Although it has only been more than 7 months of 2024, the state budget revenue in the province has reached an impressive figure of 33,259 billion VND, equal to 93.5% of the estimate and an increase of 40% over the same period. With these positive signals, the Thanh Hoa tax sector is making efforts to implement solutions and complete the annual budget collection task with the highest results.

From 2023 to now, many real estate businesses have encountered many difficulties, and there are also many problems in settling corporate income tax of businesses, especially land transactions that have lasted from 2023 to the first months of 2024. However, these problems have been promptly resolved by the tax sector. Director of Hoang Kim Real Estate Company (Hau Loc) Mai Van Tuan said: "The Nga Son - Hau Loc Regional Tax Department has provided timely support to help us fulfill our tax obligations. The tax authority's answers all cite regulations and guidelines applicable to specific practical cases."
According to the report of the Nga Son - Hau Loc Regional Tax Department, by August 15, 2024, the total state budget revenue in the area reached 428,464 billion VND, reaching 107% of the assigned estimate, an increase of 166% over the same period in 2023. Of which, land use fees collected were 104,687 billion VND, reaching 95% of the ordinance plan. The reason for the increase compared to the same period is that the Provincial Tax Department and the People's Committee of Hau Loc district have resolutely directed departments, offices, and authorities at all levels to synchronously implement solutions to promote socio-economic development; focusing on reviewing and carefully evaluating revenue sources. The Department has assigned targets and tasks to tax management teams on budget collection, debt collection, tax inspection, tax declaration; promoting administrative reform, applying digital technology in management, supporting businesses, and perfecting the taxpayer database. Innovating propaganda activities, promptly removing difficulties for production and business development. At the same time, Hau Loc district has done a good job of site clearance, building infrastructure to implement land use rights auctions from the beginning of the year, increasing revenue from land money, promoting investment projects from land money; tightening financial discipline; strengthening inspection, examination, supervision and publicity and transparency in budget revenue and expenditure...
Also a bright spot of the province in budget collection, as of August 15, Hoang Hoa district collected 1,000 billion VND in land use fees, reaching 100% of the estimate assigned by the province. This result was achieved because Hoang Hoa Tax Department advised the district in determining the starting price; regularly coordinated with the district's departments and offices to strengthen propaganda, support units and enterprises to remove difficulties for production and business, and quickly complete procedures for paying land use fees according to regulations. For investors who are due to pay land use fees, the department urged them to complete the budget payment plan. Review debts of land use fees, land rent, water surface rent; directly work with investors and projects with land use fees to urge and collect outstanding land debts to pay to the State budget.
According to the List of land use rights auction projects in 2024 approved by the Provincial People's Committee, the whole province has 892 planned land projects with a total auctioned land area of 804.19 hectares; the expected land use fee collected is 22,897 billion VND. By the end of July 2024, the whole province had organized auctions for 224/892 projects. As of August 15, the total land use fee collection in the whole province reached 8,870 billion VND, equal to 112% of the estimate assigned by the province.
In general, most of the land use rights auction projects have only organized auctions of a part of the area in the planning area. Currently, localities are continuing to organize auctions to ensure State budget revenue. There are 7 localities with the number of auctioned projects, with the amount of money collected from the land use rights auction reaching over 50% of the plan, including the districts: Dong Son, Hoang Hoa, Tho Xuan, Vinh Loc, Thach Thanh, Ba Thuoc and Nghi Son town...
To best complete the task of collecting the State budget in 2024, the tax sector will continue to synchronously and effectively deploy solutions to manage and exploit revenue sources, prevent budget losses in accordance with the Law on Tax Administration and the State budget tasks in 2024; promote the application of digital technology, standardize tax debt data throughout the sector; strengthen inspection, examination, and strictly handle cases of arrears, procrastination, and tax evasion; reform administrative procedures, promptly remove difficulties and obstacles, and create favorable conditions for taxpayers to fulfill their tax obligations. Along with that, to increase State budget revenue, localities in the province are also focusing on reviewing construction planning, land use planning, land use conversion procedures, detailed planning of new residential areas, infrastructure construction, and compensation and site clearance for each project to ensure compliance with current legal regulations before auctions are organized.
