Customs launches backup clearance system for main system

To prevent the automatic customs clearance system from having problems leading to congestion of declarations, from March 26, the Customs Department officially put into operation the Ecus6 system as a backup for the main system.

According to Deputy Director of the Customs Department Tran Duc Hung, besides the achieved results, the information technology systems of the Customs sector still have limitations because they have been built and put into use for a long time.

For example, the VNACCS/VCIS Automated Customs Clearance System, which is currently the core system used for customs clearance of import and export goods, has been put into use since 2014, but it does not meet the requirements of digital transformation and technology application of the Fourth Industrial Revolution. Several times due to overload of customs declarations, the VNACCS/VCIS system was paralyzed, causing the customs authority to spend time to fix it and import and export activities were more or less affected.

Given that situation, the Customs sector has planned to upgrade the System to both overcome current limitations and update achievements of science and technology, especially the 4th Industrial Revolution, to meet trade facilitation and state management requirements on customs in the new context.

For now, the Customs Department has just put into use the Ecus6 System, whose full name is the Electronic Customs Clearance System version 6. This is a System built by the customs authority to handle customs clearance when VNACCS/VCIS has problems nationwide.

In other words, when VNACCS/VCIS has a problem, the Ecus6 System will be activated and perform the temporary replacement of customs declarations. After the VNACCS/VCIS System is fixed and ready to receive customs declarations, the Ecus6 System will stop operating.

The subjects using the Ecus6 System include: regional Customs branches; Management and Supervision Board, Customs Tax Department, Risk Management Board and Information Technology and Customs Statistics Board; agencies, organizations and enterprises providing customs declaration services.

Currently, the Ecus6 System of the Customs Department allows businesses to officially connect. According to the announcement of the Customs Department, the address for receiving declarations to the Ecus6 System for businesses is https://tqdtv6.customs.gov.vn.

The Customs Department has issued a document directing units to notify enterprises under its management of contents related to the operation and use of the Ecus6 System. The information exchange mechanism, message format and connection method remain unchanged compared to the current VNACCS/VICS System.
