources from the people with nearly 5,625 billion VND, contributing to the effective implementation of political tasks of the province and localities and units. The campaign "All people unite to build new rural areas and civilized urban areas" alone has mobilized over 2,810 billion VND, donated over 4 million square meters of land, contributed over 5 million working days, contributing to the province now having 10 districts, 319/411 commune-level units meeting the standards and completing the task of building new rural areas.

Programs such as: "Tet for the poor", "support for building and repairing houses for people with difficult housing circumstances in the province", etc. have touched many kind hearts, strongly spreading many humanitarian gestures in the community. From the programs, 13,385 poor people have been supported to repair and build new houses, and have moved into solid, sturdy houses; tens of thousands of gifts have been given to the poor every time Tet comes or in times of difficulty and hardship.
When the Covid-19 pandemic broke out, many frontline cadres, regardless of day or night, rain or shine, participated in supporting the frontline against the pandemic; Fronts at all levels were proactive, creative, and actively mobilized philanthropists and people from all walks of life to join hands to support hundreds of billions of VND and many medical equipment and supplies to support the work of preventing and fighting the pandemic inside and outside the province, supporting people in quarantine, and workers returning from far away, making an important contribution to defeating the pandemic.
The Front at all levels has actively participated in giving opinions on Party building, government building, social supervision and criticism; listened to, gathered and reflected many legitimate recommendations and aspirations of the people, creating a solid bridge in the close connection between the Party, the State and the People. The Front's methods of directing, organizing activities and movements demonstrate a new, creative and impressive approach; the Front's position and voice have been raised, and its cadres have been trained and gradually matured.
The results achieved by the Fatherland Front at all levels have made a very positive and important contribution to the overall development of the province. On this occasion, on behalf of the Provincial Party Committee Standing Committee, I would like to warmly congratulate and commend the outstanding achievements that you have achieved during the past term.

Dear Congress!
In addition to the achievements, the work of the Front still has limitations as stated in the Political Report and the opinions expressed in the discussion. I propose that the Congress seriously absorb and deeply analyze the causes, especially subjective causes, to propose effective solutions in the new term.
Regarding the goals, directions and tasks for the 2024-2029 term, the Presidium presented them fully and comprehensively, and the delegates gave their opinions; in particular, Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, gave a very important speech. At this solemn forum, I emphasized and suggested a number of issues for the Congress to consider and concretize into the action program and the process of implementing the Congress Resolution:
Firstly, we know that our province has the common characteristics of the whole country, as well as high natural and social characteristics such as: the largest area in the country, the longest border in the country, a large population, multi-ethnic, many religious followers, diverse terrain but high slopes, strongly divided, the people's living standards are not equal between regions; holds an important position in national defense and security, is an area where hostile and reactionary forces strive to sabotage and divide the great national unity bloc. Our province is also on the journey of striving to achieve development goals with great aspirations but the challenges are not small.
With its mission, the Fatherland Front at all levels in the province needs to promote more clearly the responsibility of leading and gathering the strength of the great national unity bloc; promote the traditional cultural values imbued with Nghe An identity; strongly arouse the spirit of patriotism, the will to be self-reliant, the belief and the aspiration to rise up in cadres, party members and people of all walks of life to contribute their efforts and intelligence to the development of the province.
That is to encourage nearly 500 thousand ethnic minorities to actively preserve their beautiful cultural identity, help each other develop the economy, and participate in protecting national border sovereignty; to encourage more than 450 thousand religious people to "live a good life and a good religion", "live the gospel in the heart of the nation", "serve religion - love the country", "protect the country - bring peace to the people"; to encourage millions of union members, workers, farmers, and intellectuals to work enthusiastically, be creative, and contribute in the fields, construction sites, factories, enterprises, or in scientific research labs.
It is to arouse the spirit of neighborliness, mutual love, and build a civilized lifestyle in each residential area, each household, and each person; It is to unite, promote the strength, and turn to the homeland of the Nghe An community with hundreds of thousands of people living and working abroad; hundreds of thousands of people living and working in provinces and cities across the country, many of whom have become famous and successful, and are great intellectuals and businessmen.

