Preferential credit to support poor households

The district's Social Policy Bank reviews records of poor households and policy beneficiaries in the area to develop practical and timely lending plans.

As a purely agricultural commune, the economy mainly relies on agricultural production, Te Le identifies promoting economic development as a key task to improve the material and spiritual life of the people. Based on the advantages of the locality, the commune has issued many specialized resolutions on economic development, contributing to the gradual reduction of the commune's poverty rate each year. Comrade Nguyen Huu Hung - Chairman of the Commune People's Committee said: Credit capital for poor households plays an important role in local poverty reduction activities. This source of capital is especially suitable for poor households lacking capital or households facing sudden difficulties because through loans, poor households have access to scientific and technical information, are guided to use the loan for the right purpose, achieving high efficiency. Thanks to this preferential capital source, up to now, Te Le has only 33 poor households.

With the method of direct lending to households, preferential credit capital has effectively served the key economic programs of Tam Nong. Not only achieving economic efficiency, preferential investment credit capital also has a significant impact, changing the awareness of poor households, helping them to know how to mobilize themselves to escape poverty, gradually rise up to become rich.

Based on the credit plan targets of the fiscal year, the Board of Directors of the Social Policy Bank (CSXH) of the district assigns targets to communes and towns based on the borrowing needs of beneficiaries. In order to bring preferential capital to the right people, use it for the right purpose and effectively, the CSXH Bank of the district strengthens coordination with organizations and unions entrusted to develop inspection and supervision programs according to the plan. Assign credit officers in charge of the area to proactively follow the grassroots level and directly inspect the use of capital by households according to the commitment.

For the staff of unions and heads of savings and credit groups (TK&VV), the bank regularly organizes training courses to improve knowledge and skills in management and professional skills as well as promptly provides new credit policies and guidelines. With the knowledge provided, the entrusted unions and organizations closely coordinate with the heads of the TK&VV groups to seriously carry out loan evaluation, ensuring compliance with principles; focus on disbursing credit programs, comparing outstanding debts... contributing to preserving capital sources and improving credit quality.

With simple procedures, no collateral, and transactions right at the place of residence, without wasting time traveling, many poor households and households in difficult circumstances in the district have quickly accessed preferential capital. Through the main connection point of 239 Savings and Credit Groups, all households in the district have benefited from preferential capital. Up to now, the district's Social Policy Bank has implemented 13 preferential credit programs, with a total outstanding loan balance of nearly 438 billion VND with over 10,300 customers with outstanding loans. Of which, outstanding loans to poor households are nearly 30 billion VND, with 378 customers with outstanding loans; outstanding loans to near-poor households are nearly 75 billion VND, with 889 customers with outstanding loans; outstanding loans to households that have just escaped poverty are nearly 43 billion VND, with 552 customers with outstanding loans. Mr. Hoang Van Dung - Director of the District Social Policy Bank said: “With the key role in poverty reduction lending, the District Social Policy Bank always stands side by side with the poor, actively contributing to the sustainable poverty reduction of the locality. The capital has helped solve the fundamental and essential problems of social life, especially the poor households and policy beneficiaries in the area. The lives of many poor households have changed significantly, they have escaped poverty and become well-off. This is also an important resource, helping localities in the district exploit the potential and strengths of each industry and each region. At the same time, it directly repels and prevents the negative impact of black credit on the lives of poor households”.
