Gasoline consumption expected to increase by 8% in 2025

The Ministry of Industry and Trade said that with a growth rate of gross domestic product (GDP) of about 6.5-7.0% and striving for about 7.0-7.5% according to Resolution 158/2024/QH15 of the National Assembly on the Socio-Economic Development Plan for 2025, gasoline and oil consumption in 2025 is expected to increase by over 8% compared to the actual figure in 2024.

On December 15, 2024, the Ministry of Industry and Trade assigned the total minimum petroleum source for 2025 to petroleum wholesalers for implementation.

According to the Domestic Market Department, the total minimum source of petroleum allocated in 2025 is about 29.5 million m3/ton (equivalent to 2.5 million m3/ton/month, 7.4 million m3/ton/quarter).

The Ministry of Industry and Trade requires traders to absolutely not interrupt the supply of gasoline in the business system (from the source, distributors, and retailers). In all situations, they must provide enough goods to retail stores in the distribution system of the business to maintain regular sales activities.

In 2024, the world economy will gradually recover but will be unstable, facing many risks and uncertainties. Prices of basic goods and services such as gasoline, raw materials, transportation costs, world gold prices, etc. will fluctuate. High debt levels of some economies will put pressure on inflation and global growth.

  Domestically, the economy has many positive signals but still faces many difficulties and challenges. The source of gasoline and oil in 2024 is guaranteed, fully meeting domestic consumption needs, contributing to curbing inflation and stabilizing the macro economy.

The total minimum source of petroleum in 2024 allocated by the Ministry of Industry and Trade to petroleum traders is 28.43 million m3/ton of petroleum of all kinds. Of which: ground petroleum: including gasoline, diesel, fuel oil, kerosene: 27.45 million m3/ton; aviation fuel: including Jet A1, aviation gasoline: 980,039 m3).

To ensure the supply of petroleum for 2025, ensuring economic growth and life, the Ministry of Industry and Trade has implemented a series of solutions, directing petroleum traders to closely follow the implementation of the minimum total source that has been assigned and register implementation plans for each quarter.

Closely monitor the implementation of the total minimum source of key traders; closely coordinate with the Department of Industry and Trade of provinces and cities to regulate and ensure the balance of supply and demand of gasoline in each locality; if necessary, transfer the total minimum source from traders who do not implement or are unable to implement to other key traders to ensure supply and demand in the market.

The Ministry continues to implement the plan to inspect and supervise the petroleum business activities of traders according to the plan. Closely coordinate with ministries and branches in state management of petroleum products; transfer some tasks from the Ministry of Finance to the Ministry of Industry and Trade when the Decree on petroleum business replaces the Decree on petroleum business.

In 2025, the Ministry of Industry and Trade will collect comments from Government members and promptly complete the draft Decree on petroleum trading to submit to the Government for promulgation. At the same time, the Ministry will review to develop, promulgate or amend relevant circulars guiding the Decree on petroleum trading to organize implementation.

Key petroleum traders are required to strictly implement the directions of the Government and the Ministry of Industry and Trade on solutions to ensure adequate supply of petroleum for production, business and consumption of people and businesses.

At the same time, proactively produce and import to ensure adequate supply of gasoline for the domestic market in all situations; strictly implement the minimum total gasoline source allocated and reserve gasoline according to regulations.

The implementation of the minimum total source of traders will be closely monitored by the relevant authorities, this is to ensure a balance of sufficient petroleum sources to serve the economy in a favorable context. However, the world political and economic situation still has many potential risks, is unpredictable, and can affect the supply of petroleum. The Ministry of Industry and Trade will closely monitor the situation to advise the Government on timely solutions.
