Unfinished picture of urban development
With a favorable location, developed socio-economy and planned to be in the northern growth engine cluster of the province with Hoi An - Dai Loc, recently in Dien Ban, many large-scale projects have been implemented, having an impact on intra-regional and inter-regional development such as the "Da Nang University Village" project, dredging Co Co River, upgrading and expanding DT608 route, Van Ly bridge, Phong Thu bridge... However, up to now, most of the projects are unfinished, some have even "stopped" for a long time and are struggling to find a way out.
Mr. Tran Ngoc Thanh - Deputy Director of the Department of Transport said: "In Dien Ban, there are many large, key projects, but most of them have not been completed. Some projects are in a dilemma. Projects with financial resources cannot clear the land and vice versa."
Mr. Nguyen Hung - Deputy Director of the Department of Planning and Investment informed that the ability to absorb investment capital of projects in Dien Ban is quite low, the disbursement of public investment capital is also lower than the average of the whole province, making the transfer of capital to 2024 of the locality quite large, up to more than 113 billion VND.
Both component projects of upgrading and renovating DT608 and dredging Co Co River under the project "Developing the environment and urban infrastructure to respond to climate change in Hoi An City" have only disbursed about 1,300 billion VND out of a total of more than 1,800 billion VND. Although the progress has been extended until the end of 2023, it has not been completed, forcing the project to end.
Another project that has lasted for decades but still has no solution is the “Da Nang University Village”. According to information from the Department of Construction, over time, the number of houses and residents with unclear origin and documents has increased to about 500 households, making the calculations to implement the project according to the long-standing plan infeasible.
According to the representative of the Department of Construction, since 2017, the Management Board of Dien Nam - Dien Ngoc New Urban Development has been transferred to the People's Committee of Dien Ban town for management, so the town must be responsible for promoting investment and connecting the framework infrastructure for the new urban area of Dien Nam - Dien Ngoc. The locality must have a plan to promote it, but it is currently too sluggish, from 2019 to now, only more than 1km of road worth about 13 billion VND has been invested.
Speaking at a working session with leaders of Dien Ban town on March 27, alternate member of the Party Central Committee and Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said that Dien Ban is identified as a part of the northern growth engine cluster of the province, so it is necessary to find ways to prioritize and allocate appropriate resources to promote this growth pole.
However, the town needs to clearly understand and urgently resolve outstanding and pressing issues in the area, and truly care about people's lives. It is necessary to consider site clearance as a very important task, especially for key projects that are being stalled, projects related to loan capital such as: Dredging Co Co River, upgrading DT608, the main axis of the new urban area Dien Nam - Dien Ngoc, the Northern Quang Nam beltway, Quang - Da bridge...
Avoid waste
Many key projects in Dien Ban, in addition to being a driving force for regional development, are also interconnected and mutually supportive, especially the dredging projects of Co Co River and upgrading and expanding DT608...
Vice Chairman of the Provincial People's Committee Nguyen Hong Quang said: "Many projects in Dien Ban according to the planning all take into account external traffic connections. If Dien Ban does not complete the local external traffic, it will inadvertently lead to the consequence that projects do not have traffic connections.
In addition, if we do not find ways to continue implementing projects, some of the projects that have been completed will not be effective, most typically the bridges that have been and are being built across the Co Co River. If the river is not dredged, it will be a waste.
According to Mr. Nguyen Hong Quang, the dredging project of Co Co River has stopped and the final settlement has been directed, the remaining part will certainly continue to be completed with a new project.
If the source appears, the province will add it to the medium-term public investment portfolio for 2021 - 2025. Otherwise, before July 2024, Dien Ban must propose to superiors to include this portfolio in the next medium-term public investment phase and it needs to be implemented early from 2026.
The most deadlocked project at present is the “Da Nang University Village”. Mr. Phan Minh Dung - Secretary of Dien Ban City Party Committee proposed that in case from now until 2025 there is not enough capital to carry out compensation and site clearance for the entire area in Quang Nam, he suggested that all levels report to the Prime Minister for permission to adjust the planning to focus on implementing on an area of about 50 hectares that is likely to be favorable for site clearance.
The remaining area will be removed from the project boundary so that the Provincial People's Committee can plan and invest in technical and social infrastructure to serve the lives of people in the area, and at the same time form a satellite urban area to serve the Da Nang University Village.
According to Mr. Nguyen Hung, the advantage of the above plan is that the provincial planning has determined to develop two university towns in the north and south of the province. In which, the north has not been specifically identified, so the authorities can consider adjusting and choosing a more suitable location so that the "Da Nang University Village" project is feasible when implemented.
