On the afternoon of August 11, comrade Nguyen Trung Thao, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the sub-committee implementing breakthrough contents on border gate economic development (KTCK) of the province in 2021 - 2025 chaired a mid-term review meeting to assess the implementation of the province's KTCK development activities; deploy key tasks and solutions in the coming time.
Implementing Plan No. 10-KH/BCĐ of the Steering Committee and the implementation plans of the Subcommittee on implementing breakthrough contents on developing the province's economic zone, from 2021 to present, departments, branches and People's Committees of border districts have actively advised the province to deploy solutions to promote the strengths of the province's economic zone; proactively coordinate in implementing the management of economic zone activities, foreign affairs, implementing investment procedures for works, border infrastructure projects, attracting investment..., promoting the development of border economic activities.
The provincial advisory agency discussed and agreed with Guangxi province (China) to speed up the upgrading of the Ta Lung - Thuy Khau border gate pair (Ta Lung - Thuy Khau bridge II), Tra Linh - Long Bang (Na Doong - Na Ray opening) from a bilateral border gate to an international border gate; inaugurated the Ly Van - Thac Long bilateral border gate and completed the procedures to request upgrading to an international border gate (Ban Khoong - Nham Ung opening); completed the work contents to serve the organization of the announcement ceremony of the opening of the Ban Gioc - Duc Thien opening (marker 834/1) and pilot operation to serve tourists visiting the Ban Gioc - Duc Thien waterfall landscape area. Submitted to the Government for permission to continue temporarily opening the opening (customs clearance) of Na Doong - Na Ray until November 30, 2023.
Advise the Provincial People's Committee to promulgate mechanisms and policies to facilitate import and export activities, transport goods across the border, successfully implement the "dual goal" of both preventing the Covid-19 epidemic and developing the economy - society; maintain stability and normality of import and export activities at border gates according to the Agreement. Proactively monitor closely, regularly update the situation of transportation and customs clearance of goods through border gates to have information to serve the management work, deploy tasks and solutions for import and export activities through the province. Sign 2 framework agreements with the Department of Commerce of Guangxi Zhuang Autonomous Region (China) on cooperation in customs clearance at border gates in 2022; cooperate to enhance customs clearance facilitation in the new situation in 2023.
Regarding investment in border gate infrastructure, 5/6 projects of the previous phase have been completed and put into use, reaching 83.3% of the plan. For the newly started project in the period of 2021 - 2025, 1/4 of the project has been completed (Ly Van Border Gate, Ly Quoc Commune (Ha Lang); 3 projects are being implemented, including: Tra Linh Town Clean Water Supply Plant Project, Ta Lung II Bridgehead Joint Control Station Project and Tra Linh Border Gate Infrastructure Project (Resettlement Area and Road System). Granting 9 new investment projects in the Economic Zone with a total registered capital of 437.11 billion VND; adjusting 28 investment policies, investment registration certificates; announcing investment deposits of 8 projects; deciding, announcing termination of operations and revoking investment registration certificates of 18 projects. Checking the operation status of 79 investment projects in the economic zone. Completing the dossier of the General Planning Project for the construction of the Provincial Economic Zone to 2040 and reporting to the Provincial People's Committee for submission to the Prime Minister for approval; preparing a planning project 1/2000 scale construction zoning plan at border gate and opening areas; do a good job of site clearance for projects and constructions at border gate areas.
From 2021 to May 31, 2023, the total value of imported and exported goods through border gates in the province reached over 1,940 million USD; tax collection and other revenues from import and export activities reached 3,416 billion VND; collection of fees for using infrastructure works, service works, and public utilities in the border gate area reached 46.6 billion VND. The functional forces carried out exit procedures for 16,540 people and entry procedures for 13,650 people. Detected, arrested and handled 4,033 cases/41,304 subjects; coordinated information exchange, identity verification, and repatriation through border gates of 134 cases/608 Chinese citizens illegally entering Vietnam; received through border gates of 664 cases/13,472 Vietnamese citizens illegally entering China. Established 130 fixed control teams and 16 mobile control teams on the border, preventing and handling 188 cases of illegal entry and exit and cross-border goods transportation.
However, the province's economic and financial activities still face some difficulties such as: tax collection and other revenues from import and export activities are not sustainable. The suspension of customs clearance at Na Lan border gates and openings has greatly affected import and export activities through the area, the activities of warehouse businesses, and the lives of people in the border area. Investment promotion has encountered many difficulties, the number of investors coming to learn about the investment environment and implementing investment is not commensurate with the potential and strengths of the province, and has not attracted strategic investors.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Trung Thao suggested: Relevant levels and sectors focus on developing plans to implement annual breakthrough tasks in developing the economic and trade sector, closely following the practical situation in the locality, focusing on specific work content to promote the achieved results, take advantage of strengths and opportunities for development. At the same time, thoroughly resolve existing problems, difficulties and obstacles in the implementation process. Develop a zoning plan for border gate areas and openings to create efficiency in state management, attract investment, and orient the development of economic and trade activities in accordance with local realities.
Strengthen strict management of KTCK activities, accelerate investment progress of border gate infrastructure investment projects; develop programs, plans and implement investment promotion activities to create a fair, open and attractive competitive environment to attract strategic investment projects. Organize the implementation of Plan No. 1199/KH-UBND dated May 19, 2023 of the Provincial People's Committee on opening and upgrading border gates and border crossings in the province, facilitating customs clearance of goods, entry and exit of people and means of transporting goods; Plan No. 1007/KH-UBND dated April 28, 2022 of the Provincial People's Committee on implementing agreements on customs clearance cooperation at border gates and border crossings in the province.
Promote trade promotion and import-export activities to attract import-export goods, especially agricultural, forestry and fishery products through the economic zone, creating stability and sustainability for border economic activities. Review and improve the Compensation, Support and Resettlement Council for investment projects in border districts; implement compensation and support in accordance with regulations; resolve difficulties and obstacles in site clearance and resettlement support, and develop policies to support people and investors in site clearance in accordance with regulations. Speed up the site clearance of investment projects, promptly hand over clean land funds for project implementation. Departments, branches and localities increase information and support for businesses; promote linkages and cooperation between businesses for mutual development. Regularly organize forums for Party committees and authorities to dialogue with businesses and entrepreneurs, promptly remove difficulties in investment, production and business.