Second, the next five years are the time for our province to focus maximum resources to implement major and important goals and tasks according to Resolution No. 39 of the Politburo; Provincial planning for the period 2021 - 2030, vision to 2050 such as: rapid and breakthrough economic development but not at all costs; focusing on development in the East to pull the West, the East is the driving force, the West is sustainable; developing 2 growth engine regions, 4 economic corridors, 5 pillar sectors, 6 central cities; focusing on removing key infrastructure bottlenecks in seaports and international airports; expanding VSIP2 industrial parks; Hoang Mai 2, WHA phase 2, etc.
This great task is the responsibility of the entire political system, in which the Fatherland Front plays the role of propaganda, mobilization, and persuasion so that the people know, grasp, understand, trust, support, and actively implement. Practice has proven that "it is a hundred times easier to endure without the people, and a thousand times harder to complete with the people's help". In the process of implementing major policies, especially projects requiring land acquisition and site clearance, localities with the active participation of the Fatherland Front and socio-political organizations, and with the people's consensus, the work always achieves high efficiency.
The Front not only conveys policies and guidelines from top to bottom, but also needs to elicit opinions from the people, be open-minded, listen and respect even opposing opinions to reflect the insightful perspectives of all levels and sectors, make wise decisions and create high consensus among the people. To promote the spirit of self-awareness, volunteerism and strength of the people, it is necessary to promptly advise the Provincial Party Standing Committee to lead and implement the Program to build "Self-governed, united, prosperous and happy" residential areas as directed by the Central Front.
Movements and campaigns must continue to closely follow the province's key goals and tasks, especially building new rural areas, civilized urban areas, and sustainable poverty reduction; especially focusing on completing the Program to mobilize and support the construction and repair of houses for nearly 8,000 poor households and those with difficult housing circumstances in the remaining period of 2023-2025; national target programs in the period of 2021-2025...

Third: Nghe An is one of the few localities honored to have its own Resolution issued by the Central Government; it is the only province in the country that is simultaneously implementing two pilot Resolutions on specific mechanisms for provincial development. In addition, a series of general programs and policies of the Central Government and the province have been and are being focused on implementing. In order to effectively promote resources and further promote the people's mastery, the Fatherland Front at all levels needs to proactively develop programs and plans to continue to better perform the task of social supervision and criticism with focus, key points, and depth; especially for mechanisms and policies related to the interests of the people; development investment projects, etc. In social supervision and criticism activities, it is important to promote the role, intelligence, and experience of experts, scientists, prestigious and key people among the people; Overcome the situation of "supervision without supervision, supervision without supervision", "raising high and hitting lightly", "having power but not strength". Focus on advising on the effective implementation of the Regulation on responsibilities of Party committees, Party organizations, and authorities in ensuring the implementation of the regulations on supervision, social criticism, and participation in giving opinions on Party building and government building of the Vietnam Fatherland Front and socio-political organizations in the province, which has just been approved by the Standing Committee of the Provincial Party Committee.
Proactively grasp the ideological situation, living conditions and production of the people, especially in localities where large projects and works are being implemented that require land acquisition, resettlement, special areas, workers in industrial parks, etc. to forecast and advise the Party Committee to direct and coordinate with relevant agencies to promptly and satisfactorily resolve the people's legitimate recommendations and proposals, and issues arising at the grassroots level.
Fourth, Continue to strongly innovate the content and methods of operation towards being close to the people, focusing on the grassroots; promote digital transformation in all areas of work. Make the most of the most modern media, especially social networks, to quickly and widely propagate the Party's guidelines, policies and laws of the State; increase the dissemination of good examples, replicate new models, good and effective practices.
The Front needs to promote its central role in uniting member organizations; diversify forms of gathering; improve the effectiveness of coordination programs; expand foreign relations, especially continuing to maintain and strengthen friendly and cooperative relations with the people of Lao provinces sharing the border; heighten the spirit of revolutionary vigilance, resolutely fight against distortions, incitements, and divisions of the great national unity bloc.

Fifth, it is recommended that Party committees and authorities at all levels in the province continue to promote their leadership, direction, coordination, and create favorable conditions for the Fatherland Front and its member organizations to operate smoothly and successfully complete their assigned tasks. Focus on building and improving the quality of the Front's cadres with capacity, prestige, dedication, responsibility, courage - expertise - consensus - innovation, to meet the increasingly high requirements of the Front's work in the new situation.

Regarding personnel work, I understand that at the first working session, the Congress unanimously elected 114 members to join the 15th Provincial Vietnam Fatherland Front Committee; the first Provincial Vietnam Fatherland Front Committee Conference also unanimously elected the new Standing Committee with high consensus. I warmly congratulate and request that you continue to promote the spirit of solidarity, innovation, and high determination to lead the successful implementation of the Congress Resolution.
I also congratulate and request the delegation attending the 10th Congress of the Vietnam Fatherland Front to uphold the spirit of responsibility, bring the will and aspirations of the people of all ethnic groups in Uncle Ho's homeland to the solemn forum of the National Congress.
On this occasion, on behalf of the Provincial Party Committee Standing Committee, I would like to express my sincere thanks for the valuable guidance and assistance of the Central Committee of the Vietnam Fatherland Front, the active support of localities and organizations at home and abroad; and hope to continue to receive more support and companionship from you for Nghe An province as well as the work of the Provincial Front.
From the achievements that have been made, along with new spirit and new motivation, we believe that the province's front work will achieve solid milestones in the new term, contributing to Nghe An's rapid and sustainable development, imbued with the cultural identity of Vietnam and Nghe An in the spirit of Resolution No. 39 of the Politburo.
With that deep belief, the Provincial Party Executive Committee presented the Congress of Delegates of the Vietnam Fatherland Front of Nghe An province, term 2024 - 2029, with the banner: UNITY - INNOVATION - ASPIRATION - DEVELOPMENT.
